Material and labour for cable route indicator showing "MES HT UG 11 KV" and route of cable with arrow (should be embossed or engraved) made of RCC in suitable shape and fixed in PCC block 1:3:6 type C-2 using 40mm graded aggregate including bricks works and excavation, size of route indicator 60cm x 30cmx 10cm, 30cm below ground level and 30cm above ground level to show clear indication of cable including painting the complete slab with red paint and making the engraved/embossed letters/arrow with white paint complete, all as specified and as directed.
M&L for brick protection with sub class 'B' brick for protection of UG cable
M&L for boring of holes 110 to 120mm dia bore under road, pavement, hardstanding crossing upto 1 mtr depth from the top of the surface by using trenchless technology using ultrasound technique and necessary machine to pass the 100 mm dia GI pipe for cable laying complete all as pecified and as directed.

Supply and fix steel tubular swaged poles type 410SP-31(9.0 Mtr long) Swan neck type complete with CI base plate and finial and single swan neck including foundation and coping complete all as directed by Engineer-in-charge.
Supply & install, testing and commissioning of LT feeder pillar panel size 1.0Mx1.0Mx0.50M, out door type cubical panel board outer shell made out of 3.15 mm thick MS sheet and inner shell made out of 2 mm thick MS sheet and MS angle section 50x50x6 mm mounted on PCC 1:2:4 type B-1 platform 60 cm above and 45 cm below the ground level, frame factory fabricated with front and rear openable double door system and cable alloy (Each door hinged with body at 3 places with body and hinges should be welded with body and door) lockable/open able by Keys having chromium plated 19 mm dia fancy lock, “U” type gasket shall be used to make the outer shell completely vermin proof suitable for 3 phase 4 wire 415 Volt, 50 Hz, tested at factory approved from CPRI factory fabricated having modern fabrication and testing process followed by powder coat painting having thickness not less than 100 microns provided with suitable gasket to make it dust/vermin proof and general construction confirming to IS:8623/93 comprising of the following :-
SOLAR POWER PLANT
Design, supply, erecting, installation, synchronization, testing & commisssioning of ON Grid connected, ground mounted solar PV Plant of 1 MW capacity at standard condition (irradience temp etc) at AF Stn Suratgarh (Longitude 73° 90' 11" E, Lattitude 23° 37' 70" N & elevation 168 mtr) , Grid connected open access solar PV generation including all accessories e.g. BIS Certified & MNRE ALMM Registered ,DCR mono-crystalline framed dual-glass bifacial SPV Module, SPV Module Mounting Structure, cable, junction box, DC LT Panel, inverter, LT AC panel , transformer ,array junction box, civil and general wks, power conditioning unit , measuring instrument (complete SCADA system) etc. Minimum technical requirements/standards for SPV Systems/Plants to be deployed as per Ministry of New and Renewable energy are manadatorily to be complied with in the plant. Any item/component missing(As per sound Engineering practice & functional point of view) in schedule will be presumed to be catered by the contractor in the quoted rates to get desired output
The contractor shall not claim the amount for any missing component if any during execution stage. Solar PV Plant comprising of following Sub-components/Sub-Systems and meeting the specification as given below:- (note: design of complete SPV module incl solar plant layout , analysis of plant yearly generation, design for calculation of suitable size of DC & AC copper cable( to ensure DC cable loss should not be greater than 2 % of the installed capacity), design of module mounting structure, design to calculate suitable number and capacity of junction boxes, design to calculate capacity and number of DC & AC LT panel, design to calculate capacity and number of inverters, design to calculate the shadow and design to calculate orientation of SPV module and their structure along with PV syst analysis ( PV syst simulation report) etc.
