5.0 On line Submission of Tech-bid & price bid.

GENERAL TERMS AND CONDITIONS
1. 100 % work shall be assigned to L1 agency.
2. The contractor(s) shall have to furnish number of registered drilling rigs with GWSSB.
3. All the tools and plants such as DTH drilling machine with compressor required for drilling of bore
etc. shall be provided by the contractor at his own cost at the site of work.
4. If none of the contractors, who have offered their rates, are willing to carry out the work, the
department will have full liberty to get such works carried out through other contractors. Also in
case if insufficient numbers of contractors are willing to carry out the work, this liberty will be
operative to engage other contractors to cover up the outstanding and spill over work.
5. The contractor(s) shall have to furnish the information regarding numbers of rigs he owns along
with the tender.
6. The approved rates will be applicable for a period of 12 months from the date of agreement with
the competent authority of GWSSB.
7. The right is reserved with the competent authority to accept or to reject all the tenders
assigning no reason thereof.
8. Payment for drilling bore will be made on measured quantity only. The EE/DEE/Hydrologist or his
representative shall verify the Strata (i.e. Jr. Geologist-in-charge) and decision will be binding to
the Contractor. The contractor should furnish strata samples after completion of bore to sub
division office.
9. In case of dispute for unforeseen or over looked item the decision the GWSSB's competent
authority / authorities will be final and binding to the Contractor.
10. The Contractor will have to provide Free of Cost filled up Data Sheet in A.4 Size paper as attached
(a) Bore Drilling Report (બોર શારકામ રીપોટ) Annexure: III
(b) Hand pump Installation Report. Annexure: IV
11. If any naked (without casing) bore is fail due to hydrological / mechanical failure should be
abandoned & filled up by agency after taking Rojkam from village / Falia / hamlet. If any accident
occurred due to naked unfilled bore than all this responsibility is of agency. And for that all
liabilities of agency. There is no responsibility of department.
12. The bore plug should be fitted by Contractor on each harnessed bore till HP is installed and bore
plugs should be returned back to department by Contractor when HP is installed on successful
bore. Fail bores should have bore plug fitted.
13. If the agency does not carry out the work after allocation of pin point the department has
right carry out the work by Other Agency.

17. 25 % of drilling charge amount is kept in deposit for work of installation of Hand Pump. This
deposit will released along with submission of hand pump installation Final bill.
18. If Hand pump installation material i.e. India Mark- II Telescopic / Normal stand Hand pump or
mm dia. G.I. pipe is not issued within one month than 25 % Drilling Deposit which is kept in
deposit as per condition above (20) can be released as material not available by concern Engineer
19. Agency shall drill bore more than 90 Mt. and up to 200 Mt. if required as per instruction of
Engineer in charge / Geologist report at the same approved rate. No extra payment will be made.

COMMERCIAL TERMS AND CONDITIONS
1. The offers are invited from the drilling contractors registered with GUJARAT WATER SUPPLY &
SEWERAGE BOARD / GWRDC for these types of works and having required capacity of
machinery to drill bore. The contractor should produce a copy of registration of drilling rig along
with R.C. book for verification in this regard.
2. Rates are invited through web site (E- tendering process). Interested bidders can down load
tender documents from web site within stipulated time limit. Duly supporting documentary
evidences shall have to be uploaded with the tender. As narrated in NIT, EMD and tender fees
shall be submitted in proper form to Executive Engineer, Public Health Mechanical
Division, rnd floor, Jalbhavan, Opp. LIC Office, Dahod by R.P.A.D. or speed post or Hand
Delivery only but within stipulated time limit. Bidders shall have to accept technical,
commercial and general terms, conditions and specifications of tender document by signing
digitally. The price bid will be opened only after bidder(s) qualify as per qualification criteria.
3. The tender fees in form of demand draft in favour of Executive Engineer, Public Health
Works Division, Dahod payable at Dahod Demand draft shall be issued by any Nationalized
Banks or as per list mentioned in GR of Finance Department, GR. No.: FD/ MSM / e – File / 4 /
2025 / 2712 / DMO Date: 01/04/2026 (Enclosed).
4. The EMD as mentioned in NIT should be paid in the form of FDR / BG in favour of Executive
Engineer, Public Health Works Division, Dahod and shall be valid for six months from the
last date of submission of bid. It shall be issued by any nationalized banks or as per list
mentioned in GR of Finance Department, GR. No.: FD/ MSM / e – File / 4 / 2025 / 2712 /
DMO Date: 01/04/2026 (Enclosed). EMD shall be released only after finalizing the tender by
the competent authority and after depositing the performance bond by agency.
5. No exemption from E.M.D. shall be given to any contractor on any account. Offer(s) without
EMD shall be rejected outright.
6. Conditional offers will not be accepted. The department will not give any advance payment
against the tender award.
7. The rates quoted should include loading, unloading & carting of all materials from the
designated departmental store(s) to site of work at his cost. Materials not covered in the
tender however necessary to ensure completion of work will have to be supplied by the
contractor if asked by the department for which rates shall be paid as per provision of clause -
8. The department will not issue exemption certificate for any Government levies.

