| 4.00SCOPE OF WORKS: A. OPERATION:- 1) The entrusted Agency must be responsible for Operation of the above chilled water A.C, Plant comprising with compressor, allied pump motor sets, cooling tower. FCU's & AHUs round the clock throughout the year (inclusive of all holidays), 2) The A.C. Plant Operator / Attendant should have relevant license and sound knowledge about the plant. 3) The Operator / Attendant should be dutiful and polite to all. They should be withdrawn for any complaint of irregularities against them. 4) The report is to he submitted weekly about the condition of the plant and all of its accessories and devices to the concerned AE/JE. 5) The plant room should be kept clean by the Agency. 6) The operational work of the plant is to be supervised directly under the supervision of the Contractor under the direct control of the JE. The Contractor will be responsible for any damage to the plant due to mishandling. Any loss due to this will be recovered from the contractor's bill as per direction of E.I.C. 7) The Log Book is to be maintained at site by the Contractor for recording functioning of the plant and breakdown. as per proforma prescribed by the EIC, under the supervision of JE concerned. lf any kind of trouble arises it should be brought to the notice of JE, AE concerned immediately. 8) In case of absence of operator the plant is to made operative immediately and within 1 (one) hour by placing the new operator. In case of absence proportionate deduction will be made from the contractor bill. The Contract may be terminated if the absence exceeds more than three days. EE’s decision will be final in this respect. 9) The payment will be made monthly/quarterly on submission of the bill in triplicate by the Agency with satisfactory report of performance by the concerned Assistant Engineer & Junior Engineer. 10) The Operator deputed by the Agency should wear the Photo Identity Card issued by the Agency. A copy of this card is to be submitted to the concerned Junior Engineer. | ||||||
| 4.01B. MAINTENANCE:- REQUIREMENT: When the Plant is in operation, room temperature at any point during any time of the season (except winter) should be maintained at (24 +/- 2) °C with 50% to 60% relative humidity. MONTHLY PREVENTIVE MAINTENANCE:- Compressor & Condenser unit 1) Checking and rectification, if required for abnormal noise, vibration, leakage of oil, refrigerant etc. 2) Topping up system with refrigerant and oil, replace dehydrator etc if required. 3) Checking of operation of oil heater, loading, unloading safety switches, O/L etc & necessary rectification if required. 4) Checking of electrical starter and drum control and control panel & necessary rectification if required. 5) Develop action plan for rectifying abnormalities if any observed in performance of the system. 6) All repairing work of compressor including rewinding of compressor motor etc. AHU & FCU 1) Inspection and cleaning of all filters. 2) Chemical/ Water cleaning of cooling and heating coils as per requirement. 3) Checking leakage in pipeline, valve connection & rectification. 4) Checking and rectification of operation of fan, impeller, drive pulley, belt tensions, bearing noise, abnormal sound, motor vibration and pulley alignment. 5) Cleaning of drain trays. 6) Checking inspection and rectification of AHU starter, fuses and all electrical connections include checking of motor current & rewinding of motor if required. | ||||||
| 4.02Pumps 1) Checking for leakage and repair/ replacement / adjustment of pump seals, glands, valve glands, gaskets. 2) Checking and rectification/ replacement of all bearings for sound, heating and vibration. 3) Inspection of terminal connections and megger of pump motor including rewinding of motor. Cooling Tower 1) Checking & cleaning of water distribution trays, nozzles, strainers, sump etc & necessary rectification. 2) Checking & tightening of all electrical terminals. Corrective Maintenance To attend all breakdown calls immediately as and when required. To attend breakdown calls as and when required, investigation, locates defect, replace the detective parts, verify defects and re-commissioning the system. Yearly Maintenance The total plant will be overhauled once in a year preferably during winter months. NOT INCLUDED IN CONTRACT: 1. Any modification shifting alteration to suit your future requirement. 2. Major repairing / maintenance of air distribution system i.e. ducting along with grills and diffusers etc. and other accessories (except minor repairing of grills, ducting & insulation etc.). 3. Electrical installation beyond the main incoming SFU of the Plant. 4. Replacement of any major equipment as a whole viz. Compressor, Motor, Cooling Tower. Condenser, Pumps, Cooling Coil. AHU, FCU, Centrifugal fan and valves etc., but repair with necessary spare has to be done by agency without extra cost implication. | ||||||