The contractor shall submit the detailed project report ( DPR) during the phase I of the contract duly vetted by the IIT within 60 days of commencement of work for approval of Accepting Officer before commencement of work on ground.The ripple content shall not exceed 3% on DC and harmonics shall not be more than 3%, Micro processor based directional & reverse power flow protection shall be provided to ensure isolation of SPV from Grid at the time of fault including all connected equipments required for their smooth functioning comprising of the following major components all as specified:-
Supply, erecting, installation, testing & commissioning of framed dual glass bifacial Solar modules each consisting of 144 cells (12x6+12x6), size of module 2278mm (L) x 1134mm (W) x 33mm (T) or as approved, M10 TOPCon N type mono bifacial solar cells not less than 585 Wp each, front glass 2mm low iron printed semi tempered glass, back glass 2mm low iron printed semi tempered glass, PID free & UV resistant encapsulate, IP68 weather proof PPO junction box, compatible with and including IP68 rated MC4 connector alongwith 1400mm DC, Copper cable of 4sqmm size, anodized aluminium frame having efficiency more than 22% at standard test condition. These panels shall be suitably fixed on Module mounting structure. The electrical Data of panel at standard test condition (STC) 1000W/m² irradiance, air mass 1.5 & 25°C cell temperature shall be as under:-
(i) DC peak power (Pmax) - not less than 585 Wp. (ii) DC peak voltage (Vmp) - 42-47V . (iii) DC peak current (Imp) - 12-14 A (Approximate), (iv) Short circuit Current - 13-15A(Approximate). (v) Open circuit Voltage - 51-54V(Approximate). (vi) Module efficiency - greater than 22% . (vii) Operating temp range (-) 40°C to 85°C. (viii) Series fuse rating = 25A (Approximate). (ix) Junction box = IP68, weatherproof PPO. (x) IP68 rated MC4 connector compatible. (xi) Anodised aluminium frame. (xii) front glass 2mm low iron printed semi tempered glass. (xiii) back glass 2mm low iron printed semi tempered glass, PID free & UV resistant encapsulate. (xiv) Sustain heavy snow upto 5400 Pa. (xv) Sustain wind loads upto 2400 Pa.
Note :- (a) The PV modules must be tested and approved by one of the IEC authorised Govt agencies. In addn a PV module qualifacation test certificate as per IEC standard, issued by ETDC Bangalore or Solar Energy Centre will also be valid. (b) Warranty on output and life of structure should be as under :- (i) Output wattage of PV modules should not be less than 90% at the end of 10 years and 80% at the end of 25 years. (ii) The mechanical structure, electrical works and overall workmanship of the grid solar power plant must be warranted for a minimum of 5 years. (iii) Grid solar PV power plant must install necessary equipment to measure solar radiation, ambient temperature, solar energy meter 11 KV to measure grid solar power generation, wind speed and other weather parameters continuously. Simultaneuosly measurement of the generation of DC power as well as AC power from the plant must be done.
(c) Each module shall have RFID tag bearing the following details. RFID reader will be provided by contractor :- (i) Name of manufacturer of PV module (Should be made in INDIA). (ii) Name of manufacturer of solar cell (Should be made in INDIA). (iii) Month and year of manufacture (Separately for cell & module). (iv) Country of origin separately for cell & module (Make in INDIA only). (v) Peak Wattage, Im, Vm and fill factor of the module. (vi) Date of year of obtaining IEC PV module, qualification, certificate. (vii) Unique serial no and model no. of Module. (viii) I-V curve of module. (ix) Name of the test Lab issuing IEC certificate. (x) Every module should have PID test report as per latest prevailing norms of MNRE & will be submitted to the GE. (xi) Solar cells & Modules shall meet DCR norms. (d) Provision of earthing and earth strip/cables etc. for earth for solar PV module/Array as per latest IS/MNRE norms to be included in the quoted rates by contractor. (e) PV module shall conform to IEC:61215, IEC: 61730, UL:61730-1 & 2 for construction, testing and safety qualification and latest minimum technical specifications. The module shall be manufactured in 2025 or subsequent year. Product warranty shall be for at least 12 years and performance warranty shall be at least 25 years. (f) Provn of earthing and earth strips/cables etc. for earth to solar PV modules/Array as per latest IS/MNRE norms to be included in the quoted rates by contractor
