Design, Supply, Erection, Testing and Commissioning of 11 KV, 630A, 21kA for 1 sec, SF6 insulated, Motorized , Outdoor, Non-extensible RMU along with air insulated bus connected unit for auxiliary supply, type tested in line with latest IEC standards. The RMU shall be suitable for operations at a height up to 1000 meters above sea level and at 40 degree ambient temperature without any derating. The switchgear and busbar shall all be contained in a stainless steel enclosure filled with SF6 at 0.3 bar (300 hPa) relative pressure. The RMU tank shall provide full insulation, making the switchgear insensitive to the environment with degrees of protection of IP67 . The switchgear operating mechanism shall have an IP2X protection and cable chamber shall have IP3X. The outer enclosure should be IP 54 type tested, should be powder coated with pure polyester based paint , suitable for the site installation conditions. Accidental overpressure due to an internal arc is limited by the opening of the safety valve, at the bottom of the metal enclosure, away from the operator. Plug in type of extensibility must be provided and coupling busbar should not be exposed to air to avoid oxidation of busbars. Extension of cubicle should only require 450mm to handle and the gap between the coupled RMU’s must be within 10mm. 11KV xxx Way Ring Main Units
Each of the above Ring Main Unit shall comprise of the followings: Load Break Switch (LBS) each comprising of the following: - 01 Sets (i) 11 KV, 630A, 21kA Motorized Load break switch; with built in line side manual earth switch- 01 Nos (ii) Position indicator through clear front mimic in lin with IEC 62271-103- 1 Nos (iii) Live cable indicator with indications (Voltage Presence Indicator) at the front and three inlets provision to check the synchronization of phases.- 01 Nos (iv) Cable box with termination bushing suitable for upto 2 RUN 3Cx300 Sq mm, XLPE cable- 1 Nos (v) Fault passage indicator (FPI) with in-built Overcurrent, Short Circuit and earth fault indication (in (N-1) LBS). The FPI should be self-powered and should have internal lithium battery for external indication and setting of FPI in the absence of current.- 01 Nos (vi) Cable Boots suitable for cable size up to 1R*3C*300 sq.mm. cable- 1 Nos (vii) LBS Status Signals as - LBS On, LBS Off, LBS Earthed, FPI Operated should be given to FRTU. LBS On, LBS Off & FPI Reset should be Control commnds from FRTU to LBS.- 1 Nos NOTE:- LBS shall have 3 positions, open or disconnected, closed and earthed, and will be constructed in such a way that interlocking prevents unauthorized operations. Manual opening and closing will be driven by a fast-acting /snap action mechanism, independent of operator action. LBS and earth switch shall have a min of 1000 (M1) mechanical operations , 100 electrical operations at rated current and 5 nos operations ar rated SC current.
Vacuum circuit breaker (VCB) each comprising of the following:- 2 Sets (i) 11 KV, 630A, 21kA Motorized VCB with spring assisted mechanism and series trip coil; with built in manual line side three position disconnector cum earth switch.- 01 Nos (ii) Position indicator through clear front mimic in lin with IEC 62271-103- 1 Nos (iii) Self powered / auxiliary powered relay with O/C , S/C , E/F protection. Relay should have a front USB port for laptop interface , LCD display ,10 event records, 5 fault records, min 2 setting group and keypad for setting parameters for the relay.- 01 Nos (iv)Suitable ratio CT --/1 A, Class 5P10, 2.5VA for protection- 1 Set (v) Live cable indicator with indications (Voltage Presence Indicator) at the front and three inlets provision to check the synchronization of phases.- 1 Nos (vI) Cable box with termination bushing suitable for upto 1 RUN 3Cx300 Sq mm, XLPE cable- 1 Set (vii) Cable Boots suitable for cable size up to 1R*3C*300 sq.mm. cable-1 Set (viii) Breaker Status Signals as - Breaker On, Breaker Off, Breaker Earthed, Relay Operated should be given to FRTU. Breaker On, Breaker Off should be Control commnds from FRTU to Breaker.- 1 Nos NOTE:- The circuit breakers shall have 2 positions: open or disconnected and closed. A separate and independent 3 position earthing switch and disconnector shall be fitted to open and earth the cables in such way that interlocks prevent all unauthorized operations.An operating mechanism can be used to manually close the circuit breaker and charge the mechanism in a single movement. An independent mechanism shall be fitted for the 3 positions earthing switch and disconnector Circuit breaker shall be fitted with a local system for manual tripping by an integrated push button. There will be no automatic reclosing. Circit breaker shall have a min of 2000 mechanical and electrical operations and 50 nos SC operations.Disconnector and earthswitch shall have a min of 1000 (M1) mechanical operations , 100 electrical operations at rated current and 5 nos operations ar rated SC current.
