Manpower Services for Sakala Mission

Minimum Five years of experience in deploying Manpower and should upload minimum of 03 work orders with not less than 100 Manpower in a given work order during last any 03 years. Work Orders and Satisfactory Certificates signed with seal by competent authorities should be uploaded on the e-procurement portal to substantiate the same.

The Bidder must be a company registered under Indian Companies Act 1956 or the Proprietary/Partnership Act 1932 or an LLP or a Private Ltd should have been in operation for a period of at least 5 years as on bid date.

The tenderer has to submit the Latest Valid Form-C issued by the Labour Department.

The Bidder should have Positive Net Worth as on bid date.

The Tenderer must have been ISO 9001-2015 ISO 27001-2013 & 20000-1&2018 certified for Providing Manpower services.

The Tenderer should have paid ESI & EPF Payment within the Stipulated Due time. Tenderer should provide ESI Payment Challans from April -2023 to the latest month and should also provide portal login credentials to verify the same.

The Tenderer should have minimum of 10 Employees on its own roll (Employees who are full time, permanent staff directly employed by a Company). The supporting documents of ECR copies must be uploaded along with previous 3 months ESI and PF challan.

The Tenderer preferably has to submit Last Three years paid receipts with minimum of 100 Employees of labour welfare fund paid to the welfare commissioner Karnataka labour welfare board (FORM-D) to be submitted.

The Tenderer must provide NOC Certificate from respective statutory departments regarding No due in EPF, ESI and PT contribution of employees for the preceding 3 years i.e (2022-23, 2023-24, 2024-25) and also should provide certificate from labour inspector regarding No Cases against the Tenderer

Participating Firm should submit self declaration for Non blacklisting of their firm anywhere in India.

The Tenderer should have the following registrations and should furnish supporting document a.Registration under Employees Provident Funds,1952.b.Registration under Employees State Insurance Act, 1948.c.Registration under the Goods and Service Tax (GST).d.Registration under Professional Tax. e.Registration under the Shops and Commercial Establishments Act, 1961.f.Udyam registration Certificate g.pan

Tenderer must submit the payment Challans of GST and Professional Tax in the recent past three years without fail.

Balance Sheet, ITR and Profit and Loss Account of the Tenderer for the three years (2022-23, 2023-24, 2024-25) duly certified by a Chartered Accountant

Average Annual Turnover for the three financial years (2022-23, 2023-24, 2024-25) should not be below Rs.9 Crores each year and should be duly certified by a Chartered Accountant.

Notarized details of total turnover from human resource services for FY 2022-23, 2023-24 and 2024-25 must be enclosed. (Turnover i.r.o human resource)

The bid will be considered in technical evaluation only if a consent letter is submitted agreeing to receive bill payment through NEFT and to disburse remuneration to staff every month.

If reimbursement of remuneration invoice is delayed due to administrative reasons, indicate the number of months for which the agency will pay staff remuneration on reimbursement basis. If the agency is not willing to pay remuneration for a minimum of three months, the bid will be rejected at the technical bid scrutiny stage itself. Weightage will be given to bidders willing to pay for more months.

The manpower agency must have minimum 03 years of experience in providing human resources related to Information Technology and Management Consultancy, and must furnish attested experience certificates from concerned Government/Private organizations in this regard. Higher weightage will be given to agencies that have provided services of a larger number of Graduates/Post-Graduates.