Pumps 1) Checking for leakage and repair/ replacement / adjustment of pump seals, glands, valve glands, gaskets. 2) Checking and rectification/ replacement of all bearings for sound, heating and vibration. 3) Inspection of terminal connections and megger of pump motor including rewinding of motor. Cooling Tower 1) Checking & cleaning of water distribution trays, nozzles, strainers, sump etc & necessary rectification. 2) Checking & tightening of all electrical terminals. Corrective Maintenance To attend all breakdown calls immediately as and when required. To attend breakdown calls as and when required, investigation, locates defect, replace the detective parts, verify defects and re-commissioning the system. Yearly Maintenance The total plant will be overhauled once in a year preferably during winter months. NOT INCLUDED IN CONTRACT: 1. Any modification shifting alteration to suit your future requirement. 2. Major repairing / maintenance of air distribution system i.e. ducting along with grills and diffusers etc. and other accessories (except minor repairing of grills, ducting & insulation etc.). 3. Electrical installation beyond the main incoming SFU of the Plant. 4. Replacement of any major equipment as a whole viz. Compressor, Motor, Cooling Tower. Condenser, Pumps, Cooling Coil. AHU, FCU, Centrifugal fan and valves etc., but repair with necessary spare has to be done by agency without extra cost implication.
Special Terms & Conditions A. Operation:- 1. The operation works includes the works as mentioned under 'Scope of Works’ for Operation. 2. Minimum wages as per Labour Act is to be followed. 3. The Operator(s) should be covered under ESI, The Department would not be held responsible for any accident of the Operator on duty for any reason. No claim in any shape for such accident raised by the Contractor or their operator(s) will be entertained by this Department. 4. The operator deputed by the Agency should wear the Photo Identify Card issued by the Agency. A copy of this card is to be submitted to the concerned Junior Engineer. 5. Manpower requirement is as per site and need as per direction of EIC. B. Maintenance 1. The Annual comprehensive maintenance contract includes the works as mentioned under 'Scope of Works- for maintenance. 2. To furnish guarantee to supply original / genuine parts / spare required for smooth running of the plants during the period of maintenance contract. 3. Service challan should be submitted to the Assistant Engineer concerned duly countersigned by Junior Engineer in charge of work. Room temperature at the time of service must be mentioned in the service challan. Room temperature must be maintained per Scope of Work. 4. The Log Book as per proforma prescribed by the EIC, to be maintained in the section office should be signed by the contractor or his authorized representative after completion of each phase of maintenance work under countersignature of the Junior Engineer concerned during maintenance work that should also be got signed by the contractors or his authorized representative noting the date of report of fault under countersignature of the Junior Engineer concerned or Deptt. authorized staff. Date of repair of the same should also be signed by the Junior Engineer or departmental authorized staff' with proper remarks.
5. Any fault should be set right within 3 (three) days from the date of noting the fault from the Log Book except the repairing of compressor- 6. An amount of Rs.20/- (Rupees Twenty) only per day subject to the maximum of 10% of total amount in excess 3 (three) days as mentioned above will be deducted front the contractor's bill if the contractor fails to commission the plant within the specific period. 7. In case of repairing or overhauling of compressor and plant as the case may be the stipulated time for repairing the same should be determined by the Executive Engineer considering the nature of fault and that should be intimated to the maintenance contractor in writing. In case of failure to set right the same within the stipulated period penalty @30/- (Rupees Thirty) only per day subject to the maximum of 10% of the tender amount should be deducted from the contractor-s bill. 8. The above penalty vide clause 7 & 8 above may only be waived by the Executive Engineer on consideration of convincing reasons submitted in writing by the contractor. C. GENERAL:- 1. An earnest money @2% will have to be deposited at the time or agreement. 2. Labour Welf-are Cass @ 1% to be deducted from hill value. 3. Payment will be made at the end of each quarter on submission of bill in triplicate supported by signed challans I inspection report/Log book. 4. Failing to comply any point(s) of the "Scope of Work” will result to deduction of cost from the raised bill as will be determined by the accepting authority. 5. The Executive Engineer, Bankura Electrical Division, PWDte, reserve the right to terminate the contract with one month notice to the Agency for non-satisfactory, performance or other administrative reasons.
