Running and operation of PSA plant by providing manpower Civil Hospital Theog District Shimla for one year.

The contractor shall be responsible for operation of the PSA oxygen plant, manifold system, control panels, and all associated equipment, including starting, stopping, regulating pressure, monitoring purity levels, and ensuring continuous oxygen supply to all designated points within the hospital. The scope also includes assembling, installing, testing, and maintaining oxygen pipelines, manifolds, equipment, appliances, fixtures, and related systems using appropriate tools and equipment. The contractor shall carry out laying, fixing, and routing of oxygen pipelines/conduits within walls, ceilings, trenches, or other concealed or open areas as required.

The contractor shall conduct regular inspection of the entire oxygen system, including PSA plant machinery, compressors, dryers, valves, gauges, pipelines, manifolds, and electrical/control components, to identify any defects, leakages, hazards, or deterioration. Preventive maintenance shall be carried out periodically to ensure optimal performance and safety of the system. The contractor shall also test the functioning of oxygen plant systems, pipeline continuity, and all associated equipment using appropriate testing devices and instruments.

In case of any fault or breakdown, the contractor shall promptly diagnose the problem using standard testing equipment and carry out necessary repairs or replacement of defective parts, including pipelines, valves, fittings, electrical wiring, control systems, or any other component. The contractor shall maintain adequate tools, tackles, and essential spares for timely rectification of faults. The maximum permissible breakdown period shall not exceed 06 (six) hours from the time of reporting, and all efforts shall be made to restore the system in the shortest possible time

The contractor shall also perform all ancillary and physically demanding tasks associated with the work, including trenching for pipeline laying, handling, shifting, loading and unloading of oxygen cylinders, and working at heights using ladders, scaffolding, or other arrangements wherever required. All safety precautions and standard practices as per CPWD norms and relevant safety codes shall be strictly followed.

The contractor shall provide immediate support during emergencies and critical situations by ensuring prompt and efficient operation of the oxygen plant and manifold system. The deployed staff shall remain available on duty as per shift requirements and shall attend to all emergency calls without delay, including during night hours, holidays, or unforeseen situations.

The contractor shall be fully responsible for maintaining the entire oxygen generation and distribution system in functional condition at all times and shall ensure deployment of adequately trained, skilled, and experienced personnel. Proper records/logbooks of plant operation, maintenance activities, breakdowns, and repairs shall be maintained and produced for inspection by the Engineer-in-Charge or hospital authorities as and when required.

The contract shall be valid for a period of 24 months, and the contractor shall execute all works in accordance with CPWD specifications, standard operating procedures, and instructions issued by the Engineer-in-Charge from time to time. Any other work incidental to operation and maintenance of the oxygen plant system, though not specifically mentioned above but necessary for proper functioning, shall also be deemed to be included in the scope of work.
