Schedule 'A' Part-VI(MISCELLANEOUS PARTS)
Bringing approved earth from outside defence land including all cost such as royalty if any transportation, taxes, etc for area filling/forming embankment, earth required for the item shall be supplied by contractor from outside defence land as approved by the GE of any lead at own arrangement complete all as specified and as directed.

(k) Comprehensive numerical protecting relay (ABB- REL series/Schneider-Easergy Series, SIEMENS Siprotech series) should have built-in integrated mimic compatible with IEC 61850 for non-directional O/C, E/F, U/V, O/V protection type having followed additional facilities :- (i) Trip ckt supervision. (ii) Distribution recorder. (iii) Event log with date and time. (iv) Conformal coating for harsh environment. (v) Suitable to operate on 24 volts DC for auxiliary and control supply. (l) Panel should also have additional facilities :- (i) Only OEM panels are to be supplied. Partner or franchises are not accepted. (ii) Fully internal arc type tested (21 KA for 3 Sec-AFLR) as per latest IEC 62271- 200. (iii) Vacuum bottles should be tested for 100 full short circuit operations. (iv) Manual closing/tripping of CB with compartment door closed. (v) The panel shall be provided with power pack battery backup for not less than 10 minutes. (vi) Arc Flash Relay should be in each way to detect and rapidly clear arc faults in electrical systems. (vii) Breaker shall be provided with following contacts. (a) Auxiliary switch with 6NO+6NC mounted on the draw out portion of the switchgear. (b) Position switches with 3 NO+1NC contacts for each position in SERVICE and TEST. Make of HT Panels are ABB- ZS1, BHEL, SCHNEIDER-PIX , SIEMENS - NX-AIR.

The Vacuum Interrupter, Breaker & Panel along with Relay should of same make for better coordination. and better SCADA compatibility. Bus Coupler compartment doesn’t carry numerical protection relay, PT, Voltmeter & arc flash relay in their compartment and a bus rises is required with bus coupler. Outgoing compartment don’t carry PT & Voltmeter.
Supply, installation, testing, commissioning of outdoor type compact substation with facility for internal lighting, earthing, padlocks etc. 11 KV comprising of twin canopy design should have three compartment i.e. Load Break switch compartment, Transformer compartment and LT panel compartment. The CSS should has following equipment’s of given capacity and specification as given below:- a) Load Break switch COMPARTMENT: - 11 KV indoor type VCB floor mounted with internal electrolytic grade copper bus bars, consisting of combinations of 400 Amp 1 Nos. fixed motorised operated Load Break Switch & 1 Nos. fixed type motorised operated Vacuum Circuit Breaker Module in SF6 insulated stainless steel enclosure. All live parts, bus bars, LBSs connections of VCB shall be enclosed in on+B3e tank to avoid multiple interconnections & sealed for life robotically welded nonmagnetic and non-ferrite grade stainless steel tank Grade 304 of minimum 2.5 mm thick having IP67 degree of protection filled with SF6 gas as insulation with leakage rate less than 0.1% per year tested as per IEC 62271-200. The unit shall have front cable entry for ease of installation and shall have site replaceable bushings for ease of troubleshooting during breakdown. RMU should be complete with all accessories such as Terminal boots, VPIS, cable supports, all front cable terminations, mechanical indications for Load break switch ON/OFF, Manometer as per with IEC standards with latest amendments 62271-200, 60129, 60298, 60420, 60529 and 60694. Altitude of installation up to 1000m as per IEC 60120. Extensible Bushings, if applicable shall be bolted type top mounted outside the tank for connection of external bus bar. Also, the outer enclosure shall cover the full length of the switchgear, to ensure IP3X+IP54 protection for cable boxes. The unit shall be internal arc proof 21kA for 1 sec. for tank +Cable Box, and tested and totally safe for human beings. The gas release & personnel safety with internal arc proof shall not depend on plinth design.

The release of gas to be from the top of the unit, so that, even if the person is operating the unit, opening the cover, & there are personnel’s near the sides of the RMU/plinth, top release will ensure their safety.
