Special Eligibility Criteria

1. 1

   For Bulk Order [Minimum 80% of Net Procurable Quantity]: CLW reserves the right to procure entire or bulk quantity (minimum 80% of net procurable Quantity) from approved vendors of Complete HB1/2, SB1/2 (without electronics), Filter & F Cubicles along with all equipment and cabling (Item ID: 2100144) and the vendors who have successfully manufactured, supplied and final IC have been issued as on tender opening date for Complete Panel-A, Complete Panel-C/ C Kit & Complete Panel-D and Primary Current Sensor Box. OR CLW reserves the right to procure entire or bulk quantity (minimum 80% of net procurable Quantity) from the vendors who have successfully manufactured, supplied and final IC have been issued as on tender opening date for Set of harnessed cable for 3-Phase electric locomotives.

   For Developmental Order [up to 20%]: Offer of approved vendor of Complete HB1/2, SB1/2 (without electronics), Filter & F Cubicles along with all equipment and cabling (Item ID: 2100144) and Final IC for whom have not been issued as on tender opening date for Complete Panel-A, Complete Panel-C/ C Kit & Complete Panel-D and Primary Current Sensor Box will be considered for the developmental order up to 20% of NPQ. OR Offer of developmental vendor (Without condition) of Complete HB1/2, SB1/2 (without electronics), Filter & F Cubicles along with all equipment and cabling (Item ID: 2100144) will be considered for the developmental order up to 20% of NPQ.

   For Developmental Order [up to 5% outside net procurable quantity]: Offer of vendor whose registration certificate has been issued for Complete HB1/2, SB1/2 (without electronics), Filter & F Cubicles along with all equipment and cabling (Item ID: 2100144) or Set of harnessed cable as on tender opening date will be considered for the developmental order. OR Offer of new vendor whose registration certificate has not been issued for Complete HB1/2, SB1/2 (without electronics), Filter & F Cubicles along with all equipment and cabling (Item ID: 2100144) or Set of harnessed cable as on tender opening date will be considered technically suitable if, along with offer, they enclose details of Plant and Machinery, Testing Facility as per STR No. CLW/2023/ELDO/E/STR/0168 Rev1 or STR No. CLW/(2017)/ELDO/(E)/STR/01 Rev 0, QAP of tendered item, ISO Certificate and other relevant document to substantiate their capacity to develop and supply the tendered item subject to successful Capacity- cum-Capability assessment either for Complete Panel or Set of Harnessed Cable or both and completion of formalities as per the bid condition will be considered for the developmental order.

   Tender specific authorization shall be submitted by vendors of Complete Panels for Set of harnessed cables as on or before tender opening date eligible for bulk order / developmental order wherever required. Similarly, Tender Specific authorization shall be submitted by vendors of Set of harnessed cables for Complete Panels of as on or before tender opening date eligible for bulk order / developmental order wherever required.

   The bidders eligible for bulk order or developmental order shall use sub components from approved vendors as per CLW/BLW/RDSO vendor directory for respective items for 80% of their ordered quantity. For remaining 20% of ordered quantity, items can be used rom developmental sources (whose Final IC has been issued) as per CLW/BLW/RDSO vendor directory for respective items.

   The bidder eligible for developmental order up to 5% outside net procurable quantity may use sub components from approved sources/ developmental sources/ from vendors whose RC has been issued by CLW/BLW/RDSO. Prototype inspection of one set will be carried out for sub components of such vendors who are neither approved vendor nor developmental vendor before use in tendered item. Further, Bidder may be permitted to use these sub components of such vendors up to 05 Loco sets for minor category items, 10 Loco sets for medium & major category items as per Vendor directory at UVAM with prior approval for extensive field trial by CLW/BLW as per CLW WI guideline. After issuance of final inspection certificate (As developmental vendor in vendor directory of CLW/BLW) of such sub components by CLW/BLW, firm may use sub-components of such vendors.

   Successful bidders shall ensure use of same make/Brand of set of connectors as per CLW Vendor Directory Item Id : 2100197 in complete panels and set of harnessed cable of tendered item.

   The firm has to declare at the time of inspection whether the quantity offered with approved vendor only or developmental vendor sub components also have been used. The firm has to submit proof of procurement from approved source / developmental source or other as the case may be at the time of inspection for verification.

   Tendered item is reserved to be purchased only from Class-I bidders as per Railway Board letter dtd. 02/05/2025. In keeping with the public procurement (Preference to Make in India) order 2017, as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of the item is restricted to class I local suppliers only and the vendors who do not qualify to be class-I local suppliers should not quote in the tender as their offer shall not be considered for any ordering. In case any vendor who does not qualify to be a class I local supplier for the tendered item participates in the tender it does so at it's own risk and cost and railways shall not be liable for any loss or damage caused to the vendor.

    Firm on whom CLW/any other PUs/Zonal Rlys. has earlier placed Developmental Order with prototype inspection clause for this item (Rev.3) and their prototype inspection is pending and Final Inspection Certificate not issued till date of tender opening, shall not be considered for further Developmental Order.

    Dealers/Agents quoting on behalf of an OEM must upload "Tender Specific Authorization" from the OEM along with their offer in terms of Clause 9.2.2 of Section I of "CLW BID DOCUMENT-(Rev. V) Jan 26", failing which their offers will be summarily rejected. OEMs/ Authorized Dealers/Agents must also comply conditions as per Clause 9.2.4 of Section I of "CLW BID DOCUMENT- (Rev. V) Jan 26" failing which their offers are liable to be rejected without any further reference.

   Earnest Money Deposit (EMD) shall be as per Clause 6.0 of Section-I of "CLW BID DOCUMENT-(Rev. V) Jan 26". EMD is compulsory and offers without EMD, except those exempted, will be summarily rejected. Vendors seeking exemption from payment of EMD shall have to attach scanned copy of requisite document along with offer in support of their claim for exemption, failing which offer will not be considered eligible for exemption from EMD. In terms of Clause 6.1.1 (i), bidders availing exemption from submission of EMD shall confirm "Bid Securing Declaration" as below: - "I/We certify that my/our offer is eligible for exemption from submission of bid security/Earnest Money Deposit, in terms of the tender conditions. In case my/our claim to exemption from submission of bid security/Earnest Money Deposit is not found valid as per terms of the tender, I/we understand and accept that Railways has unquestionable right to summarily reject my bid and my offer shall not be considered for ordering. Further, I/we hereby understand and accept that if I/we withdraw or modify my/our bids during the period of validity, or if I/we are awarded the contract and on being called upon to submit the performance security/Security Deposit, fail to submit the performance security/Security Deposit before the deadline defined in the request for bid document/Notice Inviting Tender, I/we shall be debarred from exemption of submitting Bid Security/Earnest Money Deposit and performance security/Security Deposit for a period of 6 (six) months, from the date I/we are declared suspended disqualified from exemption from submission of EMD/SD, for all tenders for procurement of goods issued by any unit of Indian Railways published during this period ".    Validity of offer: Validity of offer should be 120 days strictly as per Para 12.0 of Section-I of "CLW BID DOCUMENT-(Rev. V) Jan 26". Offers quoted with lesser validity shall be deemed as commercially unresponsive and will be summarily rejected.

   PVC is applicable only for set of harnessed cable for WAG-9 TWIN (EF12K) used in the set and the price payable will be subject to PVC as per PVC Formula attached in doc. tab. Tenderers must quote their rate as per PVC uploaded with the tender. Firm to note that offer with different PVC clause or with different base rate or offer without PVC i.e. with firm price, will be summarily rejected without any back reference.
