Technical Bid

Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Tenderer shall not quote a Total Wage Cost amount in Table-1 of Form-9B that is less than the Minimum Wage Cost (Wage Cost and Minimum Service Charge Value) of Rs. 40,83,19,763.98 (inclusive of GST) in the KPP Portal and in Form-9B. Any Tenderer whose quoted amount is less than the Minimum Wage Cost (Wage Cost and Minimum Service Charge Value), inclusive of GST, as specified above, shall be considered non-responsive, and such bid shall be summarily rejected. In this regard, the Tenderer shall submit Annexure-N. Note-The Wage Cost amount specified above shall not be construed as the Tender Total Amount. The Tender Total Amount shall be inclusive of GST and shall comprise the Wage Cost inclusive of GST, Service Charge inclusive of GST, and the cost of Consumables (Monthly and One-Time) inclusive of GST and Machineries inclusive of GST, as specified in Form-9B of Financial Package-Volume 2.

In the event of non-submission of the Undertaking as per Annexure-N of Qualification cum Technical Package, the Tenderer shall be considered Technically Non-Responsive and shall not be considered for further evaluation.

Tenderers have to upload scanned copy / proof of the Pay Order or Bankers Cheque / Demand Draft / BG/e-BG along with the bid and has to ensure delivery of hardcopy to BMRCL within Five (05) days of Bid END Date. Failure to submit the hardcopy of EMD as specifed, the Tender shall be rejected.

Technical Criteria

Past Experience

Experience of having successfully completed similar works in providing mechanized cleaning and housekeeping services during the last Seven (07) years ending last day of month previous to the one in which Tender is invited should be either of the following. 1.One similar completed service with annualised value not less than the amount equal to Rs. 13.16 Crore. Or 2. Two similar completed service with annualised value not less than the amount equal to Rs. 8.23 Crore each. Or 3. Three completed service with annualised value not less than the amount equal to Rs. 6.58 Crore each in any Metros/ Railways/ Airports/ Large PSUs/ Nationalized Banks/ Central / State Government/ Large Private Sectors/ Reputed Organizations.

Financial Status

Should have in the last Five (05) years i.e., 2020-21 to 2024-25 achieved in at least Two (02) Financial years, a minimum Financial Turnover of Rs.32.9 Crore.

Audited CA Certificate of Annual TurnoverITR Filed Copy (Mentioning PAN)

Should have liquid assets and/or availability of credit facility of not less than Rs.4.11 Crore.
