CONDITION OF CONTRACTS
1. The contractor shall, at their own expense, make all necessary provisions for
water supply and sanitary arrangements for their employees as well as for the works,
and shall pay directly to the concerned authorities all applicable rates, taxes, and
2. All royalty charges, octroi, and other duties shall be paid by the contractor,
and no extra claim shall be entertained on this account.
3. Rejected materials shall not, under any circumstances, be permitted to remain
on the site. If, despite a written order to remove them, any such rejected materials
remain on the site beyond a period of 48 hours after notice, the Engineer-in-Charge
shall have the right to remove the same at the risk and cost of the contractor, and
may also destroy them if necessary.
4. This is a percentage rate tender. The contractor shall quote the rates as Above
or Below in the tender document. The General Specifications of the P.W.D.
Handbook, Volumes I and II, shall also apply.
5. It must be distinctly understood that the condition of contract and of claim in
respects of extra work will not be allowed the quantity of each item is estimated
means bills will be given for the actually work done as per tender rate.
6. On completion of the work the site shall be cleared by the contractor before
final bill payment and ground brought to original state and they shall not be entitled
for any extra claim on this account.
7. The Engineer-in-Charge shall fix the hours of work. No work shall be
executed beyond these hours, during nighttime, or in the absence of the Engineer-in-
Charge. The box measurements shall be recorded only in the presence of the
Engineer-in-Charge or his authorized representative.
8. Contractor will be asked to present the sample of material and approved
sample will be preserved at his own expense at the site of work and no change in the
approved sample will be allowed without the written permission of the engineer in

14. The contractor shall keep full time qualified civil engineer at site who shall be
fully authorized to receive and comply with such instruction as given by the
engineer in charge. The engineer in charge shall have the right to deem the removal
of any technical person skilled or unskilled who in his opinion are considered to bad
workmanship in the execution of work or to cause indiscipline.
15. The Market Committee or its Administrator reserves the right to make any
changes in the design and plans of the works, and the contractor shall be bound to
carry them out at the unit rates tendered. No claim or compensation will be allowed
on this account.
16. The work shall be done which will be satisfy pass by engineer in charge and
the chairman of the market committee or Administrator
17. The earnest money paid by the contractor at the time of giving tender that
amount will be transferred in to security deposit moreover 4 % amount will be
deducted from each running bill for the security deposit.
18. Total Security deposit will be released after 6 Months from the date of
completion report given by engineer in charge
19. In this tender, the quantity of each item is only approximate. This means that
the quantities are estimated, and the actual work done by the contractor will be paid
at the tendered rates. The contractor is bound to carry out up to 30% more or less of
the construction work at the tendered rates.
20. For the in-com tax, sale-tax and other charges amount at Govt. rules will be
deducted from bill as per engineer instruction.
21. In the case of extra item the rate of extra item will be as per government
S. O. R. or that rate which is fixed by engineer in charge.
22. 1% water charge will be deduct from bill if market committee will provide
water facility.
23. 1 % Labour cess will be deduct from each Running bill
24. For income tax, sales tax, and other charges, 1% CGST and 1% SGST, as per
government rules, will be deducted from each bill as per the instructions of the
Engineer. The contractor is fully responsible for paying the GST on all materials
used in the construction work to the Government.

cement which is suggested by market committee that shall be used in construction

1. Excavation for Road Work
• The contractor shall, at his own expense, clear the site, set out the works, and
provide necessary labor, drainage, and other arrangements to enable the
Engineer to check all setting out. The contractor shall correct all errors.
• Excavation for all works shall be carefully carried out to the specified levels,
shapes, and dimensions.
• Excavation in ordinary soil includes ordinary and hard soil, stiff heavy clay,
hard soil, soft compact murrum, or any material that can be removed by the
ordinary application of pick-axes.
• Excavated material required for filling shall be used accordingly, and any
surplus material shall be removed and spread on the site as directed by the
Engineer, without any charge, within 200 feet of the work site.
2. Supplying Stone Aggregate (40–63 mm Size)
• The stone aggregate shall be obtained from a quarry approved by the
Engineer, including all lead and lift. The stone aggregate shall be hard, rough,
sound, and durable. Pieces shall be angular and roughly cubical in shape;
rounded, elongated, or flaky materials shall be rejected. The stone shall be
40–63 mm in size and shall be hand-picked from the upper surface layer of
the quarry. Materials from other layers or boulders shall be rejected.
• Stacking shall be done by filling standard steel boxes of size 2.00 × 1.50 ×
0.50 m, supplied by the contractor at his own cost. Regular stacks shall be
made on fairly level ground, and stacking shall be carried out as directed by

