The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less ; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Form-11, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
1.1 The agency conducting RCO compliance should be empaneled by BEE for Railways and must posses experience in traction service and should also have one sector expert having Railway and relevant experience. 1.2 According to BEE the firms also need to follow rule no 10 which states that Obligations of accredited energy auditor: - (1) For the work of verification or check verification, the accredited energy auditor shall constitute a team comprising of a team head and other members including experts: - Provided that a person who was in the employment of adesignated consumer within the previous four years, shall not be eligible to perform the work of verification or check-verification for such designated consumer; Provided further that any person or firm or company or other legal entity, who was involved in undertaking energy audit in any of the designated consumer within the previous four years, shall not be eligible to perform the work of verification or check verification for such designated consumer.

Checklists for submission of documents while submitting the tender. : It shall be mandatory to submit the following documents (relevant to the nature of the firm) along with offer, failing which offer shall be summarily rejected.
A certificate as per annexure - V enclosed (AVAILABLE IN GCC APRIL 2022) in document tab.
Fulfillment of Standard Technical and Financial Criteria as per tender documents.
Sole Proprietorship Firm: (i) All documents in terms of Para 10 of the Tender Form (Second Sheet) IRSGCC April-2022.
HUF: (i) A copy of notarized affidavit on Stamp Paper declaring that he who is submitting the tender on behalf of HUF is in the position of 'Karta' of Hindu Undivided Family (HUF) and he has the authority, power and consent given by other members to act on behalf of HUF. (ii) All other documents in terms of Para 10 of the Tender Form (Second Sheet) IRSGCC April-2022.
Partnership Firm: The following documents shall be submitted by the partnership firm, with the tender: (i) A notarized copy of the Partnership Deed or a copy of the Partnership deed registered with the Registrar. (ii) A notarized or registered copy of Power of Attorney in favour of the individual to tender for the work, sign the agreement etc. and create liability against the firm. (iii) An undertaking by all partners of the partnership firm that they are not blacklisted or debarred by Railways or any other Ministry / Department of the Govt. of India from participation in tenders / contracts as on the date of submission of bids, either in their individual capacity or in any firm/LLP in which they were / are partners/members. Any Concealment / wrong information in regard to above shall make the bid ineligible or the contract shall be determined under Clause 62 of the Standard General Conditions of Contract. (iv) All other documents in terms of Para 10 of the Tender Form (Second Sheet) of IRSGCC April-2022.
Joint Venture (JV) (If applicable): The tenderer shall submit all documents as mentioned in para 17 of the Tender Form (Second Sheet) of IRSGCC April- 2022.
Company registered under Companies Act 2013: (i) The copies of MOA (Memorandum of Association) / AOA (Articles of Association) of the company (ii) A copy of Certificate of Incorporation (iii) A copy of Authorization/Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company. (iv) All other documents in terms Para 10 of the Tender Form (Second Sheet) of IRSGCC April-2022.
LLP (Limited Liability Partnership): (i) A copy of LLP Agreement (ii) A copy of Certificate of Incorporation (iii) A copy of Power of Attorney/Authorization issued by the LLP in favour of the individual to sign the tender on behalf of the LLP and create liability against the LLP. (iv) An undertaking by all partners of the LLP that they are not blacklisted or debarred by Railways or any other Ministry / Department of the Govt. of India from participation in tenders / contracts as on the date of submission of bids, either in their individual capacity or in any firm/LLP or JV in which they were / are partners/members. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the Standard General Conditions of Contract. (v) All other documents in terms of Para 10 of the Tender Form (Second Sheet) of IRSGCC April-2022.
Registered Society & Registered Trust: (i) A copy of Certificate of Registration (ii) A copy of Memorandum of Association of Society/Trust Deed (iii) A copy of Power of Attorney in favour of the individual to sign the tender documents and create liability against the Society/Trust. Bid Security as Bank Guarantee bond from a scheduled commercial bank of India . The Bank Guarantee bond shall be as per Annexure VIA (AVAILABLE IN GCC APRIL 2022 WHICH IS UPLOADED IN DOCUMENT TAB) .and shall be valid for a period of 90days beyond the bid validity period.The original Bank Guarantee should be delivered in person to the official nominated as indicated in the tender document within 5 working days of deadline of submission of bids.Non submission of scanned copy of Bank Guarantee with the bid on etendering portal (IREPS) and/or non submission of original Bank Guarantee within the specified period shall lead to summary rejection of bid.
The tenderer will have to make payment towards Bid Security against this tender through online payment modes like net banking, debit/ credit cards etc. available on IREPS portal (www.ireps.gov.in) or through Bank Guarantee in prescribed format. Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' shall be exempted from payment of Bid Security on submission of Registration Certificate issued by appropriate authority. Labour Cooperative Societies shall deposit only 50% of above Bid Security on submission of necessary documents.
Scanned copy of duly filled standard mandate form and a cancelled cheque leaf for getting payment through NEFT should be uploaded.
Scanned copy of PAN (Permanent Account Number) and Goods and Services Tax Registration Certificate indicating GSTIN should be uploaded. In case of non-availability / non-applicability of any of these documents, reasons should be furnished under 'Remarks'. GSTIN along with other details required under CGST/SGST/UTGST/IGST Act may also be submitted by the successful tenderer immediately after the award of contract. Contract will be subject to GST Act, rules made there under and Railway Board's guidelines regarding implementation of GST Act, payment procedures etc. as applicable from time to time.
Scanned copy of EPFO registration certificate and ESIC registration certificate should be uploaded along with tender offer.
The tenderer(s) should quote the offered rate for each item of work taking into consideration all the conditions of the Tenderdocument. The rates offered by the tenderer and accepted by the Railway must hold good till the completion of the contractual work and are not subject to fluctuation / variation. No claim on this account will be entertained afterwards. GST will be payable as per actual rates prevailing at the time of billing.
No advance payment shall be made for the above work.
The work should be started immediately and the same to be intimated to this office.
Payment will be made after satisfactory completion of work and submission of compliance report of Renewable Consumption Obligation. After successful completion of the work (Audit of RCO data), the Firm will raise bill and submit to this office for that particular financial year. Complete payment will be done in three separate Bills after completion of audit of RCO data for FY 2025-26, FY 2026-27 and FY 2027-28 as indicated in the item break-up in the schedule of the NIT.
Penalty shall be imposed as per Indian Railway GCC April-2022 with all amendment or correction slip till date.
Payment will be made through NEFT. Therefore relevant details to be submitted along with the bill.
Work will be completed within completion period. In case of delay in completion of work a suitable penalty will be levied as per GCC April-2022 with all amendment and correction slip till date.
The rates quoted by firm & accepted by Railway shall be hold good till completion of work and no additional individual claims will be admissible on account of fluctuation in market rates, increase in excess/any other levies etc
