Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

Conditional tenders will not be accepted.

As per Karnataka state government order LD/300/LET/2006 Bangalore dated 01-01-2007 and Govt letter No.PW/134/BMS /2007/dated 27-07-2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

All the Formats prescribed in the bid documents shall be filled in complete manner. ( section 3 & 4 of the bid document ) and shall be uploaded properly, signed by Tenderer . Necessary Certificates shall be uploaded along with the formats wherever required. General documents Section can be used for this purpose.

The tenderer should submit proposed methodology and program of construction, backed with equipment and materials duly supported with broad calculations and quality management, plan, proposed to be adopted, justifying of execution and completion of the work as per technical specifications within the stipulated period of completion.

Department will not supply any equipments/materials.

It may be noted that the cost of the Tender form shall not be refundable.

The employer is not responsible for any delay in accessing KPPP.

The Employer reserves the right to reject one or all tender without assigning any reasons whatsoever.

Further particulars, if any, required by the Bidder can be had from the office of the Executive Engineer, PWD Division Dharwad during office hours on all working days. It may be noted that if any of the dates mentioned above happens to be a holiday next working day will hold good in lieu of the dates mentioned.

The Bidder should employ only registered employees/labours as per Govt. Circular No.PWD/198/BMS/2009/ Dated: 24-06-2009. As per EPF & MP act 1952 in respect of of the employees engaged by or through contractors, agencies and contractors shall have provident fund code no. & all the contract employees deployed by them are enrolled as members of provident fund.

Tender invited only for eligible Bidder/consultant should be registered with companies/empanelled in Karnataka PWD or any Karnataka Govt.

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2 : Instructions to Tenderers (ITT), will only be considered for evaluation.

The Rate quoted shall be include Remuneration for Key professional staff, Supporting Staff, Transportation, Duty Travel to Site, Office Rent, Office Supplies, Utilities and Communication, Office Furniture and Equipment, Reports and Document Printing, Surveys, all other taxes as applicable and other incidental items which are necessary for the successful completion of the work.

The Tenderer must submit Work Experience/Consultancy work done documents duly attested by Gazzeted Officer and also produce original documents to the Executive Engineer for confirmation.

The tenderer shall note that rates quoted are exclusive of all taxes, GST etc., It may be noted that GST will be paid separately

THE BIDDERS/CONSULTANTS ARE INSTRUCTED TO SUBMIT ONLY RELEVENT INFORMATION WITH RECORDS AS REQUIRED AND SPECIFIED IN QUALIFICATION CRITERIA.ANY JUNK, SUPERFLOUS AND UNNECESARY DOCUMENTS IF UPLOADED WILL TREATED AS MISLEADING AND SUCH TENDERS ARE LIABLE TO BE REJECTED.

The Assignment of preparation of DPR and Structural design drawings including land acquisition proposals shall be completed within 30 Days from the date of Agreement.

The tenderer should be empanelled in Karnataka PWD or any Karnataka Govt. Department

The turnover certificate shall invariably contain UDIN

Item including cost and conveyance of all materials lead and lift charges loading and unloading charges labor charges all incidental charges hire charges of all machinery and equipment required for successful completion of work etc. The work shall be executed as per standard technicals(if applicable)

As per Government circular no FD 355 EXP-12/2024 dtd01.08.2024, Letter of Intent (LoI) will be issued in Karnataka Public Procurement Portal 2.0 software, contractor has to accept LOI online and submit the BGs through KPP portal within 20 days. if not, tender will be rejected as per Guidelines.

If any, additional information required, the same may be obtained from the office of the Executive Engineer, PWD, Dharwad Division, Dharwad during of office hours on all working days. It may be noted that if any of the dates mentioned above happened to be a General Holiday, the next working day will be considered

The Bidder shall not furnish any fake/fabricated/false information or withhold facts etc., if the bidder is found to have violated any of these above (found either during evaluation or after awarding the tender), the tender shall be rejected and action as per rules and regulations shall be taken against the Bidder

All precautions should be taken by the contractor so that there are no damages to such public/ private properties

All safety precautions, warning signs, night illumination, refectors,deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity.Contractor should indemnify the client to that extent

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents K/C-7

Failure of successful consultant to compile with the requirements shall constitute sufficient grounds for cancellation of the awards forfeiture of the earnest money deposit asper prevailing Govt circular/Orders.

The Assignment of preparation of DPR and including Structural design drawings shall be completed within Three month from the date of Agreement and the Assignment / Agreement continues till the physical completion of the proposed work.

The EMD of Rs. 11,000/- by e-payment in favour of Executive engineer, PWD Division Dharwad & Part(2) of the EMD.,Rs. 0.00/- by Bank Guarantee issued by Nationalized/Scheduled Bank. Contractor should upload the scanned Copy of Bank Guarantee issued by Nationalized/Scheduled Bank. Original Bank Guarantee should be handed over by the bidders TO THE EXECUTIVE ENGINEER

The task should be completed within 30 days from the date of signing of agreement with the clinet.

The consultancy has to co-ordinate with the Department / contractor during the execution of the work.

The consultancy has to prepare structural designs including structural drawings for Preparation of Detailed Structural Designs including Structural Drawings, Steel Detailing, Topographical Survey on Existing alignment, Hydrological survey and investigation, Geotechnical investigation for Construction of Bridge at Km.387.90 on SH-01 Padubidri-Chikkalagudda in Dharwad Taluka of Dharwad District.

To visit the site prepare the layout drawing along with building plan & elevation., To prepare the structural design drawings along with service drawings based on the site conditions & considering the SBC of the soil, Visit to the site as and when client desires, to visit the site for guiding the client during the execution of work.

The Department will not provide any office infrastructure and services facility to the consultant, The SBC of the soil will be provided by the Department for the design of the structure.

In case the given time schedule for submissions is not adhered to by the consultant, a maximum of 7 days grace period shall be allowed, after which a penalty of 0.1% of the consultancy fee per day will be levied. The penalty amount shall be deducted from the fees, The maximum penalty shall not exceed 10% of consultancy fee, The services of the consultant shall be terminated if total penalty exceeds the maximum penalty.

To qualify for this tender the bidder has to attend the prebid meeting held at PWD DIVISION OFFICE Dharwad on 06-04-2026 at 12.30 am and obtain the certificate of qualification to bid for the tender and Upload the Same in KPPP
