COMPREHENSIVE MAINTENANCE AND OPERATION OF CENTRAL AC PLANT 3 X 37.5 TR LOCATED AT DCN PALAM UNDER GE UTILITY PLANT AND MACHINERY DELHI CANTT-10.

SECTION-I

Periodical, preventive, comprehensive maintenance of Central Air Conditioning plant of capacity 3 x 37.5 TR as per manufactures manual of preventives with periodicity mentioned there in as per particular specification including services for Manning & Operation for two shifts in a day each of 08 Hours from 0600 to 1400 Hrs and 1400 to 2200 Hrs with 1 Refrigerator/ AC operator (Skilled Labor) in each Shift installed at DCN PALAM, Delhi Cantt. daily including Saturday, Sunday and Gazetted Holidays and various load centre as per requirement complete including cleaning daily all as specified and directed by Engineer-in-Charge. (a) Periodical, preventive and comprehensive maintenance complete package chiller units 03 Nos, each consisting of 1 No 37.5 TR along with motor and its condenser, flooded chiller, scale guard unit, microprocessor based control panel complete system through OEM i.e. any one of M/s Blue Star/Trane/Voltas/ Hitachi including submission of quarterly service reports from OEM. Total No. Chiller units-03 Nos. (b) Preventive, comprehensive and routine maintenance of following equipments :- (c) 3 x 37.5 TR AC plant comprises of the following :- (i) Centrifugal Monoblock Pump set for Hot water Circulation of capacity 3 HP - 02 Nos, Make- Crompton Greaves. (ii) Centrifugal Monoblock Pump set for Condenser water Circulation of capacity 5 HP - 03 Nos, Make- Kirloskar. (iii) Monoblock Pump set for Chilled water Circulation of capacity 3 HP - 03 Nos, Make- Crompton Greaves. (iv) Scroll type Commercial Compressors of capacity 12.5 TR - 09 Nos, Make- Danfoss, Model No. SZ185S4RC. (v) Scroll Water Chiller of capacity 37.5 TR - 03 Nos, Make- Blue Star, Model No. - XWC3S039AR2.

(vi) Hot water Generator of capacity 75 KW -02 Nos, Make- Rapid Cool, Model No. 195AC,HO19. (vii) FRP Induced Draft Cooling Tower of capacity 75 TR - 02 Nos. Make- Mihir, Model No. FH4. (viii) Double Skin Horizontal Mounted Air Handing Unit of capacity 29000 CFM -01 No. Make- Edgetech Air System, Model ETU300H, Coil-CHW Coil/1016 x 2653/ 6RD & Heating Coil/ 1016 x 26532RD, Fan Model - Kruger/ DIDW Backward/ 1000, Motor- Siemens/ 18.5 KW. (ix) Main HVAC Panel - 01 No. Notes for item No 1.01 :- (a) The contractor shall quote the rates for deputing man power and reliever arrangement as per labour commissioners rule requirement of labours as under:- (i) Plant operator -01 No. in a shift. (ii) In case of break down, the additional manpower if required will be arranged by the contractor. The cost will be deemed to be included in Sch “A” items. (b) The contractor shall monitor the duties of all Refrigerator/AC operator during change of duty and submit report to concerned JE E/M / Engr-in-Charge, the cost of the same is deemed to be included in the quoted rates. (c) All Refrigerator/AC operator should in possession of mobile for ease of communication. (d) The mobile number to be permanently display at AC plant as directed by Engr-in-Charge and cost of the same deemed to be included in the quoted rates. (e) Plant should be maintained to achieve temp 21 º C ± 2º C and relative humidity 50 ± 5% or as per plant designed for. (f) Daily log sheet & maintenance register for plant shall be maintained. Log sheet shall be signed every shift during handing taking over the shift of duly person clearly. Record of inside temperature of Deptt to be maintained shift wise.

