Improvement and Development of Rajakaluve in Savanur City, Haveri District.

The intending bidder should have in last 5 years i.e. from 2021-22 to 2025-26, Satisfactorily completed (not less than 90% of contract value) as a prime contractor, one similar nature of work such as Construction/Improvements of Raja kaluve/Trough/canal lining works costing not less than 50% of the amount put to tender i.e, Rs.246.76 Lakhs in last five years. The work done certificate should be obtained duly signed from an officer not below the rank of Executive Engineer of the concerned Division and counter signed by the Superintending Engineer of the same circle or equivalent in case of other Government undertaking within India. The cost will be updated to the present value by giving a weightage of 10% for each year.

The intending bidder should have executed minimum quantities in any one financial year, during the last five financial years (2021-22 to 2025-26) i. Earthwork in excavation / silt removal is 6720.03 Cum ii. Earthwork in Embankment is 2365.54 Cum iii. RCC Grade M-15 and above is 2029.62 Cum iv. Reinforced steel is 156.98tonne

The intending bidder should have Own/Lease equipments and machineries, shall be furnished (a) Availability by owning at least 50% of the required / specified key and critical equipment for this work. (b) Each tenderer should demonstrate availability of few key equipments/machinery for execution of the work. (c) However, it is obligatory for the contractor to use the following machineries for various activities of roadwork /Irrigation works involved in construction as per MORTH specification and Irrigation manual. Each tenderer should demonstrate availability of Following few key equipments/machinery for execution of the work 1) Self-loader 4.00 cum capacity total-2, own-1, hire/lease-1, 2) Tippers total-4, own-2, hire/lease-2, 3) Excavator total-2, own-1, hire/lease-1, 4) Water Tanker total-3, own-2, hire/lease-1, 5) Vibratory Roller total-2, own-1, hire/lease-1, 6) Concrete Mixer total-2, own-1, hire/lease-1

Note-1.The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be certified by Statutory Auditors of the Company or by the proprietor of the company through an affidavit. Note-2. Even though the Tenderers meet the above criteria they are subject to be disqualified if they have: (a) made misleading or false representation in the forms, statements and attachments submitted in proof of the qualification requirements and / or (b) record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history or financial failure etc, and / or (c) Participated in the previous tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification. If the bidder / bidders have participated in more than one work, the available tender capacity will be assessed and number of works will be awarded as per his available bid capacity.

Tenderers who meet the above specified minimum qualification criteria, will only be qualified, if their available tender capacity is more than the total tender value Rs.493.51 Lakhs. The available tender Capacity will be calculated as under: Assessed available tender Capacity is (AxNx1.5 - B), Where, A is Maximum value of civil engineering works Executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited. B is Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 05 months (Period of completion of the works for which tenders are invited

Copy of Income tax return filed for the financial year 2025-26.

Bidder should furnish liquid assets and/or availability of credit facilities of not less than Rs.168.58 lakhs from any Nationalized / scheduled bank Credit lines/letter of credit/certificates from banks for meeting the fund requirement etc. The format for Bankers Certificate/ Line of Credit (BC/LOC) letter to be issued by the Banks as per circular No: FD- CAM/16/2022 (P-2) dated: 22/08/2022

The intending bidder in his / its name should have in the last 5 years i.e., 2021-22 to 2025-26 achieved in at least 2 financial years, a minimum financial turnover of Rs. 987.02 Lakhs (usually not less than two times the estimated annual payments under this contract). The financial turnover will be updated to the Present Price Level 2026-27by giving weightage of 10% each year. Audited Profit and Loss account certified by a practicing Chartered Accountant bearing UDIN along with copy of Income Tax returns filed for the years indicated above should be furnished

The First Electronic Document (Technical bid) will be opened first and thereafter Second Electronic Document (financial bid) will be opened only of those bidders who qualify in the technical bid. In case the lowest bidder fails to produce the original documents for entering into an agreement or the original documents submitted does not match with the uploaded documents or found false, then his bid is treated as non-responsive bid as per clause -26(4) of the KTPP rules & his name would be recommended for cancellation of registration in Karnataka PWD and barred from participation in any of the tenders invited by the KNNL apart from forfeiting the EMD paid through E-cash.
