| 1.03 | A) SCOPE OF WORK:-
1. The motto of Preventive and corrective maintenance is to minimize breakdown/Fault to prevent Fire hazard related to Window & Split AC machines and to minimize downtime. Any incidence of fire hazard due to lack of maintenance would be viewed seriously and the agency would be held responsible
2. The scope of this maintenance work is form the Timer / Starter to the air – conditioning unit. However replacement & repair of the same is no under the purview of the contract.
3. This comprehensive contract covers preventive & corrective maintenance of AC machine/spare parts as required so as keeping the AC machines well operative / functioning round the clock as desired from performance and safety point of view.
4. This contract covers repair and replacement of spare parts & accessories including compressor, blower motor, sheet metal body and repairing /replacement of condenser coil & copper tubes, Capacitors, relay, thermostat, air filters etc.as necessary and these spare parts / accessories should be available at site in the custody of the entrusted agency However all the replacement materials should be approved by the concerned Assistant Engineer.While replacing capacitor only burst proof capacitor (p2/S2 type) having highest level of safety features as per IEC 60252-1-2001-02 standard, protected with self healing properties and overpressure disconnection device, should be used.
5. Cheeking of any unwanted leakage current at the indoor and outdoor units is also under preview of the contract. If any such leakage current is found,thatshould immediately be brought into the notice of concerned JE and must be reflected in the log book. | - | - | - | - | - |
| 1.04 | 6. The contract covers preventive servicing of at least 10nos. Machines per day, So that total machines under contract should be cheeked/ serviced fortnightly ( Twice in a month).
7. The contract covers though overhauling twice in a year and painting of steel metal/ support/ wooden frame of RAC/SRC at site once in a year.
8. The agency will replace the supports / wooden frame of RAC/SRC as required against damage one and no extra charges will be paid for that.
9. The contract covers charging of refrigerant in AC machines as per original refrigerant of the concerned machine as and when required including pressure testing.
10. The thermostats should be set properly and should be checkedwhether malfunctioning to avoid continuous running.
11. Grilltemperature and refrigerant pressure must be measured to check whether it is within the designed value and should be recorded in the log book.
12. Daily preventive maintenance covers filter cleaning ,checking of all power and signal terminations, wiring between indoors and out door units, checking of gas pressure and leakage of gas, checking of condensers, cleaning of cooling and condensing coil, blower and swing motors (Where applicable), thermostats capacitors, capillary tube etc. Sound level and over all cleaning of the total unit during routine checking, the set point of AC machines should also be checked and if any abnormal temperature setting is notice, that should specifically be noted in the log book and notice to the concern JE/AE | - | - | - | - | - |
| 1.05 | 13. In case of AC machines for which warranty period already expired The PCB and its terminations. Transformers in the PCB, Blower and Swing Motors of indoor unit of SAC etc. Should be cheeked where there is any symptom of heating at the time of routine checking to prevent fire hazards arising out of these places.
14. In case of break-down of A.C. machines the restoration will have to be done within 12 hrs. From the time of breakdown. if the machine is required to be removed / shifted to workshop and retained for more than 12 hours, spare A.C. machines have to be provided by the agency as replacement free of cost. if the said alternative arrangement is not done timely by the agency a penal amount @60/- (Rupees sixty) only per machine per hour will be deducted from the contractor’s bill till re- installation of AC machine or as decided by EIC.
15. The agency has to be attending manpower any kind of breakdown on round the clock at any site, for this regard sufficient skilled and semiskilled technician should to be reserved. The said maintenance personnel should have sufficient experience for carrying out the maintenance work smoothly with due regard to the safety.
B) TERMS & CONDITIONS:
1. The Semi –skilled Mechanic should have I.T.I/Certificate in Refrigeration & Air-conditioning from any authorized institute and minimum 2 years of working experience. The Skilled Mechanic should have Diploma/I.T.I/Certificate in Refrigeration & Air –conditioning from any authorized institute.
2.The agency will have to submit the list of staff to be engaged for the maintenanceworkMentioning their category along with their identity proof with reliever to the AE/JE prior to Takeup the work. This should be treated as mandatory. | - | - | - | - | - |
| 1.06 | 3.The site supervisor of the entrusted agency will prepare a duty roster at the beginning of everymonth including provision for weekly off days as per Govt rules and arranging relievers against them and a copy of the duty roster will be submitted to the concerned JE and one copy should be available at the section office. The duty Roster should be signed by concern JE/AE.
