Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Conditional tenders will not be accepted.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Since subject tender is for works, EMD exemption is not allowed for MSME registered with NSIC. Hence all tenderers participating in this bid shall arrange for payment of EMD online in the e-Portal

The Bidder shall ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date of bid submission

Aspiring Bidders/Contractors who have not obtained the user ID & Password for participating in Karnataka Public Procurement Portal may now obtain the same from the website https://kppp.karnataka.gov.in

The Tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement Portal due to internet connectivity issues and technical glitches at Tenderer end

The tender is of Two Part Tender document system i.e. Part-I: Technical Bid & Part-II: Financial Bid

Part-II: Financial Bid of Bidder will be considered for opening only if Part-I: Technical Bid meets the requisite PQRs and Technical Specifications

Section-I, II, III, Instruction to bidders, Form of Submission of Bid Annexure-A, GTP Annexure-G, Schedule of Deviation Annexure-E , Self Declaration Annexure-D, Format of e-BG Annexure-B and Contract Agreement Annexure-C, are part of the Tender document

The bidder should have independent PF (Provident Fund) registration certificate obtained from PF authorities. Copy of PF registration certificate shall be furnished with the tender. EPF Exemption Declaration in the enclosed format (Annexure-F) may be furnished by the bidder, if exempted

Right to accept or reject any or all the tenders without assigning any reason is reserved by the undersigned

The bidder shall quote in Indian Rupees only

The price quoted by the firm shall be exclusive of GST and inclusive of P&F, F&I accommodation and other miscellaneous expenses

The quantity of materials and work mentioned/indicated in tender may vary depending on the final requirement at the time of placing the Work Order

Bidders may visit the site at Sharavathy Generating Station before bidding to inspect and obtain the hands on information about the work from the concerned division head. The bidder shall obtain visitors pass to visit KPCL office/SGS before entering KPCL premises

Post-tender correspondences regarding technical specification, scope of work involved will not be entertained and it is the responsibility of the bidders to get any queries cleared before bidding for the subject work

KPCL reserves the right to verify the authenticity of any or all the certificates furnished by any or all the tenders from the authorities who have issued the same. If it is found that any of the agency/agencies have furnished false certificates/ information, the tenders submitted by them are liable for rejection

KPCL shall recover the Income Tax at the prevailing applicable rates. All applicable TDS will be affected as per GoK / GoI tax regulations

Financial bid shall be submitted in the e-Portal only and not upload the same in Technical bid, failing which Tender will be rejected. e-Mail / Fax tenders shall not be accepted

Any other job not specifically mentioned but reasonably implied to be executed for satisfactory completion of the job in all respects shall have to be carried out by the Contractor without any extra coast. Decision of Engineer-in-charge shall be final and binding in this regard

In case of death of a contractor after executing the agreement / commencement of the work, his legal heir (to be intimated at the time of execution of agreement by the successful contractor), if any eligible registered contractor and willing, can execute and complete the work at the accepted tender rates irrespective of the cost of the work after obtaining approval from competent authority

The bidders should not have been terminated / foreclosed in KPCL or elsewhere during last 03 years and shall furnish in this regard a self declaration as per the prescribed format (Annexure-D)

The bidder shall duly fill and sign the Form of Submission of Bid Annexure-A format as in the tender document and the scanned copy of the same shall be uploaded by the bidder in e-portal

The bidder shall duly fill and sign the schedule of Deviation Annexure-E format as in the tender document and the scanned copy of the same shall be uploaded by the bidder in e-Procurement portal

The bidder shall furnish compliance to Guaranteed Technical Parameters (GTP) Annexure-G stipulated in the tender through e-Procurement portal

Technical Criteria

Past Experience

The Bidder shall have proven experiences in the field of Supply of Air/Oil Cooler/Heat Exchangers to Power Houses/Power Utilities/reputed organizations. In proof of the above, the scanned copies of at least one Supply/work order with contract value not less than Rs.8.20 Lakh executed in the last five preceding financial years and corresponding satisfactory Supply/work completion certificate issued from the competent authority shall be furnished. (Weightage of 10% per year will be given to the Supply/work order of previous years).

Financial Status

The Bidders should have achieved an average annual financial turnover of Rs.16.4 Lakh at least in two financial years of the preceding five financial years. In proof, the scanned copies of Annual Report/Turn-over Certificates/Profit & Loss Statement duly certified by chartered accountant shall be furnished.(10% Weightage per year for previous years turnover value will be considered to bring the turnover value to the present price level).
