Mandating satisfactorily completed as prime contractor for at least one similar work such as Installation and commissioning of ITMS at city level (single work order) in any one year in last 5 years of value not less than Rs.6,00,00,000/-
Executed in any one year, the following minimum quantities of work in the last five years period i.e., 2019-20 to 2023-24Installation, commissioning and maintenance of at least 58 numbers of automatic number plate recognition (ANPR) systems & Traffic Violation Detection Camera (TVDC) at city level to any government department.Installation, commissioning and maintenance of at least 200 numbers of automatic violation detection licenses to any government department.
The bidder should have experience of implementing ITMS solutions (ANPR, Traffic Violation Detection Camera, ITMS software) in at least 2cities/2 projects.
The original Equipment manufacturer (OEM) shall be established and operational in India and OEMs (excluding manufacturer of Republic of China), should have legally constituted establishment/organization in India in last three years (minimum).
All the OEMs shall furnish the source code of their Software &Hardwares at the time of signing or execution of contract and all Equipment, Software &Hardware will be the assets of the Bangalore City Traffic Police (BCPC)
The bidder should be Original Equipment Manufacturer (OEM)/authorized supplier of OEM for Equipment, Device, Software, Storage and for any other required components. The bidder should submit Original Equipment Manufacturer certificate / authorized supplier certificate from OEM
The bidder should have service center in Bengaluru
The bidder should have a minimum of 2 Traffic/ Transportation Engineers on the bidders payroll for at least last 2 years, with experience in designing and implementation of Adaptive Traffic Signals. Letter from the companys HR or Company Secretary shall be submitted as proof
Technical compliance to the specifications shall be submitted this should be approved by the OEM or its Authorized representative
The materials such as equipment, device, Software, stores and any other required components procured through the Tender shall have a service period of 10 years (certificate to the effect should be produced by OEM)
All the OEMs shall furnish undertaking to provide support to successful bidders or any other nominated agency of Bangalore City Traffic Police (BCPC) for software and hardware provided under this contract during the entire contract period
Technical compliance to the specification shall be submitted and same should be approved by the authorized original equipment manufacturer (ANPR, Traffic Violation Detection Camera, ITMS software, servers and storage).
The ANPR software being provided should have an accuracy of 90% and above
The ITMS software OEM to have ISO quality certification for ISO: 9001:2008, ISO/IEC 27001 furnish valid copies of same
The proposed ITMS software should have been built in enterprise class VMS functionality.

To qualify for award of this contract, each Tenderer in its/his name should have in the last five years period i.e. 2019-20, 2020-21, 2021-22 2022-23 and 2023-24 achieved in at least two financial years a minimum annual financial turnover of Rs.23,98,00,000.00 in the last five years period i.e. 2019-20 to 2023-24
The ITMS software OEM to be a (CMMI level 3 certified or above) or (any equivalent certification of CMMI).
