TENDER FOR THE PROCUREMENT OF FURNITURES TO HERITAGE ITIs

a. The tenderer should be a manufacturer who must have manufactured, tested and supplied the Furnitures similar to the type specified in the Schedule of Requirements (Section V) up to at least 80 PERCENT (40 PERCENT with respect to Micro and Small Enterprises) of the quantity required, in any one of the last 3 years 2022-23, 2023-24 & 2024-25 (in any one of the last 2 years for Micro and Small Enterprises). The items offered for supply must be of most recent series models incorporating the latest improvements in design.

b)Tenders of tenderers quoting as authorized representative or authorized regular dealer of a manufacturer can also be considered provided (i)the manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per GCC and SCC and (ii)The tenderer, as authorized representative, has supplied, installed and commissioned satisfactorily at least 30 percent of the Furnitures similar to the type specified in the schedule of requirements in any one of the last 3 years 2022-23, 2023-24 2024-25 in which 30 percent of quantity must have been supplied by the dealer along with 80 percent manufacturer performance.

c)All tenderers that are quoting as authorized representatives of manufacturers shall be required to produce a authorizing manufactures license/registration issued by the Competitive Authority. Government of Karnataka or equivalent license/registration issued by any other Government Authority in India to such manufacturer along with the authorization specified in (b) of Section VII.

d)The tenderer shall be a manufacturer or authorized dealer for supply of Furnitures, Only manufacturers who have ISO 9001-2015, ISO 1400-2015 certificate from NABCB or other recognized accreditation body /Accredited agencies with the scope clearly indicating for the manufacturer of Furnitures and their authorized/dealer are eligible to participated in the tender

e)The Bidder/OEM should upload original manufacturing license (MSME) & Factories registration certificate issued to them by the concerned State or Central Government certifying them as manufacturer of furniture.

f)The Tenderer who is a manufacturer or authorized dealer shall furnish the details of the manufacturing facilities including in-house powder coating unit & quality control system available with them/their principal manufacturer Details of plant & machinery along with Geo-tagged photographs (time stamp shall be prior to last date submission of tender) to be uploaded.

g)The bidder/OEM should upload combined consent issued by State Pollution Control Board for manufacture of furniture

h)The bidder/OEM should furnish copy of latest valid ISO 9001-2015, ISO 14001-2015 certificate from NABCB or other recognized accreditation body /accredited agencies.

i)The Bidder/OEM should have tested their product (Any one or more product mentioned among the list of furniture item required in this tender) for IS standards (the product tested should be of most recent model which is not more than 60 days from the date of Manufacture calculated from the date of inspection to previous day of last date of submission of this tender) The Bidder/OEM Should furnish test certificate for the product confirming to IS Standard issued by a NABCB or other recognized accreditation body /accredited agencies

j)The Bidder should have supplied furniture items in single order for a total value not less than Rs.100 Lakhs to any State or Central government institutions/Organizations in Karnataka during the preceding 3 years i.e., 2022-23, 2023-24 & 2024-25 as a proof the bidder should upload Original PO along with Satisfactory Work completion certificate.

k)The Bidder or Manufacturer should be registered as a company in India as per The Company Act 1956 OR Partnership Act 1932 OR Proprietorship and should have been in operation for a period of at least 10 Years

l)The tenderer must have an office and a sales and service center located in Karnataka and shall have operated out of such office and such sales and service center for at least the previous 3 (three) years i.e. 2022-23, 2023-24 & 2024-25 necessary proof to be produced.

m) The Furnitures to Heritage ITIs supplied should be of reputed Company (MAF to be submitted for minimum of 70% the products / brands quoted) and of industry standards further, a brochure and a list specifying the make (brand) of the items to be supplied should be provided in the Schedule of Requirements along with the bid documents.

n)The Bidder /OEM should quote only registered brand products registered under Class 20 of Trademarks Act 1999 which is in existence for minimum 10 Years. As a Proof the bidder should upload original Brand Registration Certificate

o) As per Schedule of Requirements (Schedule V), the Tenderers shall submit a bid for all items contained in the Schedule. In the circumstance that the Tenderer fails to do so, it shall be disqualified and treated as non - responsive.

p)Self-Attested copy of ISO / BIS Certification copy of the OEM / Bidder

i. The Tenderer shall submit attested copies of GST registration Certificate, recent GST clearance and GST returns filed in the last 3 years 2022-23, 2023-24 & 2024-25 issued by the Commercial Taxes Department.

b.Tenderer shall also produce satisfactory work completion certificate(s) issued by the concerned government, public sector undertaking along with a certified copy of the previous supply orders issued to them by the concerned state. Central government departments and public sector units.

The Tenderer shall give a declaration as given in Annexure-1

The tenderer must submit a hard copy of the section V, mentioning the MAKE of the Furnitures to Heritage ITIs in Technical Bid.

ii.Recent GST R-3B return filed certificate should be uploaded

a. The Tenderer must submit turnover certificate for the previous three (3) financial years from a certified Chartered Accountant along with P & L accounts, Balance sheet for the last three years The minimum Average Annual financial turnover for the last three financial years inclusive of all taxes should be as follows Turnover Requirement for 1. Authorized DealersRs.100 Lakhs During the last three financial years 2022-23, 2023-24 & 2024-25 2. Turnover Requirement for Micro and Small Enterprises Rs.50 Lakhs During the last two financial years 2023-24 & 2024-25

c.The Tenderer shall produce copy of its Income Tax returns for the last three financial years i.e., FYs 2022-23, 2023-24 & 2024-25. (Assessment Year : 2023-24, 2024-25 & 2025-26)
