. Manning and operation and routine maintenance of 66 KV Grid Sub Stn, in three shifts comprising of the following assests :- (A) 66 KV Assests and connected accessories :- (i) Transformer 66 KV/11 KV 4 MVA-02 Nos complete with protection control cable and connected accessories. (ii) Stand by Transformer 66/11 KV 4 MVA-01 No complete with protections control cable and connected accessories. (iii) 72.5KV,31.5 KA, 1600 A, SF-06 type circuit breaker - 04 Nos (iv) Control and relay panel for 66/11 KV Transformers 4MVA-03 Nos. (v) OLTC panel-03 Nos. (vii) 72.5 KV, 31.5 KA CT's of ratio 100-50/1-1-1A - 12 Nos (viii) Bus bar of 66 KV Grid - 01 Set (ix) Earthing pit- 04 Set (x) Protection control cable - 01 Set (xi) Lightening Arresters (Gapless) - 04 Set (Each set of 03) (xii) 11KV, VCB Panel- 11 Nos (xiii) ACDB & DCDB Panel- 02 Nos (xiv) Transformer 11 KV/0.433 KVA 100 KVA – 01 Nos. (xv) Bty bank consisting of 110 Nos battery of 02 Volt 100 AH- 01 Set (xvi) Bty charging panel - 01 Set (xvii) Control and relay panel for 66KV incoming -01 Nos. (xviii) 72.5 KV, 31.5 KA, 1250 Amp isolator without earth switch- 04 Nos (xix) Do but without earth switch- 01 Nos (xx) Capacitor bank - 03 Nos (B) Operating staff to be deployed :- (i) Electrician (HS) - Three persons per day in three shifts having 3 years diploma in Electrical Engineering with 02 years experience or ITI diploma in Electrical Trade with Five years experience in relevant trade or any retired Sub Station Attendant of any state electricity department well convesant with such job having educational qualification not less than 10th class from a recognised institute/board. (ii) Electrician (semi skilled) - Three persons per day in three shifts having 3 years diploma in Electrical Engineering or ITI diploma in Electrical Trade with three years experience in relevant trade or any retired Sub Station Attendant of any state electricity department well convesant with such job having educational qualification not less than 8th class from a recognised school/institute. NOTE :- (a) Period of one shift - 8 Hours. (b) No of shifts to be deployed per day - 03. (c) Nature of Duties of operation staff (i) Sub Station attendant / Electrician have to operate and maintain all the assets listed under item No. 1(A) here in before. (ii) Maintaning and recording of the records of all the Instruments all as directed by Engineer-in-Charge and register/log sheet will be provided by contractors. (iii) Monitoring of periodical functioning of the instruments listed in Sub Station standing order/particular specifications as per laid down periodicity. (iv)Recording daily break down /shut down in the log sheet other than reading such as trip record, breakdown duration, preparing permit slip etc. (v) Carrying out necessary periodical test of earthing of complete Grid quarterly and recording it on test sheet. (vi)Testing of DC batteries healthiness, checking of gravity of batteries, functioning of battery bank, replacement of worn-out fuses, weekly and making the test/record sheet. (vii) Testing, cleaning, checking of bty terminal, Ammeter, voltmeter periodically and maintain log book for running of Gen Set of capacity 25 KVA. (viii) Maintaining and monitoring capacitor bank and power factor. NOTE :- There is no provision of duty reliever in the contract. It is contractor's responsibility to fulfil the requirement contained in labour (Regulation and Abolitions) Act-1970 with its latest amendments at his cost. No claim whatsoever will be entertained to this effect by the Department. The cost of duty reliever will be deemed included in the rate quoted by the contractor. (C) PROTECTIVE CLOTHING/UNIFORM/TOOLS :- The Electrician (High Skilled) and Electrician (Semi skilled) shall wear the uniform as approved by GE/Engr-in-Charge . The tools kit consisting of Insulating plier, screw drivers, DE Spanner set shall always be in possission of the duty persons. The uniform and tool kit shall be arranged by the contractor. Duty persons will not be allowed to enter the sub stn without protective clothings. (D) Duty Roster. Necessary duty roster shall be prepared by the contractor every months and approved by JE/Engineer-in-Charge monthly. (E) One mobile set to be provided at 66 KV Sub Stn permanently for communication by contractor without extra cost. (F) Payment of wages : The Garrison Engineer is the principal employer as such payment to staff deployed shall be made not less than minimun wages as govt policy. Payment to staff deployed shall be made through bank cheque & evidence to be produced as directed to Engr-in-Charge. (G) Penal Charges. The fwg panel charges shall be charged as under:- (i) Absent of duty attandent. Recovery @ Rs. 500/- per day per shift for Electrician (High Skilled). (ii) Absent of helper Recovery @ Rs. 300 / per day per shift for helper (Semi Skilled). (iii) Not carring out the periodical test as per periodicity, recovery @ Rs. 5000/- lump sum. (iv) Non cleaning of the area recovery @ Rs. 1000/-per month (v) Maintaining of power factor above 0.95. The panel charges charged by PSPCL shall be paid by contractor. Note : The operating personal shall be provided with proper protective clothing & this clothing shall be worn by them while on duty. In case of any accident injury fatal or partial i. e. Disability to work people, the contractor shall be solely responsible for the same and all claims as provided in the labour compensation act shall be borne by the contractor. Accordingly, the contractor will get the operating staff insured from any govt recognized insurance agency. The contractor will have no extra claim whatsoever on this account. The contractor will produce such document on demand. JE (E/M) will however ensure that all protective measure have been adopted by the contractor and will keep the Engineer-in-Charge well informed about it.
