Rate contract for Micro Controller Based Multi-Purpose Tri Colour LED Rechargeable Torch as per attached specifications in Annexure-1.

Special Eligibility Criteria

   Bulk quantity order(s), constituting Minimum 80% of the Net Procurable quantity (NPQ), against the tender shall be placed on the manufacturers who have successfully supplied either a) Minimum 20% of the overall tendered quantity of the NIT against any single order. or b) Minimum 30% of the overall tendered quantity of the NIT, against multiple orders, on cumulative basis, of the tendered item or Tri Colour LED Rechargeable Torches with different specifications, to Zonal Railways/PUs/CORE/PSUs/Other Central Govt. Department/Metro Railway, in last three financial year and current financial year up to the date of tender opening.

   Development quantity order up to 20% of NPQ may be placed on manufacturers who do not comply with condition mentioned in bulk quantity orders para but demonstrate their capacity cum capability to manufacturer/supply the tendered item. For this purpose, they must upload necessary documents such as past performance for having supplied similar item to any Central Govt. unit/PSU/Public Limited Company or registration with NSIC/Udyam/Zonal Railway as manufacturer that covers the tendered item or proof of development vendor in any PU(ICF/RCF/MCF/CLW/DLW/CORE/DMW etc)/RDSO list for the tendered item.

   The participation of bidder as an authorised dealers/traders/quoting on behalf of any OEM (Original equipment Manufacturer) will not be entertained and Bids received from bidders other than OEM's will be summarily rejected.

   EMD condition: Bidders are requested to comply the requirement as per para 3 of SBD for Earnest Money Depost (EMD) falling which offer shall be summarily rejected. Bidders are seeking Waiver or exemption from payment of EMD shall have to attach scanned copy of the requisite document evidence in support of their claim. All bidder who are exempted to submit EMD as per Clause 3.1.1 of Section-I of NWR Tender document, are required to sign Bid Security Declaration as mentioned in clause 3.1.5. Submission of offer by such exempted bidders will be considered that they have signed the above bid security declaration. Bidders who are not exempted to submit EMD and bidders who are under disqualification for EMD exemption as on date of tender opening, are mandatorily required to submit EMD (online) as mentioned in Tender NIT. (Note: Please refer Para 4 in section-I of NWR tender condition (SBD) for applicability of MSE benefits).

   Parameter wise Compliance Remarks as per SPECIFICATION COMPLIANCE ANNEXURE (appended with the tender) must be filled by firm and has to be mandatorily uploaded with its offer, failing which offer of firm will be SUMMARILY REJECTED. In case offers are received with incomplete/partial compliance remarks/deviation to the Parameters of specification then no back reference will be made and offer will be SUMMARILY REJECTED.

   EMD & SD Condition: As per Clause 3.0(Section 1) & 12(Section 2) respectively of the SBD NWR appended with this tender. The successful tenderer shall have to deposit SD (Security Deposit) amount (i.e. 5% amount of the Rate contract value) within 21 days of issue of Letter of Acceptance for Rate Contract.

   This Rate contract will remain current and valid upto 12 months from date of issue of Rate Contract. The purchaser shall also have the right to enhance currency of rate contract further upto 6 months on the same rates, terms and conditions at its sole discretion. any further extension, beyond 6 months may be done with mutual consent of Supplier and Purchaser.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

General Instructions

   INSPECTION CLAUSE : Inspection by TPI only. NOTE : The TPI (Third party inspection) agency is auto-assigned by system, so firms are advised not to mention/quote specific name of particular TPI/TPIs or firm are advised not to quote deviations such as visual inspection or consignee inspection or inspection against GC/TC/WTC etc., otherwise it will be considered as deviation in INSPECTION CLAUSE & such offer shall be summarily rejected.