(g) The contractor shall submit the complete design of ON Grid connected Solar PV Plant alongwith complete design details, drawings, calculation sheet and connected documents within 60 days of commencement of work and before procurement of the material. The same shall be submitted to GE after vetting from IITs/NISE for approval of CWE. (i) The complete design will be submitted to CWE for final approval before placing order of the materials to be used in Solar PV Plant. (ii) The test report of modules as per national and international standards and technical data shall be submitted by contractor to GE for approval of CWE (iii) Minimum 0.5% of PV Module shall be tested for all electrical parameters incl efficieny & safety measure by the rep of CWE at OEM factory premises before dispatch as per technical data sheet of the manufacturer. (iv) Contractor will submit 2% amount of total quoted amount against item Sl No 7.04 (PV Module) as performance security of PV Module in the form of FDR or BGB in favour of the Accepting Officer which will be returned to the contractor on successful performance completion of 25 years of PV Module. (v) Contractor will submit guarantee for at least 25 years performance of PV Module as per CA provision and in case of any manufacturing fault of any PV Module during the performance warranty of 25 years the same shall be replaced by the contractor without any extra cost. (vi) All the modules shall be of same make. (vii) Rates of testing at Factory premises of OEM or MNRE approved Lab are deemed to be included in the quoted rates. (g) Make : Makes as specified in Appendix 'D' having MNRE approval.
Note (a) Output Power (Pmax): 585 Watt or above (b) Module efficiency: Not less than 22% (c) Number of cells: 72 Nos full cells (144 half cut cells) (d) Maximum System Voltage: 1500 Vdc (e) Application class: A (f) Fire class: A (g) Junction box: IP 67, 1.5KV / 1000mm length cable (h) Module glass shall be > 93% transmission (i) Glass Thickness shall be min 3 mm (j) By pass diodes for optimizing PV output to be incorporated in each solar Module (k) Each PV module used in any solar power project must use a RF identification tag (l)By pass diodes for Optimizing PV out to be incorporated (m)Modules Output: MC Electronic Plg (n) Modules only with same rating and manufacturer shall be connected (o) Modules must have IV curve test report in NABL Lab for the specified wattage (p) Entire B&R Scheme (mounting structure etc) and E/M scheme (from solar module till generation of electricity i.e. solar modules strings, string inverters, transformer, SCADA etc) shall be submitted by contractor (or his consultant) as per requirement of MNRE CE and to be vetted by IIT and for approval of CWE.
(q)Domestic Content requirement (DCR) mandates shall be strictly adhered i.e. for the use of solar cell and modules etc. shall be manufactured domestically as per specifications and testing requirements fixed by MNRE. (r) The Performance Ratio (PR) of a Solar Power Plant shall not be less than 75% over the period of 25 yrs. Special Note: (i) The work involves provision of solar panels building, contractor should visit the site before quoting the tender.(ii) Suitability for Grid Connected System. (iii) PV modules & Solar Cells shall be made in India and makes and manufacture by India only. The Contractor shall submit all required documents.Panel shall be of latest edition (iv) All responsibilities related to commissioning should be borne by the contractor.(v) State Electricity board registration fees shall be included in quoted rate.(vi) Contractor should have valid REDA Empanelment Certificate. (vii) Liaisoning with State Electricity authority for obtaining any documents/approved installation solar power plant to grid from state electricity board for smooth functioning shall be contractor’s responsibility.
(viii)Feasibility clearance from state electricity board :- inclusive charges for feasibility regarding the plant from starting commissioning with electricity will be done by the functional including of Energy reading meter and certified from State electricity.(ix) Standby supply shall be provided by contractor without any extra cost to dept at the time synchronizing with existing 11KV system.(x)Technical feasibility report shall be obtained from State Rajasthan electricity board before starting work from ground.(xi)E4m ,solar meter and directional meter :- Supply HT net meter and solar meter to deposit to State electricity board for testing and calibration thereafter taken back to site for installation ,contractor will not claim extra cost from dept for carrying out above said process.