9. Tender Validity Period: The tender offer shall be valid for period of 180 days from the last date
of receipt of the tenders. Any tender for lesser validity for the date on which than the tender
shall be out right rejected.
10. Security Deposit: Security deposit at 2.5 % of the estimated amount as per schedule B shall
have to be paid by the bidder at the time of entering into agreement with the concerned
Executive Engineer. This would be in the form of FDR of nationalized / scheduled bank except
co-operative. Remaining 2.5 % will be deducted from the running accounts bill (s) due to the
contractor. Security deposit will be released after six months from the date of passing of final
bill only after receipt of no due certificate from the concerned Deputy Executive Engineer (EIC).
Amount of security deposit shall be greater of these i.e. estimated amount& approved bid
amount of allotted work.
11. Tender Agreement: The contractor(s) shall be required to enter in to agreement B 1 with the
Executive Engineer for allotted work(s).
12. Quantum of Work: As mentioned in Price bid (Schedule B). However work shall be executed
depending on actual requirement. The estimated quantities may vary depending on actual
need. Contractor will not be entitled to receive any compensation in case of any decrease in
estimated quantities. Likewise the contractor may have to execute excess quantities of any
item (s) included in BOQ depending on actual requirement.
13. Excess Extra Items: The contractor is bound to carry out 50 % excess quantities of work of all
the items included in this tender as per actual need & as directed by the EIC and as suggested
by the Hydrologist. The sanction of such excess work will be accorded as per prevailing
delegation of power (DOP) of the GWSSB at the competent level. However the payment to be
made for all such excess quantum of work up to 10 % of the estimated quantity shall be as per
approved rates. Excess work carried out more than 10% of the estimated quantity the
payment shall be made as per approved rates or prevailing SOR whichever is lower.
Similarly for any extra item(s) not included in this tender are also required to be carried out as
per actual need & as directed by the EIC and as suggested by the Hydrologist. However the
payment to be considered for all such extra item(s) of work shall be as per prevailing SOR (Civil
/ Mechanical) of GWSSB. However the decision of competent authority as per DOP shall be
final & binding to the contractor.
14. A) Time limit & Compensation for Delay: (For Drilling work):
The entire tender work shall be completed within 12 Months from the date of LOA. The
contractor shall have to complete the allotted works in all respects within the stipulated time
limit which will be 30 Days from issue of pin point. The contractor is bound to carry out
estimated quantity of work on as and when required basis during the currency of the contract
which shall be 12 Months from the date of LOA. The drilling contractor can be asked to
simultaneously deploy more than one drilling rig of required capacity if asked to do so by the
Executive Engineer (Mechanical), Dahod in writing depending on urgency of work(s).
However the supervision of all works will be sole responsibility of the agency which has
entered in to the agreement. The agency should be received the Pin Point in written from
Engineer in-charge. The rig should be deployed within 7 days after receiving pin point otherwise
penalty @ Rs.500/- per bore per day will be levied. The compensation for delay in work as