(g) All consumables such as de scaling solution (use latest solution) having very less quantity of acid and other maintenance materials such as oil, lubricants, grease, gland packing thimbles etc will be deemed to be included in the above schedule. (h) The contractor will ensure that water is always available in make up water tank. If adequate quantity of water is not available then duty operator will lodge complaint with water supply staff/AGE E/M AC office immediately for filling of water. (j) The contractor will maintain a daily temperature record book of each AHU area rooms and to be signed by contractor rep and Engineer-in-Charge. (k) The contractor shall provide the services of trained person with 3 years experience in similar field and documents to be submit the Engr-in-Charge for approval before commencement of work. (l) Staff engaged for operation/ maintenance of the installation will not leave the installation/ Plant under any circumstances, if during surprise check by the representative of Deptt., operation /maintanance staff found absent then penalty of Rs. 500/- per shift per person will be imposed and deducted from contractors dues (RAR/Final Bill). (m) The Plant operator should posses Temp & Humidity meter for inside room temp measurement, Temp & Humidity meter shall be provided by the contractor. (n) The plant shall be operated by the employees of OEMs i.e. any one of M/s Blue Star/Trane/Voltas/ Hitachi. Necessary intent of MoU from OEM as per Proforma mentioned in serial page No. 105 & same shall be uploaded with cover -1, failing which the financial bids of that tenderer will not be opened & bid will be rejected in technical evaluation. (o) The manning & operation and maintanance of plant under this contract shall be done through OEMs i.e. Blue Star/Trane/Voltas/ Hitachi. The contractor will have to submit MoU on stamp paper of Rs. 100/- duly notarized as per proforma (on serial page No. 106 & 107) within seven days of accptance of tender, failing which the contract will be liable to be cancelled and work will executed as per policy invouge of the contractors default.

(p) Duty roster will be submitted by the contractor before commencement of the month for obtaining the approval of JE and Engineer-in-charge. Any change in duty roster will be made by the contractor, only after approval of Engineer-in-charge. (q) Contractor should arrange proper uniform with name plate on shirt for the operators and its cost shall be deemed to be inclusive in the quoted rate. (r) The operator shall also be responible to inform any complaint of non functioning of AC Plant to the Engr-In-Charge. (s) Contractor shall made payment through authorised bank and photocopy of receipt of payment shall be attached with RAR/FB. (t)The contractor shall provide reliever of AC/ Refrigerator mechanic as per labour rules & regulations and the rates for which are deemed to be included in the quoted rate. (u) The rates quoted against providing manpower in Schedule ‘A’ item(s) (BoQ) is found to be less than the existing minimum labour wages (inclusive of EPF, ESIC, LWC and taxes), the bids will be declared as “Non-Bonafide” tender and will be rejected in financial evaluation. In such case the lowest tender shall be determined by lowest amount amongst valid bonafide bids for acceptance, whose rates found to be reasonable. The tender will be considered for financial evaluation only if the Section-I is found bonafied. (v) In such case, the lowest tender shall be determined by the lowest amount amongst valid/ bonafide bids only. (w) Required refrigerant gas and compressor oil for maintenance of Plant are deemed to be included in the quoted rate. (x) Contractor has to carry out all major and minor break down/repairs pertains to complete machineries of central AC Plant & connected cooling tower AHUs rates quoted is deemed to be included for all except any damage due to natural disasters such as flash, floods, earth quake, cyclone etc.

(y) The duties of operator will be to operate the plant as per the directions of Engineer-in-Charge. The duty also includes to keep the desired temperature maintained in the rooms. Maintenance of AC plants will include daily checkup of plants, detection of leakage of refrigerant gas by nitrogen pressure testing and rectification of same in the AC plant, rectification of any leakage in water pipelines, cleaning of filters, filling of gland packing (graphite rope) of water pumps, descaling of condensors/chillers and water pipe lines & cleaning & maintenance of cooling towers including of PVC fills (New fills will be measured and paid seperately under relevent item as 'Supply only'.) (De-scaling to be done during currency of the contract period). Checking /Repairing to electrical faults in the electrical panel and motor of plants. Maintenance of plant will also include minor spares such as oil seal/packing, gasket, nuts, bolts and washers, PVC copper wires of sizes 1.5 Sqm to 6.0 Sqm (upto length 3 Mtrs Max) for electrical panels, lugs/thimbles upto 25 Sqmm complete all as specified and directed. (z) Replacement of over load relay of capacity 9 to 15 Amps, 14 to 23 Amps, 20 to 33 Amps and MCB SP 6-32 Amps as per existing specifications and V-belst of any size as per existing are deemed to be included in the quoted rate. (aa) Refrigerant gas R-407C required for toping up and filling including initial topping/ filling is deemed to be included in the quoted rate.