(Xii)Contractor shall maintain the solar plant by employing 2 well experienced technician in handling SPV for 24hrs upto 1 year from the date of completion of work.The necessary labour wages etc are deemed to be included in quoted rate.(xiii)Inspection of State Electrical Inspector charges to State. Note:After successful installation of system, contractor will submit inspection reports duly signed by Inspector of State Electricity to MES for buy back agreement with State Electricity. If the Power will not be generated at correct level/limit, a penalty will be charged against contractor as decided by CWE. (xvii) The design shall be got vetted from any one of the following agencies (Approved Agencies): (a) National Institute of Solar Energy (NISE) (b) Sardar Swaran Singh National Institute of Renewable Energy (c) Solar Energy Corporation of India (d) The Indian Renewable Energy Development Agency
Design, supply, installation, testing & commissioning String PV Inverter of capacity not less than 250 KW. Input DC & output AC specification of the inverter shall be as under :- Input DC. Max input DC voltage not less than-1500V, rated input voltage not less than 1080V, start up voltage 550V, minimum MPPT voltage range 180-1500V DC, MPPT voltage range at full load 800-1300V DC, minimum number of string input 24, minimum number of MPP trackers-12, string per MPPT- 2 Nos, max input current per MPPT shall not be less than 30A, max short circuit current per MPPT shall not be less than 50A.

Modules Mounting Structure (MMS) Design, supply and erect Module mounting structure made up of MS Hot dip Galvanised (80 Micron) as per IS 4759, GI frame Structure to hold approved solar panels mounting with all accessories. Fixing arrangements for fixing the PV solar modules & to withstand minimum horizontal wind speed of 200 km/ hr as per IS. It shall conform to latest revision of IS 2062 having Grade of 250 MPA. The MMS design will be submitted by the contractor and shall be approved by CWE. The solar panel shall be fixed at a tilt angle of 24° (tentatively) or as per designed SPV Plant. Mounting Structure shall have following specifications:- (i) Nut, bolts and supporting structure including module mouting structure shall have to be adequately protected from atmosphere and weather prevailing in the Suratgarh Air Force Station. All fastners shall be of stainless steel of Grade SS 316. (ii) Two numbers of anti-theft fastners of stainless steel on two diagonally opposite corner of each module shall be provided. (iii) The rep of CWE, will visit the factory site of galvanising for each section of lot of dispatch to collect the samples at random & send the sample duly sealed & signed by him and rep of contractor to nearest NABL accredited Lab for testing. The lot will be dispatched from factory permises only after passing of sample from Lab. In case of failure of sample complete lot will be rejected. The quoted rates are deemed to include this aspect.
Note:- (i) cost of interconnecting copper cables along with cable trays (floors/ wall mounted) suitable to accommodate solar grade cables & cables upto inverters shall be measured and paid separately under relevant items. EARLY STREAMER EMISSION (ESE) Supply, installation, testing & commissioning of 5m high, advance active on generating Early Streamer Emission (ESE) lightning arrestor with lightning counter to provide radius of protector of minimum 107 m at level-IV. The lightning arrestor shall conform to IEC 60099-4 or IS 3070 except to the extent modified in the specification. Lightning Air Terminal Adaptor. Supply of highly insulated polyplatic adaptor to fix the lightning ESE air terminal with the mat. The adaptor shall have suitable metal connector/ connecting point in such a way the top portion shall be electrically connected to the central final trip (elevated sharp tip) of the ESE air terminal and the bottom portion shall be connected to the down conductor.

M&Lfor Construction of recharge pit system with permanent specification complete all as specified on drawing. Note: (i)All inner connect inlet & out let PVC pipes of 300 mm dia with all fittings upto recharge well complete with all accessories shall be included in above items. (ii) 300 mm dia slotted/unslotted marked on drawing of recharge pit system as recharge well is not included in the lumsum and these shall be measured and paid seprately under respective items., complete all as specified and as directed by Engineer-in-Charge.
