The Envelope No.1 i.e. the first envelope shall contain Technical Bid and qualification
bid along with tender fee and EMD shall be marked as Envelope No.1.

No.1 and 2 shall be placed in one main cover which should thereafter be also

6. This notice of inviting offers shall form part of the contract documents.
7. The Architect / Agency shall have to submit the information

8. The architect / Agency shall submit the offer, which satisfies each and every
condition laid-down in this notice and offer documents, failing which, the offer will
be liable for rejection.
9. Architect / agency shall submit all soft copies in editable format and if at all
any security provision are made same shall be made available to DCF Social
Forestry Division Dahod.
10. As this is a time bound work, Deputy Conservator of Forest Social
Forestry Division, Dahod as competent authority may allot the part of works at
the same rate independently to other agencies for timely completion.
11. The work is time bound and has to be completed before 30th June 2027 or the
celebration of Gujarat State level Van Mahotsav
12. The architect / agency can obtain the basic Survey details of the site if required
from the department for making the presentation/ plan.
13. Designs for the operation of the Sanskrutik van or any unit shall be submitted
within the stipulated time after communication, to the department/ DCF. It is
instructed that the design must be submitted within the stipulated time limit. If the
design is not submitted within the specified timeframe, a penalty of ₹5000/- per unit
per day will be charged as penalty.
14. If the L1 agency fails to perform the assigned work or designs or causes
unnecessary delay in the execution of work, then the work may be allotted to the
L2 agency at the same L1 rate. The decision of the Deputy conservator of forests
Social Forestry Division Dahod shall be final in this case and in case of any dispute
over this, same shall be referred to CF Godhra and the decision of CF Godhra shall
be treated as final in this.”
15. Pre bid meeting by the architect / agency or authorized representative is
compulsory. Failure to attend pre bid will make the bid invalid / rejected and liable
to technically disqualified.
16. Site is situated in the remote rural and to understand the geography and terrain,
visit by the architect / agency or authorized representative is compulsory and site visit
certificate shall be attested by the Dahod SF range only. (Annexure -A). Failure to
provide the site visit certificate shall make the bid invalid / rejected.

1. SCOPE OF WORK:
The scope of work in Sanskrutik Van includes:
Construction and civil works, water and irrigation related works, electricity &
electronic works, sculpture and other structure designs, mural designs, plantation
works, works related to interpretation centre and other related works etc. The
architect cum master planner is expected to provide following services.
The work of designing, implementation and monitoring of landscape plan,
preparation of estimates, and structural designs for construction works with
technical sanction, preparation of tender documents, implementation of special
infrastructures including digital infrastructures for different components of
Sanskrutik Van with planning of ceremonial events.
The Architect / Agency is required to provide services in respect of the
1.1 Site appraisal and suitability.
1.2 Site planning.
1.3 Irrigation design.
1.4 Open space design - hard and soft areas.
1.5 Planting design
1.6 Landscape structures and features.
1.7 Garden Furniture design.
1.8 Illumination design.
1.9 Graphic design and signage.
1.10 Co-ordination of external services.
1.11 Periodic inspection and evaluation of works at site.

2. SCHEDULE OF SERVICES:
After taking instructions from the officer-in-charge, render the following services:
[STAGE 1] CONCEPT DESIGN:
(a) Carry out site analysis and furnish a site appraisal report with regard
to the potential of the site vis-a-vis activities.
(b) Prepare drawings and documents and get done the detailed survey
and soil investigation at the site of the project.
(c) Furnish preliminary scheme for site planning.
(d) Prepare conceptual landscape design with reference to requirements
given and prepare rough estimate of cost on area basis.
[STAGE 2] PRELIMINARY DESIGN AND DRAWINGS:
(a) Modify the conceptual design incorporating required changes and prepare
the preliminary drawings, sketches, etc. for the officer-in-charge’s
approval along with preliminary estimate of cost on area basis.
[STAGE 3] DRAWINGS FOR STATUTORY APPROVALS:
(a) Prepare drawings necessary for statutory approvals and ensure
compliance with codes, standards and legislation, as applicable.
[STAGE 4] WORKING DRAWINGS AND TENDER DOCUMENTS:
(a) Prepare working drawings, specifications and schedule of quantities
sufficient to prepare estimate of cost and tender documents including code
of practice covering aspects like mode of measurement, method of
payments, quality control procedures on materials & works and other
conditions of contract. Also this will include getting all the necessary technical
sanctions from statutory authorities.
[STAGE 5] CONSTRUCTION:
(a) Prepare and issue working drawings and details for proper execution of
works during construction.
(b) Approve samples of various elements and components.
(c) Check and approve any drawings submitted by the contractor/ vendors.
(d) Visit the site of work, every week at least twice, to inspect and evaluate
the Construction Works and wherever necessary clarify any decision,
offer interpretation of the drawings/specifications, attend conferences and
meetings to ensure that the project proceeds generally in accordance with
the conditions of contract and keep the officer-in-charge informed and
render advice on actions, if required.
(e) In order to ensure that the work at site proceeds in accordance with the
contract documents/ drawings and to exercise time and quality controls,
the day-to-day supervision will be carried out by an Architect-in-charge,
who will work under the guidance and direction of the Architect and shall
be appointed and paid by the Architect.
(f) Issue Certificate of Completion of Civil Works and plantation works.
[STAGE 6] COMPLETION:
(a) Prepare and submit completion reports and drawings for the project as
required and assist the officer-in-charge in obtaining "Completion /
Occupancy Certificate" from statutory authorities, wherever required.
(b) Issue two sets of as-built drawings including services, structures and

4. The evaluation of the bids would be carried out as under:
1. The bidder will be selected as per Combined Quality Cum Cost Based
Selection (CQCCBS) procedure.
2. Weighting of technical evaluation score to financial evaluation score will
be 70:30, the total marks are 100. (70 for technical evaluation and and 30 for
financial evaluation)
3. Financial Bid will not be opened until evaluation of technical qualification
bid has been completed and the result approved by the competent authority.
The Financial Bid shall be opened online in the presence of the bidder’s
representatives, who choose to attend. The name of the bidders, the proposed
financial quotes shall be read aloud and recorded when the Financial Bids are
opened online. Minimum technical qualification required for opening of
financial bid is 50 marks.
4. The price bid with lowest amount quoted in terms of percentage of net
estimate of work allotted will be allotted full marks i.e. 30 marks. Calculation
would be done as per the normalized marking system for rest of the bidders.
For example if party A has price bid of 2% , party B of 4% and party C of 6%
, then quote of party A being minimum will be taken as Fmin and party A
would be assigned full marks i.e. 30. Now for party B the normalized score
would be calculated by formula Fn=Fmin/Fb*30 . So in this case normalized
score in financial bid for party B is 2/4*30=15. Similarly normalized score
for party C will be 2/6*30=10.
5. Total score will be sum of technical score and financial score. Party with
highest total score would be selected.