Air Insulated Bus Connected Unit comprising the following 1 Set (i) Air Insulated enclosure with necessary bus connection- 1 Nos (ii) 11KV/230V AC, 1KVA control transformer - 1 Nos (iii) Battery and battery charger, 12Ah, (I/P-230V AC, O/P - 24V DC)- 1 Nos (iv) As a minimum, the FRTU shall be capable of performing the following functions: (a) Acquiring analog values from Multifunction Transducers or alternatively through transducer- less modules and the status inputs of devices from the substation, processing and transmitting to Master stations. Capability to acquire analog inputs from analog input cards receiving standard signals viz current loops 4-20ma, etc. (b) Receiving and processing digital commands from the master station(s) (c) Data transmission rates - 300 to 19200 bps for Serial ports for MODBUS and 10/100 mbps for TCP/IP Ethernet ports (d) Use of IEC 60870-5-104 protocol to communicate with the Master station(s) (e) Use of MODBUS over RS485 interface, Protocol to communicate with the Protection Relay. (f) Have required number of communication ports for simultaneous communication with Master station(s), MFTs. (g) FRTU shall have the capability of automatic start-up and initialization following restoration of power after an outage without need of manual intervention. All restarts shall be reported to the connected master stations. (h) Remote database downloading of FRTU from master station from SCADA/DMS control center. (i) internal battery backup to hold data in SOE buffer memory & also maintaining the time & date. (j) Communication with at least four master stations simultaneously on IEC 60870-5-104
(k) RTU shall be capable of acquiring analog values through transducers having output as 4-20 mA, 0-10 mA, 0-+10 mA etc using analog input modules. (l)FRTU shall have one TCP/IP Ethernet port for communication with Master station(s) using IEC 60870-5-104 protocol. (m)FRTU shall one serial RS 485 ports for communication with MFTs to be connected in daisy chain using MODBUS protocol. Minimum 15 analog values (including 4 energy values) to be considered per energy meter- 1 Nos (v) Connection with adjacent modules will be direct through busbar , via bushing. VT’s and CT’s from the manufacturer and according to IEC61869-3 and IEC 61869-2 respectively shall be accepted.
Note:- (i) RMU degree of protection shall be IP54 for outer enclosure and IP67 for SF6 tank (ii) The make of vacuum interrupter , FRTU offered is the same make as the Ring Main units( or is from the technology partner OEM) (iii) An operator situated in front, lateral and rear (A-FLR 21kA – 1sec, downwards exhaust, for tank as well as cable compartment) of the RMU switchboard during an internal fault will not be exposed to the effects of arcing. Internal Arc Type Test Report for IAC AFLR 21 kA for 1 sec for both tank & cable box should have been for minimum 3 way / 3 Function RMU. (iv) Ring Main Units shall be manufactured by OEM only. (v) All operations shall be from front of the RMU, including access to cable bushings .Bushings along the sides or the rear of the RMU are not acceptable. Make : ABB/Schneider / Siemens /ITE Gurgaon / L&T / BHEL/ CG as approved by GE.
