Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.(if applicable)

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Banker Details

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of eProcurement portal due to internet connectivity issues and technical glitches at bidders end

Conditional tenders will not be accepted

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The employer is not responsible for any delay in accessing KPPP Portal

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

If any, additional information required, the same may be obtained from the office of the Executive Engineer, PWD, MADHUGIRI Division, MADHUGIRI during of office hours on all working days. It may be noted that if any of the dates mentioned above happened to be a General Holiday, the next working day will be considered

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons

The contractors assessed available tender capacity shall be more than the tender value, it will be calculated as per the STD tender document Attached

The Tender processing fee shall not be refundable

Tenderer who qualifies in the technical bid such tenderers financial bid will be opened

Contractor should follow strictly the prevailing rules of labour act

The Bidder shall not furnish any fake/fabricated/false information or withhold facts etc., if the bidder is found to have violated any of these above (found either during evaluation or after awarding the tender), the tender shall be rejected and action as per rules and regulations shall be taken against the Bidder

If the Successful Bidder has quoted lesser rates than the estimated rates then he should without fail remit the Unbalanced Tender Amount along with the Security Deposit within the stipulated time as that shall be specified in the Letter of Acceptance, failing which the tender of the Successful Bidder shall be rejected

Uploaded original BG or EMD to be submitted to The Executive Engineer, PWD Madhugiri Division, Madhugiri before the date of opening of the tender otherwise tender will be rejected for non-submission of EMD.

Progress of Work will be reviewed monthly / at the end of the each Milestone. In case the Progress achieved falls short by more than 10% of the Cumulative Programmed, the Reasons for such Shortfall shall be examined and a Record made thereof apportioning the Responsibilities for the Delay between the Contractor and the Employer

in case of the death of the contractor after executing the agreement commencement of the work, his legal heir if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work

All safety precautions, warning signs, night illumination, refectors,deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent

All precautions should be taken by the contractor so that there are no damages to such public/ private properties

Bankers E-mail ID & Contact Number must be up loaded

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 44 of the Conditions of Contract

THE CONTRACTORS ARE INSTRUCTED TO SUBMIT ONLY RELEVENT INFORMATION WITH RECORDS AS REQUIRED AND SPECIFIED IN QUALIFICATION CRITERIA.ANY JUNK ,SUPERFLUOS AND UNNECESARY DOCUMENTS IF UPLOADED WILL TREATED AS MISLEADING AND SUCH TENDERS ARE LIABLE TO BE REJECTED

THE SUCCESSFULL BIDDER MUST EXECUTE WORK AS PER THE ATTACHED WORDSHEET AS IN THE INSTRUCTION TO THE BIDDER

It is mandatory to upload SC/ST/CAT-1/CAT-11A caste certificate and Domicile certificate(if applicable)

The tender validity period is 90 Days from last date of receipt of Tenders

It is mandatory that the Turn over certificate should be duly signed by an registered Chartered Accountant along with UDIN number BALANCE SHEET AND PROFIT AND LOSS STATEMENTS SHOULD BE UPLOADED

As per Government circular no: FD 355 EXP 12/2024 dt: 01.08.2024 Letter of intent(LOI) will be issued in Karnataka Public Procurement portal 2.0 software, contractor has to accept LOI online and submit the BGs through KPP portal within 20 days . if not tender will be rejected as per guidelines

For reserved works:- As per G.O.No.FD 876 EXP-12/2017, Bangalore Dt:10-10- 2017 and GO NO: FD 506 EXP-12/2024 DATED 20.08.2024 Security Deposit for an amount equivalent to 5% of the Contract price shall be deducted in every running bill. However, in case of 1st & Final bill the entire security deposit will be deducted from the final bill. (If applicable)

Item including cost and conveyance of all materials lead and lift charges loading and unloading charges labor charges all incidental charges hire charges of all machinery and equipment required for successful completion of work etc. The work shall be executed as per standard technical specification and directions of Engineer in charge of the work

The contractor shall maintain the road periodically during the DLP, including removal of jungle, shoulder, drains and cross drain works asper the site conditions &as per the directions of Engineer in charge of work

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval. All the originals of uploaded documents in KPP portal should be produced within 7 working days from the date of opening of Technical Bid at the Division Office, failing which the tender is liable for rejection. No separate communication will be made in this regard, failing which action will be taken as per tender conditions and registration rules

Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project

The units specifications against the item codes in BOQ to be referred as per UNI SR 2023-24continued to 2025-26 vol.1,2,3,5,6. The description in UNI 2023-24 continued to2025-26 vol1,2,3,5,6 are final.