carried out well in advance of spreading.
• The contractor shall maintain all stacks in proper size and order until the
materials are measured and finally accepted by the Engineer-in-Charge.
• Spreading of the materials shall not be allowed until the materials are fully
stacked and completed.
• The rate includes the cost of collection, conveyance to the site with all lead
and lift, and filling in the boxes, including all labor, tools, equipment, and
other incidental expenses. The rates quoted are inclusive of all tools, duties,
fees, royalties, taxes, etc.
• The material used as murrum shall be of approved quality. Any material
found inferior shall be rejected, and the contractor shall remove such material
from the site at his own cost. The material shall be collected from quarries
approved by the Engineer-in-Charge.
• The murrum shall be free from all rubbish, dust, organic materials, and clods
of black cotton soil. Materials shall not be collected from within the road
• For road work, complete stacking of murrum as per requirements shall be
carried out in advance. The murrum stacks shall be checked and approved by
the Engineer before spreading.
• The rate includes the cost of collection, conveyance to the site with all lead
and lift, and filling in the boxes, including all labor, tools, equipment, and

• The rates quoted are inclusive of all tools, duties, fees, royalties, taxes, etc.
4. Spreading Stone Aggregate
• The metal shall be spread under careful supervision by trained personnel.
Construction shall ensure uniform spreading as per the collection of metal.
The contractor shall spread the metal fully from the stacks without leaving
any balance, unless specifically directed by the Engineer-in-Charge to retain
some stacks to correct unevenness or depressions during rolling.
• The road surface shall be marked out into lengths over which the contents of
the heaps are to be spread. Bunds of earth or murrum shall be made along the
outer edges of the metaling simultaneously with spreading. These bunds shall
be spaced at intervals equal to the width of the road to be metaled and shall be
sufficient to prevent loose metal from spreading during consolidation, as well
as to retain water used during construction.
• The metal shall be screened to remove rubbish, dust, grass, and other foreign
materials. During rolling, all surface irregularities, hollows, depressions, or
humps shall be corrected. The spreading of metal in the required layers shall
be carried out by the contractor.
5. Spreading Murrum
• Spreading of murrum shall commence only after the full supply has been
collected, measured, and recorded in the measurement book, and after the
stone aggregate has been rolled and dressed to the required camber and grade.
• The binding material (murrum) shall be spread over the metaled surface
uniformly. It shall fill the interstices of the metal and form a smooth running
surface. Only the quantity of murrum specified for blindage shall be used.
• After application, the surface shall be copiously sprinkled with water, and the
resulting slurry shall be swept in using hand brooms or mechanical brooms to
fill all voids.
6. Rolling Work
• Rolling of coarse aggregate shall be done using a power roller of 8–12 MT
capacity. The weight of the roller shall depend on the type of aggregate and as
directed by the Engineer-in-Charge.
• On normal sections, rolling shall begin from the edges, gradually progressing
towards the center. On super-elevated portions, rolling shall proceed from the
inner edge to the outer edge. The edges shall be compacted first, moving the
roller forward and backward. Successive passes shall be made parallel to the
centerline, overlapping the previous track by half the roller width.
• Rolling shall continue until the aggregate is thoroughly keyed and no creeping
of material ahead of the roller is observed. Rolling shall not be done when the
sub-base is soft, yielding, or produces a wave-like motion in the subgrade.
• The rolled surface shall be checked transversely and longitudinally using
templates. Any irregularities shall be corrected by loosening, adding or
removing aggregate, and rerolling until the surface conforms to the desired
camber and grade. Screening shall not be used to fill depressions.
• Blindage material shall be applied in two or more layers at a slow, uniform
rate. After each application, the surface shall be sprinkled with water, the
slurry swept in with brooms, and rolled. Water may be applied to the roller
wheels to wash down binding material if necessary. These operations shall
continue until the slurry completely fills all voids.
