DESIGN, ENGINEERING, SUPPLY, MANUFACTURE, FABRICATION, INSTALLATION, TESTING, COMMISSIONING AND SEVEN YEARS COMPREHENSIVE ANNUAL MAINTENANCE OF VAPOUR RECOVERY SYSTEM FOR EXISTING TOP LOADING FACILITIES AT INDORE TERMINAL IN MADHYA PRADESH

(A) DESIGN, SUPPLY & INSTALLATION OF COMPLETE VRU SYSTEM

Design, Supply, Installation, Testing and, Commissioning and Operation of Vapor Recovery Unit. Manufacture, procurement of materials and bought out components, assembly at shop, painting, testing at manufacturer's works, packing and supply of skid mounted Vapour Recovery System suitable for Class A (Flash point below 23 deg. C) petroleum product including supply of all equipment, power/signal/ control cables (from PMCC, Control Rooms to VRU System), cable trays, instrumentation, commissioning spares, mandatory spares, consumable and special tools & tackles, procurement of materials and bought out components, assembly at shop, painting, testing at manufacturer's works, packing, first fill of lubricants, adsorbents, membranes, drawings and documents as per the enclosed technical specifications & data sheets, other codes and standards as applicable. The scope of supply is inclusive of providing Design, Engineering preparation and submission of all documents & datasheets, drawings, calculation, etc for the proposed VRU system & obtaining approval from IOCL/ PMC Agency. The supply of the VRU system is inclusive of obtaining PESO/ CCOE Approval for the proposed VRU system & its individual components including providing Technical/ Coordination/ Follow up Services, towards preparation and submission of all documents & datasheets, drawings etc including carrying out required no of visits to concerned PESO office. Scope of work involves installation, testing, commissioning and operation of supplied equipment’s. Note: 1) The system to be designed in line with the site requirement/ data sheet/ technical requirement provided along with the tender document. 2) Items to be supplied to site with necessary Test Certificates from OEM of respective equipment & inspection/ dispatch clearance from approved TPI agency as per the QAP for which separate payment shall not be made. 3) Item also includes supply and installation of vapour recovery arm of size 100 mm NB having 4” (100 NB) with poppeted vapour coupler, break away coupler, NRV, flame arrestor, reducers, mounting structures, parking stand with compatible API adaptor, associated accessories, mounting structure etc complete as per specifications and tender document for Application in MS (Motor Spirit) Product. 4) Any modification required to be done in the existing pipeline (TLF header) for installation of supplied loading arm is also included in this Item. 5) Item also include providing necessary Fire Screen (portable/fixed wall), as per specifications attached in Tender Document, for executing any hot-work in the licensed area. 6) No extra payment shall be made against above items/works.

(B) COMPREHENSIVE AMC OF VRU SYSTEM FOR 7 YEARS

Operation & maintenance charges (for 7 years - after acceptance of the system) Comprehensive Operations and Maintenance charges including deputation of resident engineer as per the bidders scope of & including all the consumables / spares for 7 years for the VAPOUR RECOVERY UNIT specified in tender specifications. Note: CAMC Charges for each year of operation from from 2nd year to 7th year shall be minimum 3% of the supply and Installation Cost. In case the successful bidder quotes less than 3% of the value in Line Item A (1.01) as mentioned above, then for the purpose of payment ‘quoted amount’ (2nd year to 7th year) would be considered as follows: a. CAMC rate for the years which are less than 3% shall be made 3% and equivalent amount shall be deducted from the quoted rate in Line Item A (1.01)

Charges for Operation During 1st year of Operation (Defect Liability Period ). Pro-rata, payemnt will be made on monthly basis.

Charges for CAMC during 3rd year of Operation. Pro-rata, payemnt will be made on monthly basis.

Charges for CAMC during 4th year of Operation. Pro-rata, payemnt will be made on monthly basis.

Charges for CAMC during 5th year of Operation. Pro-rata, payemnt will be made on monthly basis.

Charges for CAMC during 6th year of Operation. Pro-rata, payemnt will be made on monthly basis.

Charges for CAMC during 7th year of Operation. Pro-rata, payemnt will be made on monthly basis.