liquidated damages will be recovered as per condition of printed B-1 tender form & relevant
B) The contractor(s) shall have to complete all work in all respects within the stipulated time
limit which is narrated in clause 14 above. The drilling contractor shall have to deploy drilling
rig(s) of required capacity. Work shall be allotted on as & when required basis. The
compensation for delay in work as liquidated damages will be recovered as per condition of
printed B-1 tender form & relevant clause. In the event of decrease in the estimated quantity
entitled to receive any extra compensation on this account.
C) LIQUIDATED DAMAGES FOR SUPPLY OF MATERIAL:
Material shall be supply and offered for inspection within 30 days from the date of order. In
the event of the failure of bidder or contractor to offer the material for inspection under the
supply order in the stipulated time limit and also in case of the said material not reaching at
the destination in the time limit as stipulated, GWSSB will charge liquidated damages at the
rate not exceeding 0.1% of the cost of delayed material per Day for the period of aforesaid
delay in offering the material for the inspection and also for the delay in causing the delivery
of dully Inspected materials at the destination in accordance with the stipulations under
this contract. The maximum amount of liquidated damages so recoverable shall not exceed
10% of the cost of undelivered material under supply order. In such an event, the failure on
the part of bidder or contractor will be treated as breach of the contract and the security
deposit shall be forfeited, unless written permission for extension of time limit is granted.
15. Prices & Payment:
The bidder must understand clearly that the prices quoted are for the total works or the part of
the total works quoted includes all costs due to materials, labour, equipment, tools & tackles,
transportation, loading, unloading, stacking, supervision, other services, royalties, octroi,
labour cess, State & Central Government taxes / levies etc. No claim for additional payment
beyond the prices quoted will be entertained and the bidder will not be entitled subsequently
to make any claim on any ground.
For Drilling & H.P. Installation work:
The payment will be made after satisfactorily completion of the drilling & H.P. Installation work
as per requirement and tender specifications. However, payment shall be made as per the
availability of fund and providing following Annexure with the bill.
Annexure –III & IV duly signed by the concerned Sarpanch / Talati / Teacher / Health Worker
16. Guarantee or Warranties: The contractor shall warrant and guarantee the entire work and
parts thereof against faulty or defective workmanship provided by him / them as provided in
Cl.17 of printed in B-1 tender form.
17. Jurisdiction: Jurisdiction of the contract shall as per the head quarters of the concerned P. H.
Mechanical Division office i.e. Dahod where tender agreement for the work is executed.

Dispute: In the event or any problem, dispute or differences arising out during carrying out the
contracted works, the decision of the Superintending Engineer, P. H. Mechanical Circle,
Vadodara will be final and binding on the parties to this contract.
18. In case, if any contractor (other than the lowest bidder i.e. L1 in a particular group) gives
written submission expressing his unwillingness / refusal to carry out work at approved rates,
then his EMD will be released but his right regarding this tender will be forfeited and no work

19. Income tax & all other applicable taxes, any other levies, cess, etc. will be deducted from the
bill as per applicable rates at the time of making payment.
20. The amount recoverable from the contractor by G.W.S & S. B. on any account, can be
recovered from the bills payable to the contractor(s) under this clause.
21. Payment will be made as per the approved rates of this tender for which agreement is done. In
any case, if depth of bore is required to be increased / decreased due to technical reasons
than payment will be made as per the rates of the group for which the agreement is made. If
the actual depth drilled is less than estimated depth, no compensation shall be given to the
contractor on account of decrease in estimated depth.
22. Pre-qualification is mandatory for this bid.
23. Limitation of depth of bore is as mentioned in BOQ. However the contractor is bound to drill
bore up to required depth.
24. Rates are exclusive of GST but inclusive of all other taxes.
25. The Rates to be quoted by the contractor must be exclusive of GST but inclusive of all other
taxes. GST should be paid extra on the admissible payment as per the approved tender rates
and condition of price variation; GST should be paid as per prevailing rates at the time of

