Collection, segregation, transportation and processing of Municipal Solid Waste in Kalpakkam Township, during the year 2025 to 2026.

Solid waste management with concept of zero waste in Township including door to door collection of domestic garbage, segregation of waste, cleaning the roads, cleaning the open areas, transporting the waste / garbage to composting yard / dumping yard with in the township, feeding bio-degradable waste to Biogas plant / vermicompost process, briquetting the dry leaves, etc., all complete as detailed below as per specification and as directed by Engineer-in-charge.

Door to Door Collection:- Daily collecting the domestic garbage on door to door basis from residential and non-residential buildings from the dust bins provided to the residents, source segregation and conveying to the composting yard inside the Township. The rate quoted shall be inclusive of collection, disposal and processing of solid waste per House per day throughout the contract period. The tenderer shall engage minimum 36 labour, 1 Supervisor and 1 tractor to carryout this work daily for a period of 4 hrs as per specification. After carrying out this work, the tenderer shall engage the same labour force for open area cleaning for which payment will be made for separately under relevant item. The schedule quantity is average occupied houses which shall be considered for payment invariably through out the contract period and tenderer shall quote rate accordingly. Tenderer shall note that actual number of occupied houses to be collected will vary to an extent of ±100 houses for which no payment shall be made or deducted on account of variation. Beyond this deviations limit payment will be made for actually collected number of houses.

Road Cleaning:- Sweeping, Cleaning and picking of waste materials from main roads, pathways and area along the main roads including sweeping with required brooms, picking up the plastics, polythene papers, garden wastes, dry leaves and all other waste materials, collecting and segregating them separately, cleaning & clearing of litter bins wherever found in pathways, transporting the waste / garbage to composting yard / dumping yard inside the Township using tractors. Main roads shall be cleaned atleast once in a day throughout the contract period. The tenderer shall engage minimum 7 labour and 1 tractor to carryout this work daily as per specification.

Public Building:- Sweeping, Cleaning and picking of waste materials from the area around the public building such as Shopping areas, Hospital, Hostel, Bus stand, Guest House, etc., inside the Township by sweeping, picking up the plastics, polythene papers, garden wastes, dry leaves and all other waste materials, collecting and segregating them separately, cleaning & clearing of dust bins, transporting the waste / garbage to composting yard / dumping yard inside the Township using tractors. The area around Public buildings shall be cleaned daily throughout the contract period. The unit rate of One operation means, rate for engaging minimum 11 labour, 1 Supervisor and 1 tractor to carryout this work daily as per specification.

Open Area Cleaning:- Sweeping, Cleaning and picking of waste materials from the area around the residential/ non-residential building, internal roads, pathways and open areas inside the Township by sweeping, picking up the plastics, polythene papers, garden wastes, dry leaves and all other waste materials, collecting and segregating them separately, transporting the waste / garbage to composting yard / dumping yard inside the Township using tractors. Open areas shall be cleared atleast once in a week throughout the contract period. The unit rate of One operation means, rate for engaging one tractor with 15 Labours and 1 supervisor per day to carryout this item. (i.e., 310 days x 3 operations = 930 operations) Frequency of cleaning and No. of operations covered in each area are as per the programe available with the Engineer-In-Charge. The contractor must follow the same scrupulously, failing which the penal recovery shall be made.

Processing at the Department processing yard :- a) Segregating, processing and final disposal as per Solid Waste management Rules 2016. b) Segregating the bio degradable waste at source as well as at processing / Composite yard. c) Feeding bio-degradable organic waste for vermicompost process and monitoring the vermicompost process as well as transporting the organic waste upto Biogas plants at Kalpakkam Township. d) Disposing / processing the inert waste by using the Swach Machine provided by Department. e) Briquetting the dry leaves / garden waste collected from open area/ road cleaning in briquetting machine provided by Department including grinding / chipping and operating the briquette machine. f) Sanitary land fill shall be restricted to non-recyclable, non-biodegradable and non-reactive inert wastes to the extent possible. g) The unit rate of One operation means, rate for engaging minimum 10 labour and 1 Supervisor per day to carryout this work daily as per specification. h) Rate shall be inclusive of required earthworms for vermi compost process. The cost of Cow dung will be paid for separately under relevant item.

