COMPREHENSIVE MAINTENANCE OF MODERNISED WATER SUPPLY SYSTEM

Operation and maintenance of SCADA based water supply system/management around the clock inclding Sunday and Holiday in three shift per day of 08 hours each (1st shift from 0600hrs to 1400hrs, 2nd shift from 1400hrs to 2200hrs and 3rd shift 2200hrs to 0600hrs) by deplying experience and qualified skilled one pump operator in each shift for operation of SCADA as installed at Dronachal Base. The contractor will be responsible for repairing maintenance and servicing of all PLC panels and all connected circuit/accessories required for motorised water supply system as described below :-

(a) One trained technician ITI qualified having three years experience in relevant field at SCADA room for attending monitoring the breakdown and preventative maintenance for PLC panels and all connected circuits/ accessories in general shift (upto 330 days) and one company trained technician once in one month (OEM of PLC Panel) and moterised valve for successful working system under GE Dronachal. (b) Servicing and maintenace /repair and replacement of defective components /spare parts with new one of the PLC based control panels including all accessories modem, antenna etc. installed at various places, OHT and Master control station, Mimic panel. (c) Repair/maintenance by disconnecting cleaning greasing for wear and tear complete servicing, refixing, lathing, installing and commissioning as directed by Engr-in Charge of all motorised and solenoid valve transmiter, Ultrasonic and magnatic level sensor. (d) Any changes to the programmable logic control (PLC) in ladder logic of programme changes in operation timing (limited to the scope of items covered under the contract). (e) Any changes to SCADA software eg. change in report format, changes in operational screen, operation of soft keys etc. (limited to the scope of items covered under the contract). (f) Attending breakdown maintenance within three hours of reporting time and replacement of new one as reqd at site complete as specified and directed by Engr-in-Charge. (g) One helper to assist the operator shall be deployed by Department/Govt. for three shift around the clock including Sunday/Holiday. (h) The work shall be carried out by authorised representative of PLC based company and proof for the same shall be submitted by the contractor before commencement of work. (j) The contractor shall quote the rate inclusive of all the charges pertains to communication one number BSNL Broadband connection with static IP at pump house and GPRS enable data card use in all PLC panel related to the scope of work.

Comprehensive maintenance for SCADA server system consisting of PC, printer, screen etc. as required at site including necessary updation suitable antivirus internet charges to upkeep the service for the entire period.

Important Notes :- (i) Minimum wages as per Minimum Wages Act 1948 shall be paid to the tradesmen by the contractor. Proper wages paid record shall be maintained and submitted to Engineer-in-charge. Contractor shall supply log book, attendance register, payment register and operator shall be responsible to maintain the log book daily and submit to department duly completed along with attendance register and payment record register at the end of every month. All provisions as laid down in Contract Labour Act 1970 such as payment of minimum fair wages, working conditions, etc shall be complied by the contractor. (ii) The contractor shall quote the rates for deputing man power and reliever arrangement as per labour commissioners rule requirement of labours as given in BoQ. (iii) The staff employed by the contractor shall be responsible for carrying out cleaning of all equipments, plants and machineries in a presentable condition for inspection at all time. If required, the contractor will employ more manpower to carry out the duties assigned above and no extra payment will be made on this account. Rates quoted by him will be deemed to be included, complete all as directed and specified by Engr-in-Charge. (iv) The contractor shall carry out routine check and maintain check sheet daily/ weekly/ monthly all as per manufacturers instructions/SOP and upkeep the installation, rectify normal troubleshootings and will submitt daily updated log sheet at the end of every month in the AGE E/M office. (v) Verification of antecedents of Contractors representatives/ trained personnel/labour deployed at site in connection with execution of work under the contract, as per security requirement of User Unit/installation shall be the responsibility of the contractor and all expenses in connection with verification of antecedents by Police Authority/security Agency shall be borne by the contractor. (vi) Qualification :- The team comprising 01 Nos of technician in one shift for 08 hours including sundays and holidays total 03 Nos of technicians shall be engaged per day for the duty at the substation. The technician employed should posses ITI in electrician trade with minimum 03 years of experience in the same. (vii) Staff engaged for maintenance/operation of the installation will not leave the installation under any circumstances. (viii) Contractor will provide all kinds of stationary as required for the work as directed by the Engr-in-Charge during currency of the work. (ix) All tradesmen will be in uniform (grey colour formal trousers with full sleeved light blue colour shirt) with name plate/badge as approved by GE, cost of these is deemed to be included in the unit rate quoted by the contractor. (x) All tradesmen shall be individually life insured under group insurance scheme or any other scheme for minimum of Rs.1.00 Lakh. Insurance certifcate in this regard shall be submitted to Enginer-in-charge before commencement of work. (xi) If the quoted amount is less that the estimated cost of the work i.e, as per NIT amount then the lowest bidder will have to deposit FDR/BGB in favour of Accepting Officer within 07 day of opening of Financial Bid for the difference in estimated cost i.e, NIT amount and quoted amount. In case the said FDR/BGB is not submitted wihtin the stipulated period as mentioned above, the contractor shall be banned for 06 months and his bid will be rejected. FDR/BGB shall be released only after satisfactory completion of work.