A Tender inviting authority may issue Addenda to advice bidders of changed
requirements. Such addenda may modify previously issued addenda.
B No addendum may be issued after the time stated in the notice inviting
31. Evaluation of Tenders:
The bidder will have to qualify in the post qualifying criteria laid down for financial, technical
and experience criteria. In comparing tenders, the GWSSB shall consider such factors as the
time of completion, efficiency and reliability or construction method proposed, compliance
with the specification, relative quality. Evaluation criteria specifically mentioned in the
specifications will also be taken in to consideration in the evaluation of tenders. The bidder will
have to quote for item mentioned in price bid schedule (B).
32. Policy for Tender under Consideration:
Tender shall be deemed to be under consideration from the opening of the tender until such
time any official announcement of award is made. While tenders are under consideration,
bidders and their representative(s) or other interested parties are advised to refrain from
contacting / influencing personnel or representatives of GWSSB on matters related to the
tender under scrutiny. GWSSB if necessary, will obtain clarifications / additional information
on tenders from any or all bidders in writing. The bidder will not be permitted to change the
substance of his tender after bids have been uploaded. Noncompliance with this provision
shall make the tender liable for rejection.
Award of the contract or the rejection of tenders will normally be made during the tender
validity period stated in the notice inviting tenders.
A After all contract contingencies are satisfied and the letter of acceptance of the bid
(notification of award) is issued, the successful bidder shall execute the contract agreement
within maximum 10 (ten) working days and shall furnish the security deposit
(performance bond) as required herein. The contract agreement shall be executed in
form stipulated by GWSSB.
B If the bidder receiving the LOA / LOI of award fails or refuses to execute the contract
agreement, within the stated time limit or fails / refuses to furnish the bond as required
herein. The department will forfeit the security deposit / EMD and will be debarred from
participating in GWSSB tenders and blacklisted for three years.
34. Signing of Contract:
The successful bidder shall be required to execute the contract agreement in required forms
within 10 days from the date of issue of LOA / LOI with the designated officer of GWSSB as
narrated in NIT. Failure to do so will automatically entitle the GWSSB to forfeit the security

35. Disqualification:

36. STAMP DUTY CHARGES:
Stamp duty on all documents to be executed in connection with the contract to the

38. Non-Transferable:
Tender documents are not transferable.

40. Right Reserved:
The GWSSB reserves the right to reject any or all tenders, to waive any informality or
irregularity in any tender without assigning any person. The GWSSB further reserves the right to
withhold issuance the notice to proceed, after execution of the contract agreement for the
period of stated in the notice inviting tenders and no additional payment will be made to the
successful bidder on account of such withholding. GWSSB is not obliged to give reasons for
any such action.
41. GWSSB reserves right to reduce / increase the scope of work without assigning any
reasons even after the award of contract.
42. No advance for mobilization or advance on material will be given.

43. The scope of work is clearly mentioned in the tender documents. The contractor shall have
carryout the work in accordance with the detailed specifications. No deviations, unless
explicitly authorized by the competent authority of GWSSB, shall be accepted.
44. Joint venture are not allowed.
45. If any information / details provided by the bidder(s) is found false during scrutiny or at later
stage, his / their EMD shall be forfeited and shall be disqualified for the proposed work. If any
information provided by the bidder is found false after award of work, the performance security
of the bidder shall be forfeited and the contract shall be terminated.
46. Under no circumstances the contractor shall be allowed to sub contract / sublet the
work to other contractor / agency
47. Price Escalation
There is no clause / provision of price escalation on any account during the currency of the
48. SETTLEMENT OF DISPUTES AND ARBITRATION:
A) SETTLEMENTS OF DISPUTES:
i) If any dispute of any kind whatsoever may arise between the Employer and the Contractor in
connection with or arising out of the Contract, including without prejudice to the generality of
the foregoing any question regarding its existence validity or termination, or the execution of
the works whether during the progress of the work or before or after the termination,
abandonment or breach of the contract, the either parties shall have to raise/ refer their
disputes/ differences / claims in writing to the other party, within a period of 30 days on
occurrence of such events, to resolve any such dispute or difference.
ii) The contractor shall have to refer their disputes to the concerned Superintending Engineer.
After receipt of the dispute from the contractor under this clause, the Superintending Engineer
In-charge of works shall have to submit their report to the Chief Engineer within a period of
(Ninety) days. The Chief Engineer shall offer an opportunity to the contractor to be heard and to
furnish evidence in support of their disputes within 30 (Thirty) days after the receipt of the
disputes duly compiled by Superintending Engineer. After hearing the contractor regarding their
disputes along with their documentary support and the concern Superintending Engineer &
Executive Engineer in charge of the work, the Chief Engineer shall give decision within a period
of 120 (One Hundred Twenty) days or the contractor is dissatisfied with the decision within
120 (One Hundred Twenty) days after the contractor has been heard. If The Chief Engineer
does not give decision within 120 (One Hundred Twenty) days or the contractor is dissatisfied