• After final compaction of the water-bound macadam course, the road shall be
allowed to dry overnight. The next morning, any depressions shall be filled
with screening or binding material as directed, lightly sprinkled with water if
necessary, and rolled and polished.
7. Metal Concrete (1:3:6)
The stone aggregate of 40 mm nominal size shall be of approved quality. The
material must be clean. The proportion of cement concrete shall be 1 part cement :
parts sand : 6 parts stone aggregate. Each bag of cement contains 1.20 cft of cement,
and the contractor shall adhere to this for all purposes.
Mixing of concrete shall be done with a mixer machine and spread in a uniform
layer as per instructions, in line and level. After laying and ramming the concrete,
the level must be checked by the engineer to ensure the correct thickness of the
All cement concrete work shall be kept wet for a minimum period of 8 days, or as
ordered by the Engineer-in-Charge. In case it is observed that the arrangements
made by the contractor for curing are not satisfactory, the Engineer-in-Charge will
engage adequate staff for curing at the cost of the contractor.
8. R.C.C. WORK (GENERAL)
The proportion of cement, fine sand, and coarse aggregate shall be specified in the
item of tender. The materials must be measured in approved boxes, and no ramming
of boxes shall be allowed. Each bag of cement shall contain 1.20 cft of cement.
The proportions of materials are specified in volume as general guidance and may
be varied to suit technical requirements if ordered by the Engineer-in-Charge.
The mixing of concrete shall be carried out in any approved mechanical batch mixer
for a minimum period of 2 minutes, ensuring even colour and uniform consistency
throughout the mix. The mixer shall be driven at a speed that gives the best results.
When hand mixing is permitted by the Engineer-in-Charge, the materials measured
in boxes shall be turned over until thoroughly mixed and of uniform colour. No
material shall be mixed in quantities larger than can be properly handled. The
quantity of water added shall be just sufficient, as directed by the Engineer-in-
The water used shall be clean and free from impurities and shall be fit for drinking
The coarse aggregate shall consist of black trap, hard and durable, of approved
quality, and shall be free from clay, fines, and other coating impurities. The
aggregate shall be washed properly and screened through approved mesh if ordered
by the Engineer-in-Charge.
The coarse aggregate shall comply with P.W.D. Specification No. 18, Vol. I, Page
The fine aggregate shall comply with P.W.D. Specification No. 12, Vol. I, Page
The concrete shall be laid gently and shall not be thrown from a height so as to
prevent segregation of aggregate. Concreting shall be carried out continuously up to
construction joints, the position and arrangement of which shall be as directed. The
concrete shall be thoroughly consolidated during the operation of placing.
The concrete surface, as specified, shall be finished smooth or as directed, with
cement plaster to take up the surplus and flush with adjoining surfaces. This
finishing shall always be extra, and the contractor shall not be allowed to draw the
cement required for this finishing from the prescribed proportion of materials. No
extra payment shall be made for this finishing.
The outer surface of R.C.C. lintels, beams, and slabs shall be finished as mentioned
above, in addition to cement plaster, indicating regular bands in level and line.
Nothing extra shall be paid for such finishing.
Besides this, Specification No. 26 of the P.W.D. Handbook, Vol. I, Page 135, shall
be adhered to. If the concrete surface is found honeycombed, the same shall be
rejected, and the contractor shall recast it at his own risk and cost.
The formwork shall be durable and rigid and shall be well braced so that bulging or
twisting does not occur. All formwork coming in contact with concrete shall be
oiled with crude oil or wetted with water.
When forms are reused, the surfaces in contact with concrete shall be brushed or
scraped clean and then oiled or wetted, as in the case of new forms. The posts shall
rest on packed floors or hardwood edges.
Before laying concrete, the formwork must be checked by the Engineer-in-Charge
or his authorized representative. All forms shall be made of wood or steel. Props
shall be spaced as ordered by the Engineer-in-Charge.
P.W.D. Handbook Specification No. 101, Page 402, shall be adhered to. Props for
slabs shall not be disturbed before 10 days, and for beams before 21 days, after the
concrete is placed.