Labour charges for cleaning the external area of vacant quarters as and when required by cleaning, removing cobwebs, sweeping, picking up the plastics, polythen papers, garden wastes, dry leaves and all other waste materials conveying and disposing the waste etc., all complete as directed by Engineer-in-charge.

Supplying and placing of following sizes of Dust bins including stacking at stores, distributing / placing the dust bins as directed by Engineer-In-Charge.

Heavy quality plastic dust Bins of 20-25 Ltrs. Capacity with fixed lid

Heavy quality plastic green colour dust Bins of 50-60 Ltrs. Capacity

Heavy quality plastic blue colour dust Bins of 50-65 Ltrs. Capacity with wheel

Levelling the garbage and dumping yard by using machineries like JCB including filling the composite pits, cost of operator, fuel, etc., as directed by Engineer-in-charge.

Operation and maintenance of 1 MT & 50 Kg (Shesha) per day capacity Bio gas plant including sorting, mixing of bio-degradable waste and feeding to garbage disposer, feeding to pre-digester unit, stirring and aeration to pre-digester to enhance gas production, seeding main digester with cow dung slurry mixed with hot water, examine the plant for any abnormalities around the plant i.e., leakage of methane gas, overflow of the water outlet, etc., all complete as per operation guidelines of Bio gas plant and as directed by Engineer-in-charge. Note:- 1) Cost of supply of cow dung will be paid for separately under relevant item. 2) The rate quoted shall be for operation and maintenance of biogas plant for 1 day operation. The tenderer shall engage minimum 3 labour and 1 operator to carryout this work daily as per specification.

Clearing the sludge digester tank at Bio gas plant including clearing the tank, removing the sludge, disposal of sludge, etc., all complete as per specification and as directed by Engineer-in-charge. [Note: The tenderer shall engage minimum 3 labour to carryout this work once in a month.]

Collection, supply and dumping of wet cow dung as directed by Engineer-in-charge.

Labour charges for cleaning the lounder surface, screen area, floor area, clarifier, aerator, screen & grit chamber etc., in Sewage Treatment Plant and Pump House by cleaning and removing the floating materials algae growth and the deposited waste including disposing the above waste at the places as directed by the Engineer-in-charge. Note: 1) The tenderer shall engage minimum Three (3) labour to carryout this work daily. 2) If the contractor has not deployed required minimum resources as stated above, penalty will be imposed for Labour @ Rs. 739/- per head per day. The rates are given only for imposing penalty.

Supplying and spreading of Bleaching powder for cleaning the STP and pump house, etc., as directed by the Engineer-in-charge.

Attending Mechanical/Electrical related complaints for Briquetting machine including checking the load wheel, crank shaft, liner and piston, checking cable connections, belt winding, oil seal repairs, checking the all bolt and nuts, greasing with lubricating grease of HP (or) IOCL applying premium quality industrial gear oil, etc., all complete maintenance as directed by Engineer-In-Charge. (Note:- Weekly maintenance shall be carried out for one operation.)

Attending Mechanical/Electrical related complaints for swatch machine including checking of heaters control panel wiring, water circulation pump, double layered venturi water wet scrubber with purging system, pressure release valve, temperature monitoring sensor, Rox wool heat Proof insulation material, circulation pipe line, and checking the all bolt and nuts, greasing with lubrication grease etc., all complete as per manufacturer's specification and as directed by Engineer - In - charge. (Note:- Weekly maintenance shall be carried out for one operation)

Labour charges for disposing of Carcass like cow, dog, and goat by transporting the dead animals to the specified site shown by the Cosmetic Supervisor and burring into a 3 meters deep pit from the ground level and all as directed by the Engineer-in-charge.

Dog, Cat & Goat

Carrying out day to day activities with technically qualified personal for assisting departmental officials in various works pertaining to Cosmetic Maintenance field related works such as monitoring the Bio - gas plant located at various locations, swatch machine and briquetting machine located at sewage treatment plant. Supervising of STP cleaning activities like lift stations, sump, pump room etc., all complete as directed by Engineer-in-charge. Note:- 1) One operation means carrying out one or more activities for a net working time of 8 hours. 2) Contractor shall engage technically qualified personal with minimum grade as ITI (Fitter/Mechanic/Plumber)