M&L for trial bore of 300 mm dia upto 50 meter depth below ground level in any kind of soil strata including hard stone/boulder etc including electric logging,MS cap,MS flat iron clamp etc. complete all as specified and directed. complete all as specified and as directed by Engineer-in-Charge.
M&L for drilling with direct rotary rig bore hole at the site from groung level to the 50 m depth,suitable size for 300 mm bore PVC pipes with a provision of space for filling pea gravel 3 to 5 mm size, pea gravel should be shrouded with minimum 125 mm annular space between tube well and reamed wall round the housing pipes, including electric logging,MS cap,MS flat iron clamp etc. complete all as specified and directed. Note: Pea gravel shall be measured and paid separately.
M&L supply and packing pea gravel of size 5 mm to 8 mm size, pea gravel should be shrouded with minimum 125 mm annular space between tube well and reamed wall round the housing pipes to full depth and length complete all as specified and as directed by Engineer-in-Charge.
Supply,Lowering and fixing in to bore hole PVC 300 mm dia housing pipe nominal bore of wall thickness 6 mm, both side fixed with socket joint along with necessary accessories and fittinngs of suitable sizecomplete all as specified and as directed by Engineer-in-Charge.

M&Lfor applying two coats of exterior acrylic emulsion (weather proof treatment ), over a coat of primer in camouflaging patterns, over new plastered surfaces , including preparation new surfaces , complete all as specified and as directed by Engineer-in-Charge.
MANNING & OPERATION (M&O) UNDER PH-II
Manning and operation of 1 MW Solar Photo Voltaic Plant during First year of defect liability period after commissioning of SPV Power from actual date of completion round the clock by providing following staff on all days including Sunday and Holiday for trouble free functioning of the installation at Suratgarh to ensure maximum solar energy is fed to grid including following:-(i) Trouble free operation of the solar power plant. (ii) Monitor the performance of the solar plant by data logging. (iii) Monthly report preperation and reporting to customer on performance of power plant. (iv) Maintainance of module- periodic cleaning of module through water. (v) Schedule maintainance of invertor. (vi) Frequent testing of plant equipment by walk down checks to internal condition of equipments such as module perfomance, inverter test monitoring, system testing etc. (vii) Careful logging of operation data and periodically processing it to determine abnormal slowly detoriating conditions. (viii) Attend to emergency break down/repair of the component without any delay. (ix) Careful control and supervision of operation conditions (wide and rapid variation in voltage and frequency conditions do contribute to increase maintainance). (x) Regulate routine maintainance work such as keeping equipment clean, cleaning of solar PV Module, proper maintainance of inverters, maintainance of LT/HT cable lugs, Panels, MCCB's, Joints, Transformer, VCB's etc of any type/size and capacity.
(xi) Spare parts maintainance including replacement of defective parts. (xii) Securing all equipments/materials against damage/theft etc. (xiii) Keeping complete area neat & clean through spray chemicals and cleaning of grass at regular interval of time. (xiv) Servicing and maintainance of SCADA System and taking printout of all the data from SCADA once daily. (xv) The thermal imaging of PV Panels should be taken for checking its healthiness once as directed by the Engg-in-Charge. (xvi) The shutdown time of interval should be monitored and recorded. Min staff (s) to be employed (a) Supervisor : 01 No in one shift of 8 Hrs ( 0800 Hrs to 1600 Hrs) having diploma in electrical Engg and having good knowledge of SCADA system. (b) Electrician (ITI Electrical) - 01 No in one shift (0800 Hrs to 1600 Hrs) (c) Helper (Min 10th pass) : 01 No in three Shifts. (0600 Hrs to 1400 Hrs, 1400 Hrs to 2200 Hrs, and 2200 Hrs to 600 Hrs)
