Replacement of 30T Capacity Grab Trolley of Ore Bridge Crane No.4 of BFs at Bhilai Steel Plant, Bhilai

• 1. The bidder should have carried out design/engineering, assembly, supply, erection commissioning of new/refurbished/upgraded double girder EOT crane/ Crab trolley of capacity more than or equal to 30T on rope during the past 15 years either under the same or different orders as on the date of NIT.

Self-attested photocopies of following documents shall be submitted by the bidder on support of the above:

i. Work order/any other letter of award of work/ Contract document/Purchase order issued by the client

ii. Commissioning certificate/Performance certificate/ Completion certificate/Final acceptance certificate /any other documents issued by the client showing completion of the job, corresponding to 1(i) above

The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine.

• 2. Consortium bidding is not allowed.

• 3. As per Domestically Manufactured Iron & Steel Products Policy 2025 (Revised in Dec 2025) the minimum domestic content for Capital Goods (%) should be 70%

Bidder shall

i. Self-certify the local content as per form-1 pertaining to Appendix-A and Appendix-B as defined in the DMI & SP policy, at the time of bidding.

ii. Provide a certificate from the statutory auditor or cost auditor of the company (in case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) declaring that the capital goods (Appendix-B) to be used in iron & steel industries are domestically manufactured in terms of domestic value addition prescribed. (Refer DMI &SP Policy dated 17.12.2025).

• The average annual financial turnover of the bidder during the last three consecutive financial years ending 31st March 2025 shall be at least Rs.6.0 crores (Rupees six crore only).

The bidder shall submit audited annual financial reports (Profit and Loss Accounts statement and balance sheet in English language) for the last three (3) consecutive financial years ending 31st March 2025 in support of the above.

Net Worth of the bidder should be positive in the financial year ending 31st March 2025 as per audited annual accounts.

Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19 onwards, shall contain the Unique Document Identification Number (UDIN).

• In compliance to "Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017 of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure-10. In cases of Consortium bidding, certificate/undertaking shall be submitted individually by each member of the Consortium.

Bidder to submit eligibility documents in line with clause 22.5 of ITB of Section-II of SBD.