4.The agency has to provide one dedicated cell phone for single point contact regarding any preventive Maintenance / Breakdown issues. However no claim of payment against anytelephone bill will be entertained by this department.
5. The agency, Supervisor and all the maintenance staffs, deputed at worksite, must have MobileNos. and the same should be intimated to the E.I.C. A.E. J.E concerned. In writing thetelephone call should be responded without delay.
6. Section- wise Log Book will have to be maintained by the Supervisor of the entrusted Agency in which the infra Red thermometer reading of Grill temperature of AC machines and details ofservicing will have to be noted down as per actual and duly countersigned by the JE andAE.Log-book format should be taken from concerned JE/ Assistant Engineer.
7.The preventive maintenance activities which are to be done twice in a year and once in a year must be carried out well before expiry of the contract. If any service falls due at the time completion. Final bill would not be drawn.
8.Service challan certifying satisfactory performance of the machines should be submitted to the Concerned JE and that has to be countersigned by the AE and to be submitted alongwith the bill.Grill temperature for the AC machine have to be maintained within 10 c +-2 c keeping proper entries in the service challan.
9.The interconnection wire between IDU & ODU should have no joint if any joint is found at any time drastic action would be taken against the agency. | - | - | - | - | - |
| 1.07 | 10. Transportation charges including equipment’s such as trolley /ladder/ small vehiclefor carrying AC machines /spares from the site to work shop /work shop to site or as required will not be paid extra.
11.Taking out of existing machine after carefully dismantling / re-fixing of room air-conditioners as required for mtc work will be done by the entrusted agency and no extra charges will beprovided for that.
12.The replaced /dismantled machines are to be carried out and deposited to the respective Section office by the agency by its own labour / arrangement / tool & tackles as per direction of the AE/JE No additional claim would be entertained in this regard.
13.Anyinconvenience caused so for as performance of AC machine is concerned due to negligence in the part of the agency if detected will be liable to penalty quantum of penalty would be decided by EIC depending on the gravity of situation.
14.While taking up/commencement of the comprehensive maintenance work, the agency will have to start maintaining AC Machines as per above terms and conditions irrespective of the condition of the AC Machine and no extra charges will be paid for repairing /replacement work similarly at the time of completion of job,condition of the machines should be at least at par
with the initial condition except normal aging.
16. The agency will have to complete the readable “numbering” of A.C. Machines at their own cost for identification within one

| 1.08 | 18. In case of any accident / incident and or physical illness of the staff of entrusted agency whileon duty, no claim will be entertained by this Department (P.W.D.) and all responsibilities thereof should be shouldered by the agency only. Minimum wages & other facilities as perexisting Labour Act should be paid to the staff.
19. Bill should be submitted quarterly to the concerned Jr. Engineer keeping at least one spare logbook at However, payment would be made as per availability of fund.
20. The Executive Engineer reserves the right to terminate the contract against onemonths notice for performance not observed satisfactory as well as for any other administrative reason.Service challan certifying satisfactory performance of the machine should be submittedto the concerned JE twice in a month & that has to be countersigned by the AE & to be submitted along with the bill. A log book shall also be maintained by the agency duly signed by the JE/AE from time to time of servicing. Grill temperature for the AC machines have to be maintained within 70 degree F + - 2 degree F keeping proper entries in the service challan.
21 All the maintenance staff of the contractor should have proper & constant vigilance over thesatisfactory cooling & smooth running of the air conditioners.
22 In case of any workman, technician or any of the representatives is found to be engaged in any illegal activities responsibility should be borne by the agency.
23. If any kind of incapability & negligence are notice are noticed in observing all the above – saidterm & conditions causing inconveniences to public service , is subject to unilateral penalty , it detected on the spot or thereafter (even after payment ). This Department also reserves the right to deduct the cost from the bills ofthe contractor on pro-rate basis as determined by theEngineer –in – charge for any shortfall in observing above T& C . in that case , the above –saidcontract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor . | - | - | - | - | - |
| 1.09 | 24.The contract may be terminated with one months notice on either side.