SECTION-II

Disconnecting from mains/taking out existing unserviceable/defective Monoblock Pump set of capacity 5.0 HP Capacity and repair/ replacement of bushings, worn out nuts, bolts washers, gaskets, gland etc and positioning the pump set and connecting up in existing position and testing complete all as specified and as directed by Engineer-in-Charge.

M&L for Painting of the condensers, chillers, induction motors & pipe lines , valves and outer body of cooling towers with different colors following the color code system as directed by the Engineer in charge . Job includes removing the old paint by rubbing/ scrubbing and applying two coats of synthetic enamel paint (1st grade quality) over a coat of red oxide zine chrome primer complete all as specified and directed by Engineer in charge for central AC plants of Cap 3×37.5 TR at DCN PALAM. (Make of paint and primer:- ASIAN/ BERGER/ JHONSON & NICHOLSON/ SHALIMAR.)

Supply and fixing in repairs of MCB 3 pole 50 Amps, capacity 10kA, C curve complete all as specified and directed by the Engr-in-Charge. (Make:-SIEMENS/ LEGRAND/ L&T/ABB/SCHNEIDER).

Supply and fixing in repairs of MCCB 100 Amps, capacity 25kA, 4 pole, 3 phase, 415 volts with thermal magnetic release complete all as specified and directed by the Engr-in-Charge. (Make: - L&T / SEIMENS / ABB/ LEGRAND/ SCHNEIDER.)

Supply and fixing in repairs of 30-120 Sec star delta timer timing and monitoring devices as per existing size and specification all as specified and directed by Engineer-in-Charge. (Make:-SIEMENS/ LEGRAND/ L&T/ABB/SCHNEIDER/GIC).

Earthing with galvanized steel earth plate electrode of size 60cmx60cm x6mm thick buried directly in ground (earth pit not less than 2.25m deep below the ground level) with top edge of the plate not less than 1.5m below normal ground level, connected to the galvanized earth lead by means of bolts, nuts check nuts and washers of galvanized iron or steel using GI strip of 25 x 4 mm as earthling lead as shown in electrical plate No. 3 of SSR Part-I connected to earthling test point all as specified or indicated including testing on completion including necessary excavation and earth work in soft/loose soil, returning filling, disposal of surplus soil, earth pit in PCC 1:3:6 type C-1 using 20mm graded stone aggregate pit, funnel, 20mm dia GI medium grade watering pipe, 40mm dia GI medium grade earth lead protection pipe and pre-cast earth pit cover 50mm thick made of RCC (1:1.5:3) type A1 duly reinforced with 8mm dia TMT bar @100mm c/c both ways, one lifting handle made out of 10mm dia TMT bar 250mm long embedded in cover slab and cover, wire, copper lugs etc mesh, charcoal and common salt in alternate layer of 15cm thick including taking down old unserviceable one complete all as specified and directed. (Note:- Each protection pipe and earthing lead upto and including 7.5 meter length is deemed to be included in the quoted rate of this item.)

Supply and fixing in repairs of earth continuity conductor or main earthing lead wire fixed to wall on batten or recess or chases or buried in ground or drawn in conduit/ pipe or fixed to poles or any other indicated situation for loop earthing etc using 25x4mm galvanized iron earth strip complete all as specified & directed by Engr-in-Charge.

Supply and fixing in repairs of earth continuity conductor or main earthing lead wire fixed to wall on batten or recess or chases or buried in ground or drawn in conduit/ pipe or fixed to poles or any other indicated situation for loop earthing etc using 4mm dia GI Wire complete all as specified & directed by Engr-in-Charge.

Supply only PVC fills size 600mm x 300mm x 165mm for cooling towers complete all as specified & directed by Engr-in-Charge. {Note:-(i) Labour charge for taking down and fixing of new fills shall deemed to be included in the quoted rate in serial item No. 1.01. (ii) Cost of serial item No. 3.00 to 11.00 (Section-II) are not included in the quoted rate in Section-I, i.e. item No. 1.01}
