Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note :- (i) For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date). (ii) In case, date of tender inviting is on or after date of statutory deadline for audit of balance sheet of previous Financial Year (i.e. 30th Sept. or as further extended for this FY), audited balance sheet of 4th previous year shall not be considered unless concerned CA certifies that balance sheet is not audited yet as on date of invitation of this tender.
The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (a) Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or (b) Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or (c) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Note :- For Joint Venture (JV): The tenderer shall submit credentials as mentioned in Clause 17 of GCC April 2022 (Ammended upto date).
Defination of Similar Work :- Any Track work (Note :- 1. Fabrication of Glued joints should be done by RDSO approved manufacturer as per the extant guidelines on the subject. 2. Ballast supply / formation work will not be considered under this item)

Note:- (1) The quantities and cost mentioned above are rough and only for guidance and may vary according to needs of the railways and variation there of May extent will not be the basis of any claims against the Railway. (2) The work shall be carried out as per item descriptions/specifications of IR USSOR-2021 Items, CPWD DSR-2023 Items & Non-Schedule Items (Amended up to date). (3)The rates should be inclusive of all charges such as tools and plants and all cost of labour & material, taxes, GST etc. Extra payment what so ever on any account will not be payable to the contractor. (4) Contractor/ suppliers/ service providers/ parties shall register their firms under EPFO & GSTIN (GST Identification Number). (5)The contract shall be governed under General Condition of contract and instructions to tenderer-2022 (Amended up to date). (6) The Railway Administration will not be responsible for the safety of contractor's labour engaged for this work. (7) The contractor shall make his own arrangements for men, tools, labour etc .required for the work at his own cost.
