Electrical work for "Rewiring of staff quarters with latest scale of fittings along with Copper wiring for 2nd phase in Colony area PLW/PTA

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less ; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

Tenderer shall submit valid Electrical contractor licence issued by State Govt./UT for any State/UT alongwith his /their offer. Tender without Electrical Contractor licence will be summarily rejected.

Technical Eligibility Criteria: a.The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertisedvalue of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender. (b) (1) In case of tenders for composite works (e.g. works involving more than one distinctcomponent, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges - substructure, superstructure etc.), tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, or (iii) One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender. Note for b(1): Separate completed works of minimum required values shall also be considered for fulfillment of technical eligibility criteria for different components. (b)(2) In such cases, what constitutes a component in a composite work shall be clearly pre- Defined with estimated tender cost of it, as part of the tender documents without any ambiguity.

Defination of similar work:- The Similar nature of work is defined as in tender notice is as under : Design, manufacture, supply, erection, testing and commissioning of LT Panels complete with and associated electrical works like earthing arrangement , laying of cables strengthening and stringing of LT overhead network. or Design , manufacture, supply, testing and commissioning of LT panels complete with earthing arrangements and associated Electrical works. or Supply, erection, testing and commissioning of Electrical wiring in residential quarters/Railway Stations/service building/ High Bay sheds etc. or "Supply, erection , testing and commissioning of tubular poles/Octagonal poles and luminaries including erection of Rail poles in streets/yards, washing lines and circulating areas, or Supply, installation, testing and commissioning of High Masts of any height with light fittings. Supply , installation and commissioning of occupancy sensors in the building. Design , manufacture, supply , erection , testing and commissioning of glow /Neon sign Boards and Led type station name boards and signages.

Bid Security: Tenderer (s) may please note that offers received without Bid Security either in cash through e-payment gateway or as Bank Guarantee bond from a scheduled commercial bank of India or as mentioned in tender documents (as per Annexure- VIA) valid for a period of 90 days beyond the bid validity period, will be considered as incomplete & invalid offer and for which contractor shall have no claim on Railway..

Following documents shall be submitted by the tenderer: (A)SOLE PROPRIETOR SHIP FIRM: (i)Undertaking that he is not blacklisted / debarred by Rlys/other Ministry/Deptt of Govt of India from participation in tender on date of bid opening, either in individual capacity or as a member of partnership firm or JV in which he was/is a partner/member. Concealment/wrong information in regard to above shall make the contract liable for determination under Clause62 of GCC. (B)HUF: a. Copy of notarized affidavit on Stamp Paper declaring that he who is submitting tender on behalf of HUF is in position of Karta of Hindu Undivided Family (HUF) and he has the authority, power and consent given by other members to act on behalf of HUF. b.Undertaking that the HUF is not blacklisted or debarred by Rlys/any other Ministry/Deptt of Govt of India, either in individual capacity or as a member of partnership firm or JV in which HUF was/is a partner/member. (C)PARTNERSHIP FIRM: (i) Notarized copy of partnership deed. (ii)Notarized or registered copy of Power of Attorney in favor of the individual to tender for the work, sign agreement etc and create liability against the firm. (iii)Undertaking by all partners of partnership firm that they are not black listed/debarred by Rlys/any other Ministry/Deptt of Govt of India from participation in tenders/contracts as on date of bid opening, either in their individual capacity or in any firm in which they were/are partners. (iv)All details of Firm must be provided in Annexure-C. (v)Complete details as per Para-3.27.3 of tender document. (D)JOINT VENTURE (JV): APPLICABLE ONLY FOR WORKS COSTING MORE THAN Rs.10.00 Cr. Not applicable for this tender. (E)Company registered under Companies Act-2013: Tenderer must submit/upload tender along with following documents: (i)Copies of MOA (Memorandum of Association)/AOA (Articles of Association) of company. (ii)Copy of Certificate of Incorporation (iii)Copy of Authorization/Power of Attorney issued by the Company (backed by Resolution of Board of Directors) in favor of the individual to sign tender on behalf of company and create liability against the company. (iv)Undertaking that Company is not blacklisted/debarred by Rlys/any other Ministry/Deptt of Govt of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which the Company was/is a partner/member. (F)LLP (Limited Liability Partnership) Firm under LLP Act-2008: Tenderer shall submit along with tender: (i)Copy of LLP Agreement (ii)Copy of Certificate of Incorporation (iii)Copy of Power of Attorney/Authorization issued by LLP in favor of individual to sign tender on behalf of LLP and create liability against LLP. (iv)Undertaking that LLP is not blacklisted/debarred by Rlys/any other Ministry/Deptt of Govt of India from participation in tender on the date of bid opening, either in individual capacity or as a member of JV in which the LLP was/is a member. (G)Registered Society & Registered Trust: Tenderer shall submit: (i)Copy of Certificate of Registration. (ii)copy of Deed of Formation. (iii)Copy of Power of Attorney in favor of individual to sign tender documents and create liability against the Society/Trust. (iv)copy of Rules & Regulations of Society. Note: The offers received without proper Power of Attorney shall be considered in-completed and rejected summarily..

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

The tenderer shall study the Indian Railway General Conditions of Contract Regulations for Tenders & Contracts (GCC)- April- 2022 or latest along with tender documents before submission of the tender.

The tenderer shall submit all the requisite documents alongwith tender offer.Tender offer without these documents shall not be considered. "No post tender correspondence for submission of additional documents shall be entertained after opening of the Technical & Commercial offers. Even suomoto post tender letters of the tenders shall be treated as NULL & Void".To assist in the examination, evaluation and comparison of offers received, the Railway may at their discretion, ask any Tenderer for clarification on attached document with their Tender. The request for clarification and the response shall be in writing or by FAX but no change in the price or substance of the Tender shall be sought, offered or permitted. In case no credentials enclosed or statement to that effect is mentioned, the identity of working contractor of division shall be taken as fresh.

Period of Completion : The entire work is required to be completed in all respect within specified period from the date of issue of the letter of acceptance. The contractor shall maintained steady and regular progress to the satisfaction of DYCEE/ES&PLANT or his authorized representative and to ensure that the work will be completed in all respect within the stipulated time, failing which action may be taken by the Railway Administration in terms of clause 17 and clause 62 of the General Conditions of contract (GCC)- April- 2022 or latest.

Non-compliance with any of the conditions set forth therein above is liable to result in the tender being rejected.

The tenderers shall keep their offer open for 60 days.

The Performance Guarantee (PG) shall be released after physical completion of the work, after passing the final bill based on No Claim Certificate from the Consignee, submission of authentic documents that firm has paid GST as applicable by the extant rule. Security Deposit (SD) shall be released after completion of maintenance warrantee period i.e. One Year after completion of work based on No Claim Certificate provided by the Consignee of work or as per provisions of GCC, Apr-2022.

Ambiguous and incomplete (i.e. not filling the rates or controversial rates and not attaching all the required documents) offer may be summarily rejected.

Any typographical error shall not be construed to be benefit of the contractor; in such cases the interpretation and decision of DYCEE/ES&PLANT shall be final and binding upon the tenderer.
