AMC / Outsourcing the resources for Monitoring, Management, and Operation of power distribution system. It includes providing the following manpower (1). 1 trained technician ITI qualified at SCADA Room for attending/monitoring the breakdown and preventive maintenance in general shift (up to 330 days) and (2). 1 company trained technician once in a month (OEM of PLC Panels) for successful working of the system under GE(I) Navy Lonavla complete all as specified and directed. Comprehensive maintenance shall include the following: (a) Servicing and maintenance /repair and replacement of defective components /spare parts with new one of PLC based control panels including all accessories modem etc. installed at various substation and Master control station. (b) Repair/maintenance by disconnecting, cleaning, greasing for wear and tear, complete servicing, refixing, lathing, installing and commissioning as directed by Engineer-in-Charge of all Level and Temprature Sensors. (c) Any changes to the Programmable Logic Controller (PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of items covered under this AMC). (d) Any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys etc. (limited to the scope of items covered under this AMC). (e) Mailing of SCADA reports related to all the systems to AGE/JE every week. (f) Attending break down maintenance and replacement of unserviceable spare parts with new ones as required at site complete all as specified and directed by Engineer-in-charge.

Notes: - (1) All components/spare parts replaced covered under "SPARES" shall be of the same make as specified in Particular Specifications and model / cat as per the existing and shall be measured and paid seperatly under relevant items of this BOQ and fixing charges shall be deemed to be included in this item. Nothing extra shall be admissible on this account.The additional parts required for smooth and efficient operation/replacement etc for system other than the spares in the BOQ shall be replaced with new ones without any extra cost. (2) The quoted rate shall also be inclusive of all the charges for the communications, i.e. 01 Nos broad band connection with static IP at SCADA Room related to this scope of work (3) Servicing of PLC based control Panels, communication Panels, Mimic Panels shall be carried out by authorized representative of M/s Universal Switch Gear Control. The technician shall submit a letter from the manufacturer as proof of his being a authorized representative of the manufacturer. The technician shall also submit a signed report on original letterhead of the manufacturer that servicing has been carried out by him.

(5) Any changes to the Programmable Logic Controller (PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of work covered under this AMC) shall be carried out by authorized representative of M/s Universal Switch Gear Control. The programmer shall submit a letter from the manufacturer as proof of his being an authorized representative of the manufacturer. The programmer shall also submit a signed report on original letterhead of the manufacturer that servicing has been carried out by him. (6) Any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys etc. (limited to the scope of work covered under this AMC) shall be carried out by authorized representative of M/s Universal Switch Gear Control.. The technician shall submit a letter from the manufacturer as proof of his being a authorized representative of the manufacturer. (7) Repairs to LT Panel, Transformer etc are not in the scope of work. Un-serviceabililty of the same shall be intimated to the concerned JE/ Engineer-In-Charge E/M for repairs.

All the notes given vide 1.02, 1.03 above shall also be read in conjunction with the following: (A) The repair and maintenance of SCADA system should be done through OEM (M/s Universal Switch Gear Control). (B) Within 15 days of acceptance of tender, the successful bidder shall submit a Memorandum of Understanding (MoU) from OEM in a non-judicial stamp paper of Rs 100.00 duly notorised with an undertaking stating that execution of all SCADA related items of work shall be carried out under technical support and guidance of OEM.

(c) Any changes to the Programmable Logic Controller (PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of items covered under this AMC) (d) Any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys etc. (limited to the scope of items covered under this AMC) (e) Mailing of SCADA reports related to all the systems to AGE/JE every week (f) Attending break down maintenance (within 4 hours of reporting time) and replacement of unserviceable spare parts with new ones as required at site complete all as specified and directed by Engineer-in-charge

(5) Any changes to the Programmable Logic Controller (PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of work covered under this AMC) shall be carried out by authorized representative of OEM. The programmer shall also submit a signed report on original letterhead of the manufacturer that servicing has been carried out by him. (6) Any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys etc. (limited to the scope of work covered under this AMC) shall be carried out by authorized representative of OEM. The technician shall submit a letter from the manufacturer as proof of his being a authorized representative of the manufacturer. (7) Repairs to pump sets, starters, controls, valves etc are not in the scope of work. Un-serviceabililty of the same shall be intimated to the concerned JE/ Engineer-In-Charge for repairs. In such situation the breakdwon period before the pumpsets put into working condition will not be considered as default of the contractor. (8) The complaints regarading SCADA system should be attended within 8 hrs, any major problem which requires more than 24 hrs should be intimated / reported to EIC and panelty of Rs 1000/- per complaint should be imposed on contractor if complaint is not rectified within 72 hrs.

All the notes given vide 1.02, 1.03 above shall also be read in conjunction with the following: (A) The repair and maintenance of SCADA system should be done through OEM or through the authorised service provider of the OEM.