with the decision of the Chief Engineer, the contractor shall within 30 (thirty) days after
receiving the instruction or decision, appeal to the Member Secretary, GWSSB. After hearing
both the parties the Member Secretary, GWSSB will give reasonable decision within 120 (One
Hundred twenty) days from the date of receipt of appeal by the contractor. The decision of the
Member Secretary, GWSSB shall be final and binding on both the parties. If the Member
Secretary, GWSSB does not give decision within 120 (One Hundred Twenty) days after the
date of appeal by the contractor, the contractor will have right to refer the dispute to

of or in any way relating to all concerning these contracts or the construction or effect of these

iv) Performance of the contractor under the contract shall if reasonably be possible, continue
during the arbitration proceedings and payments due to the contractors by the owner shall not
be withheld, unless they are the subject matter of the arbitration proceedings.
v) The dispute is deemed to have arisen on the date, on which Member Secretary, GWSSB shall
not give his decision as mentioned above in Clause (A) or in the case of intimation of any
decision, the contractor intimates in writing that he has finally refused to accept the offer
made by the GWSSB.
vi) Where any dispute arises between the parties to the work contract either party shall
irrespective of whether such works contract provides for any arbitration or not, refer, within
one year from the date that Member Secretary, GWSSB has not given the decision as per
Clause (A) such dispute in writing to the Tribunal for arbitration in such form and accompanied
by such documents or other evidence any by such fees, as may be prescribed.
vii) Legal jurisdiction: All question relating to this Tender shall be governed by the law of
India and shall be subject to jurisdiction of court at Gandhinagar, Gujarat.
49. Special Condition 1: If the Agency will not come for Agreement after issue of LOI/LOA
then EMD shall be forfeited and Agency will be debarred for 03 years from competing in
GWSSB contracts.

days then Security deposit shall be forfeited and Agency will be debarred for 03 years

of I.M.II Hand pump and construction of C.C. platform as per UNICEF design &
drawing with soak pit and 32 mm NB ISI marked medium duty GI Pipe at diff. villages
of Taluka: Shahera-Morva(H)) of Dist. Dahod under Different Programme.
Drilling of 215 mm dia. bore hole for 175/ 180 mm dia. ERW/UPVC/PVC pipe up to required
depth in over burden strata (maximum up to 30 meters or up to the depth as suggested by Geologist /
Hydrologist) and further drilling of 165 mm dia. bore hole in remaining rocky or sandstone strata up to
90 mtr. depth or suggested by Geologist / Hydrologist. The drilling shall be done by the down the hole
hammer type drilling rig & lowering 175/180mm dia. ERW/UPVC Pipes. The carting of pipes and other
materials of etc. should be carried out by contractor from stores to site of work at his own cost.
Drilling work shall be carried out at the sites shown by the Department. The diameter of the
hole should be 215 mm in over burden strata and 165mm dia. in Rocky & Sandstone strata up to
overall specified depth of 90 mtr. or as per suggested by Geologist / Hydrologist. The Drilling shall be
carried out in over burden strata up to maximum 30 Meters or up to the depth as suggested by
Geologist / Hydrologist. If further drilling cannot be done due to overburden up to 30 meters, or in
rocky & Hard or Sandstone strata due to Mechanical failure up to specified depth the drilling shall have
to be stopped in consultation with Engineer-in-charge and payment shall be made for such drilling
carried out by the Contractor as actual.
The 175/180mm dia. ERW / UPVC/PVC pipes should be lowered by the contractor in over
burden strata. Contractor as desired by the Engineer-in-charge will carry out the jointing of pipes.
Necessary jointing materials, steel bended plates etc. should be provided by the Contractor at his own
DRILLING OPERATION:
The Drilling operation for drilling of Bores should be carried out by suitable rig to satisfy
(A) For Drilling Through overburden:
1. The diameter of the bore in the over burden shall be sufficient for insertion of 175/180 mm dia.
ERW / UPVC / PVC casing pipes with the joints and leaving sufficient annular space for
grouting the casing pipe with sticky clay or local soil etc. Annular space between bore hole
and casing pipe should be filled up with sticky clay or local materials etc.
2. After completion of overburden strata, the bore should drilled up to 1.00 mtrs. in rocky / Hard /
Sandstone strata. So that casing pipes can be properly embedded in the Rocky / Hard /
Sandstone formation.

