Supply of Hydrated Lime

The bidder should have experience in supplying Hydrated Lime. Relevant document to be enclosed. Purchase order copy to be enclosed. Experience Requirement Clause: 1. The tenderer must be a manufacturer who has manufactured, tested and supplied Hydrated lime. The quantity supplied should be at least 80% of the total quantity required under this tender in any one of the following financial years: 2022-23, 2023-24 or 2024-25. Note: For Micro and Small Enterprises (MSEs), the minimum supply requirement shall be 40% of the quantity required. 2. Tenders submitted by authorized representatives/agents of eligible manufacturers may also be considered, provided the following conditions are met: a. The Manufacturer must meet the eligibility criteria mentioned above in full and must furnish an authorization letter, assuring full guarantee and warranty obligations for the goods supplied. b. The Authorized Representative / Agent must have supplied at least 30% of the tendered quantity of Hydrated lime during any one of the financial years: 2022-23, 2023-24 or 2024-25. Note: All tenderers must enclose relevant supporting documents, such as Purchase Order copies, as proof of compliance with the above criteria.

The manufacturers or authorized dealers/distributors are eligible. a. In case of Manufacturers they should submit their valid Manufacturing License. b. In case of authorized dealers/ distributors, they shall submit the Manufacturers Manufacturing License. Along with that, they should also furnish authorization letter from the manufacturer in the letterhead as per prescribed format mentioned in Annexure-II.

Past Performance Criteria: Bidders who have not previously supplied the tendered item to HGML shall submit a performance certificate issued by their customers /buyers for the supply of Hydrated lime during any one of the financial years: 2022-23,2023-24 or 2024-25. The certificate must confirm: i) Quality of the material supplied, and ii) Adherence to the delivery schedule as per the respective purchase order. 2. Bids submitted by the Bidders who have previously supplied the tendered item to HGML but have failed to complete the purchase order quantity due to quality issues shall be rejected. 3. Bids submitted by the Bidders who are in dispute with HGML, as on the last date for bid submission, shall be rejected. 4. Bids submitted by the Dealers/Distributors with authorization letters from manufacturers/suppliers who have previously defaulted with HGML with regards to SI.No. 2&3 above, shall be rejected.

Financial Capability criteria: a) The average annual financial turnover of the tenderer should not be less than Rs.1.5 Crores, during the last three preceding financial years, namely FY 2022-23 FY 2023-24 FY 2024-25 b) In case of Micro and Small Enterprises (MSEs), the required average annual financial turnover shall be Rs.0.75 Crore during the last two preceding financial years: FY 2023-24 FY 2024-25. Note: The tenderer shall furnish the following as documentary proof for the above: 1. Annual Turnover Certificate for the relevant financial years, duly certified by a Chartered Accountant, OR Audited Balance Sheet and Profit & Loss Statement for the relevant financial years, duly certified by a Chartered Accountant. The tenderer shall furnish the following as documentary proof for the financial capability criteria for the relevant financial years FY 2022-23 FY 2023-24 FY 2024-25. 1. Annual Turnover Certificate for the relevant financial years, duly certified by a Chartered Accountant, OR 2. Audited Balance Sheet and Profit & Loss Statement for the relevant financial years, duly certified by a Chartered Accountant.
