Bid Specific Authorization : Bidder to quote with Tender specific authorization as per Railway Board Guidelines from OEM and the purchaser shall confirm the genuineness of OEM Authorization.

Make/Brand : Bidder must note that Brand mentioned in NIT & attached Specifications will only be accepted.

Technical Compliance : Material shall be supplied strictly as per the attached specifications /description. The firm must submit a detailed compliance statement against each parameter of the specification. General remarks such as OK, Complied, Yes, Provided, or leaving any column blank shall not be accepted and may lead to rejection of the offer.

Past Performance : [a] Tenderer with satisfactory past performance for the tendered item (with same/equivalent drawing/specification of Pipes) within last 3 years for minimum 20 percent of the tendered quantity against a single order to any Zonal railway or railway PUs shall only be eligible for full/bulk order. Other sources may be considered for developmental order, provided the firm submits documentary proof in support of their credentials/satisfactory performance. [b] All other offers can be considered only for developmental order upto 20 percent of the net procurable quantity provided tenderer is a manufacture or registered with any of the Zonal Railways/PU/CORE or MSE firm for the tendered item [Or for the item having same description, but of different sizes/ratings/capacities subject to their rate being lower than the rate of the lowest bidder eligible for bulk order. [c] The onus of submission of requisite documents (such as copies of Receipt note for stock items, receipt & acceptance for Non Stock items, capacity & capability credential, M&P required for manufacturing tendered item, T&P, Technical manpower, in house testing facilities, MSE credentials, financial credential PAN no/ITCC etc.) along with their e-offer regarding 'Bulk order' or 'Developmental order' lies with the tenderer. In case the tender do not submit the requisite documents as detailed above along with their e-offer, the tender will be decided on the basis of their past supp]y performance records as available with SECR [if any]. [d] In case tenderer participate as an authorized agent, then the performance as required above shall be that of the Principal, authorizing the agent. lt may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal. [e] For past performance firm should attach proof of supply signed by either purchaser, consigner, inspector nominated by purchaser( should not be firm representative). For this purpose receipt note, inspection certificate, CRAC, receipted challan, work completion certificate etc should be attach. Proof of supply should clearly indicate quantity supplied and date of supply. Only copy of purchase order, GeM contract, self signed tax invoice, self made performance statement will not establish that supply has been completed

Have you attached a copy of partnership agreement and/or General Power of Attorney or other related document duly attested by Notary Public.

No Manual Offers sent by Post/FAX or in person shall be accepted against such e-tenders, even if these are submitted on the firm's letter head and received in time. The manual offer uploaded as attached document shall not be considered also. All such manual offers shall be considered as invalid offers and shall be rejected summarily without any consideration

MARKING : Manufacturer to mark his name and date of manufacture as per drawing, wherever indicted, or at a location where it may not get obliterated in service on the item being supplied by them against the purchase order. Supplies received without this are liable to be rejected by consignee

Have you attached purchase orders, inspection certificates and receipt notes in support of performance for last three years and the current year.

Submission of EMD & SD is governed by SECR Tender condition 2019 andCorrection slips with latest updation till the date of tender opening. (i) Submissionof EMD@2% of the estimated value of the tender subject to Max. Rs.20 Lakh as perCorrection Slip No.001. (ii) Submission of SD: For all tenders issued performancesecurity/security deposit shall be 5% of total value of contract and shall be takenfrom all vendors for contract value above Rs.25 Lakhs subject to the applicable exemptions.

Purchase Preference to MSEs:- Micro and small Enterprises who want to avail benefits under MSE policy are advised to submit UDYAM certificate only. Vendors payments will be made through online bills against Receipted Delivery Challan and/or Receipt notes generated through IMMS/UDM