3. After the casing pipe is embedded in the rock, the same is to be grouted with materials like
sticky clay or local materials etc. so, as to avoid leaking of drain water in the bore.
4. Drilling of 215mm dia bore in over burden strata is compulsory up to 30 mtrs. or as suggested
by Geologist / Hydrologist.
(B) For Drilling Through Rock:
Bore though rocks shall be of 165mm dia. and the total depth from the ground level of the bore
shall up to 90 mtrs. or as per the recommendation of the Hydrologist / Jr. Geologist ( Depth up
to 200 mtr ). No extra rate will be paid separately.
LOWERING OF CASING PIPES:
1. Casing pipes shall be properly socketed, welded & screwed, so as to ensure a continuous
length lowered through the over burden, so as to reach at least 0.15 mtr. Inside the hard rock.
The length of casing pipes should be kept such that at least 0.30 mtrs. Remains projected
above the Ground Level. After completion of the work at site, the top of the casing pipes shall
have to be closed either by a screwed or by welded cap plug (if required for HP Installation)
unless pump is fitted immediately after completion of the bore.
2. The casing pipe shall be lowered in such a manner so that it remains vertical so as to ensure
installation of pump.
3. The depth of bore to be drilled as per the recommendation of Jr. Geologist / Hydrologist shall
be less or more depth. If the bore required to be drilled beyond the specific depth 90 mtrs. the
contractor shall be bound to carry out such work at the rate mentioned in "Schedule : B".
4. All the tools and tackles or plants and other suitable machinery required for work for drilling,
developing, gauging etc. for the Tube well & installation of Hand pump shall be provided by the
Contractor at his own cost at the site of work.
5. In case of any item not covered by the specifications stated herein the Contractor shall carry
out such work strictly, according to written instructions of Engineer-in-charge, which will be
binding to the Contractor and shall have to carry out such work at Departmental Schedule.
The rate shall be mutually agreed up on, however, the decision of the Engineer In charge will be

depth, the Executive Engineer or his representative shall have authority to instruct the
Contractor to stop the work. For reduction in the quantity of the work, the Contractor shall not
be eligible for any compensation.
7. If the bore is required to be drilled above the specified depth, the Contractor shall be bound to
carry out such additional work, including drilling providing and lowering of casing pipes as may
be necessary. The relevant specifications regarding drilling providing and lowering pipe, taking
yield test and strata sample etc. shall also apply in case of such additional work. The rates for
additional work will be paid as per the rate fixed.
8. Lowering and fixing of housing and casing shall be carried out in workman like manner. The
contractor shall be responsible for workman compensation in case of any accident. In case of
dispute or overlooked items the decision of the concerned Executive Engineer shall be final
and binding to the Contractor.

