Zone No. 7(B) - Zonal works for Quarters over Hanumangarh Sub Division under ADEN/Hanumangarh-II

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note :- (i) For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date). (ii) In case, date of tender inviting is on or after date of statutory deadline for audit of balance sheet of previous Financial Year (i.e. 30th Sept. or as further extended for this FY), audited balance sheet of 4th previous year shall not be considered unless concerned CA certifies that balance sheet is not audited yet as on date of invitation of this tender.

The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (a) Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or (b) Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or (c) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Note :- For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date).

Defination of Similar Work :- Any Civil Engineering work

1After the contract is accepted, the contractor is required to report to Asstt. Engineer concerned within 7 days to finalize a joint programme for execution of various works or the sub division which will be incorporated in main agreement. The Railway however reserves the right to delete or to add new works shall in contracted value / enhanced permissible contracted value and contractor shall not claim any compensation in any form in this regard. 2In case of failure of the contractor in due fulfillment of any work order of the Zonal Contract, a penalty of 10% of the total value of Zonal contract will be recovered from the payments dues to contractor. 3The cost & quantity given as rough and may vary as per site requirement the variation thereof to any extent will not be the basis of any claims against the Railway. 4The contract shall be Governed by the General Conditions of Contract & Instructions to Tenderer-2022 (amended up to date). 5All tools & plants will be arranged by the contractor. 6It is hereby clearly mentioned that DOC of Zonal contract will not be extended. In exceptional cases, SR. DEN/C's personal approval will be required for extension of DOC. 7 Price Variation Clause: - Price variation clause shall not be applicable for the Zonal tenders. 8The work shall be carried out as per standard specifications (Amended up to date). 9Contractor/ suppliers/ service providers/ parties shall register their firms under EPFO & GSTIN (GST Identification Number). 10The Date of Completion (DOC) and the scope of work to be carried out under each Work Order shall be decided by the ADEN and SSE/W concerned, and the same shall be binding on the contractor. The contractor shall accept and sign the Work Order on IRWCMS at the earliest to ensure timely execution of day-to-day maintenance works. If the contractor fail to sign the work order issued by Railway swithin 15 days and work is not carried out due to this, then it will be treated as non- fulfillment of said work order. In this case of failure, the amount of penalty will be as per para no. 2 above.
