As per approved by RDSO, Servo Press 150 RR of M/s IOC, MAK Compressor Oil - 150 of M/s BPC, Hycom 150P of M/s HPC or authorise distributor having tender specific authorisation for Make brand will be eligible for submission of offer.

Only Class-I&II local supplier as defined under the order (Revised Public Procurement (Preference to Make in India), Order -2017) ,shall be eligible to bid irrespective of purchase value and the vendors who do not qualify to be Class I&II local suppliers should not quote in the tender as their offers shall not be considered for any ordering .In case any vendor who does not qualify to be a Class I&II local supplier for the tendered item participates in the tender it does so at its own risk and cost and Railway shall not be liable for any loss or damage caused to the vendor. Para No. 2.24 of the attached bid document shall be applicable.

Material to be procured from OEM or their authorized dealers / distributors: (a) Wherever so specified, the Railways reserve the right to place orders for either entire or bulk quantity on OEMs or their authorized dealers. (b) Any firm quoting on behalf of OEM must submit tender specific authorization certificate along with their offer and agree for inspection by the nominated agency (as the case may be) at the premises of their principals, failing which their offer shall be liable to be rejected. (c) The following would be preferred in such cases: (i) Inspection by RITES/RDSO/Nominated agency at the manufacturing premises of the relevant manufacturer. RITES/RDSO/Nominated agency shall categorically confirm in the Inspection Certificate, that inspection of the material has been actually made in the manufacturing premises of the manufacturers and not in the warehouse/Godown/Shop of the dealer (ii) Direct dispatch from the premises of the manufacturer to the Railways consignee after inspection and acceptance by RITES/ RDSO. (iii) Submission of Manufacturer%u2019s Test and Guarantee Certificate with each lot of supply. (d) The OEM / Authorized dealers / agents must comply the following conditions, failing which their offer(s) will be ignored: (i) In a tender, either the Indian Agent on behalf of the Principal/OEM or Principal/OEM itself can bid but both cannot bid simultaneously for the same item/product in the same tender. (ii) If an agent submits bid on behalf of the Principal/OEM, the same agent shall not submit a bid on behalf of another Principal/OEM in the same tender for the same item/product.

(1)The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance , and such terms quoted anywhere else should be ignored. [Denial of this condition not recommended] (2)The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] special Conditions and [or] other Conditions specified/attached with the tender.

Procurement in reference to the Ministry of Railways letter No. 2010/RS(G)363/1 dated 13.02.2019 as mentioned in bid document. Also indicate whether MSE is owned by S/C/ST/Women/Other. The requisite certificate is to be uploaded with tender document. Please note that in absence of the requisite certificate uploaded/submitted along with offer, such benefits may not be extended.