Contractor should establish a fully functional laboratory at site at no extra cost in order to carry out all the required tests for the materials being used in the project.

Contractor should carryout additional test required to test the suitability of materials including borrow area before using the same either as sub-grade or base course materials.

If any postponement of receipt date of tender, the same will be published in the KPP Portal portal

The contractor who participates in tenders for more than one work for which tenders are invited in this IFT, the tenderer must fulfill all the conditions and criteria cumulatively for the participated works

MSME and NSIC Certificates are not valid as EMD payment as per GO.295/2019/ Dt. 26-03-2019.

Contractor should execute the project with least impact to the environment especially during Cement concrete work.

LOC / K-form for the stipulated amount should be submitted in the format as prescribed in the bid document only. Otherwise tender is liable for rejection

The Bidder should employ only registered employees/labours as per Govt. Circular No.PWD/198/BMS/2009/ Dated: 24-06-2009. As per EPF & MP act 1952 in respect of of the employees engaged by or through contractors, agencies and contractors shall have provident fund code no. & all the contract employees deployed by them are enrolled as members of provident fund.

The duration for completion of work is 5months including monsoons

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-3

Contractor shall be Class-III & above Registration

Estimate rates are excluding GST and paid separately

The Defects Liability Period for this project shall be one year

For SC and ST AND OTHER RESERVED Contractors As per G.O.No FD 611 EXP 12 2023 Bangalore Dt 05.11.2024 ITT Modifed clause 3.2c Executed in any one year minimum 50% of the quantities(usually 50 percent of the peak annual rate of construction

For Category I,Category IIA,SC & ST Contractors As per G.O.No FD 611 EXP 12 2023 Bangalore Dt 03 02 2024 ITT Modifed clause 3.2a To qualify for award of this contract, each Tenderer in its name should have in the last fve years i.e. 2021-22 to 2025-26 achieved in at least one fnancial year a minimum fnancial turnover(in all classes of civil engineering construction works only) for all works costing upto Rs 100 LAKHS

For Category I,Category IIA,SC & ST Contractors As per G.O.No FD 611 EXP 12 2023 Bangalore Dt: 03 02 2024 ITT clause 3.5 KW 3 Assessed available tender capacity is (AxNx5-B)

For Category I, Category IIA, SC & ST Contractors:- As per G.O.No.FD 876 EXP-12/2017, Bangalore Dt:10-10- 2017 Security Deposit for an amount equivalent to 5% of the Contract price shall be deducted in every running bill. However, in case of 1st & Final bill the entire security deposit will be deducted from the fnal bill.

For Category I,Category IIA,SC & ST Contractors As per G.O.No FD 611 EXP 12 2023 Bangalore Dt 03 02 2024 ITT Modifed clause 9.1 KW3 The tenderer shall furnish as part of his tender Earnest Money Deposit EMD at the following rates.EMD amount as percent of the estimated cost of the work put to tender for Rs 20 lakhs and above up to Rs 1 Crore -1 percent subject to minimum of Rs 25000

3.5 Tenderers who meet the above specified minimum qualifying criteria, will only be qualified if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity (A X N X5 - B)where A-Maximum value of civil engineering works executed in any one year during the last five years(updated to 2026-27 price level) taking into account the completed as well as works in progress. N-Number of years prescribed for completion of the works for which tenders are invited.B- Value, at 2026-27 price level, of existing commitments and ongoing works to be completed during the next 5 months (period of completion of the works for which Tenders are invited)

3.1All Tenderers shall provide the requested information accurately and in sufficient detail in Section 3 Qualification information. 1. To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2021-22 to 2025-26achieved in at least one financial years a minimum fnancial turnover (in all classes of civil engineering construction works only) of Rs.79.43 Lakhs Financial Status (Certificate from CA with UDIN Number, if Failed to satisfy the condition tender will be rejected) (The turn over certificate shall have UDIN generated through ICAI Portal. Turn over certifcate without UDIN will not be considered and treated as invalid. The confirmation letter issued by Chartered Accountant shall also have UDIN generated through ICAI Portal)
