1. Installation, testing and commissioning of 25 Watt VHF synthesised transreceiver set, 2. Supply, of 25 Watt VHF Digital Radio Set as per RDSO Specification No. RDSO/SPN/TC/107/2018 Ver. 2.1 or latest. 3. Supply, fixing and wiring of surge protection device in attachment plug module with replaceable aurge protection for coaxial signal, interfaces N-connector plug/socket installed as surge protection between antenna and 25 W VHF sets,

(1). The tenderer shall have a valid Dealer Possession License (DPL) issued by WPC to comply with all applicable WPC regulations. A copy of the valid DPL shall be submitted along with the offer. Failure to submit the required document shall lead to summary rejection of the offer. In terms of RDSO File No. RDSO- ELE0LKO(SPEC)/9/2019-O/o Jt. Director/Tele-1/RDSO dated 27.06.2025, it has been stated that necessary testing and " MTCTE certification process may take a few months; hence, the bidders may be allowed to participate in tenders provided they present a valid MTCTE certificate before commencement of deliveries ". In view of above letter, the tenderer upon whom order is placed shall present a valid MTCTE certificate before commencement of deliveries. Any offer which gives deviation to or does not agree to provide " valid MTCTE certificate before commencement of deliveries . in case order is placed will be summarily rejected. The bidders have to submit declaration for this at the time of bidding. (2)The tenderer shall enclose clause- wise compliance of all clauses of the applicable RDSO Specification. Offers received without clause-wise compliance shall be summarily rejected. 3) Only those offers shall be considered valid in which the offered make and model of the 25 Watt VHF Digital Radio Set has successfully passed RDSO Type Test as on the date of tender opening 4) The tenderer shall submit an undertaking that they will provide a Fitment Guarantee Certificate for the accessories from the OEM at the time of supply.

(A) Tenderer with satisfactory past performance for the tendered item / walkie talkie (with same/equivalent drawing/ specification) within last 3 years for minimum 20 percent of the tendered quantity against a single order to any Zonal railway or railway Production Units (PUs) shall only be eligible for full/bulk order. (B) The onus of submission of requisite documents (such as copies of Receipt note for stock items, receipt & acceptance for Non Stock items, capacity & capability credential, M&P required for manufacturing tendered item, T&P, Technical manpower, in house testing facilities, MSE credentials, financial credential PAN no/ITCC etc.) along with their e-offer regarding 'Bulk order' or 'Developmental order' lies with the tenderer. In case the tender do not submit the requisite documents as detailed above along with their e-offer, the tender will be decided on the basis of their past supply performance records in IR as available with SECR [if any]. (C) All other offers can be considered only for developmental order upto 20 percent of the net procurable quantity provided tenderer is a manufacture or registered with any of the Zonal Railways/PU/CORE or MSE firm for the tendered item [Or for the item having same description, but of different sizes/ratings/capacitiesl subject to their rate being lower than the rate of the lowest bidder eligible for bulk order. (D) In case tenderer participates as an authorized agent, then performance as required shall be that of Principal authorizing the agent. It may also happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal.e tenderer participate as an authorized agent, then the performance as required above shall be that of the Principal, authorizing the agent. lt may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal. (E) Bidder to quote with Bid Specific authorization directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEM's authorization certificate should be on company's letter head and must contain the full name, designation, active e-Mail address& Mobile number of the authorized signatory along with company's stamp. Without these the authorization certificated from OEM will not be considered as valid and offer will be summarily rejected without any back reference and no representation will be entertained. Bidders have to submit bid specific authorization from OEM otherwise their offer will summarily be rejected

Submission of EMD & SD is governed by SECR Tender condition 2019 and Correction slips with latest updation till the date of tender opening. (i) Submission of EMD@2% of the estimated value of the tender subject to Max. Rs.20 Lakh as per Correction Slip No.001. (ii) Submission of SD: For all tenders issued performance security/security deposit shall be 5% of total value of contract and shall be taken from all vendors for contract value above Rs.25 Lakhs subject to the applicable exemptions.