9. The contractor shall clear the site before starting of the work and after completion of the work
and shall hand over the bore with final finishing of the work to Gram Panchayat. As directed by
the Engineer-in-charge which shall have to be done by the Contractor at his own cost.
10. The approach roads to site of work may be Kachha roads and contractor shall have to make his
own arrangements for repairing of the road and maintain the same for transporting his
materials and equipment at his cost, which shall be utilized by the department for inspection
11. The list of the locations, where bore well are to be drilled will be provided at time of Tender
agreement and Similarly, the actual site of work will be given to the Contractor by the
Geologist or Engineer-in-charge from the respective Mechanical Division / Sub. Division after
agreement within three days.
If a well is rejected on account of faulty workmanship or negligence on the part of the
Contractor as well as if, the verticality is not within the permissible limit the bore shall be
rejected and the Contractor shall have to drill a new bore including lowering pipes etc. at his

14. On completion of drilling work up to the required depth, the bore is to be developed and
cleaned by suitable capacity air compressor up to the sand free discharge.

16. Issued of Materials and Transport:
The casing pipes for insertion in over burden & other Materials shall be issued to the
Contractor from Departmental store. Contractor without any extra charge will make
Transportation and Loading and Unloading of pipes Hand pump etc. and any other Materials
from sub division store to the site of work. The safe handling and custody of such materials
shall be the responsibility of the Contractor & same access materials should be handed over
back to department before final bills.
17. SIZE OF BORE PLUG :

1. Before starting of installation work contractor should have to confirm list of successful bores
with dept. & other required details during installation of Hand Pump, contractor should have to
remove bore plug fixed to the open top and of the casing pipe and measure depth of bore /
Tube well and measure static water level and ensure that it is free from any obstruction. If any
obstructions found during the installation, he should have to inform the Engineer-in-charge.
2. While installation of Hand Pump, contractor should have to excavate pit size, 76 cm x 76 cm x
3. Cement concrete ratio is to be of 1:2:4 mean that C.C. ratio is of 1 Part of Cement, 2 Part of
send and 4 parts of 20mm Metal (Kappchi).

10. Before lowering of pipes and rods, for installation check that pipes and rods thread should be
of good finish and clean.
11. Contractor should use jointing compound and tighten fully. Wipe off excess jointing
compound. As such all the component of Hand Pump set should be assembled properly so
that minimum repairing work arises.
12. The pipes, rods etc. should be tighten and lowered firmly so as to get the quite vertical string

13. The pipes and rods along with cylinder should be lowered so as to get the maximum advantage
of the depth of the bore drilled. Even in season of summer with respect to S.W.L. discharge
and draw down of the bore and handling should be free
14. To protect the newly constructed C.C. work arrangement such as keeping suitable fencing by
local material so as to avoid damage to the C.C. work is to be made by the contractor. If any
damage before hardening of C.C. works, contractor has to repair or reconstruct the work.
15. If, under any circumstance, any of pipes, Hand Pump rod etc. falls in to the bore, contractor
will have to remove such things at his own risk and cost and will have to re-lower pipe and

18. Compulsory bore drilling & Hand Pump installation weekly progress along with certificate of
satisfactorily working and C.C. work from Sarpanch / Talati / Teacher / Health worker / Care
taker etc. should be submitted to the Sub-Divisional Office of each last working day of week.
19. Hand Pump handle chain should be Lubrication by Graphite Grease free of cost during
installation of Hand Pumps by the Contractor.
20. Work should be of good finish and as per the specification, design, and standard of UNICEF
and the Dept. Any change in design from contractor will not be allowed without prior
permission of Executive Engineer.
21. Contractor should collect from concerned Sub-Division printed post card of Hand Pump
repairing and distribute free of cost to Sarpanch / Teacher / Health Worker / person staying
near by Hand Pumps.
22. The H.P. set shall be installed only after bore drilled pipes lowered, strata chart prepared, and
approved by the Jr. Geologist, / Hydrologist, Bores checked, measured, accepted by the
Engineer-in-charge and Dy. Ex. Engineer.
23. In the interest of GWSSB, the GWSSB bore Depth, Casing pipes 32mm dia. pipes, Date of
Installation etc. details to be embossed on C.C. plate form, by the Contractor Free of Cost.
24. Lowering and fixing of rising pipes shall be carried out in workman like manner. The contractor
