Financial eligibility of the Sole Bidder shall be governed by Para 10.2 of the Indian Railways Standard General Conditions of Contract (GCC) - Works, April 2022.The bidder shall have a minimum Average Annual Contractual Turnover (AACT) of V/N or V, whichever is less, where V is the advertised tender value and N is the completion period in years.For the present tender:V = 8,24,24,996.56/-N = 0.75 years (9/12)V/N = 10,98,99,995.41/-Accordingly, the required minimum AACT is 8,24,24,996.56/-.AACT shall be calculated as the average of the total contractual payments in the previous three financial years, based on audited balance sheets. If the balance sheet for the immediately preceding financial year has not been prepared / audited, the audited balance sheet of the fourth preceding financial year may be considered, as per the applicable provisions of the GCC.In case of a Joint Venture (JV), the financial eligibility shall be governed by Para 17.15.2 of the GCC - Works, April 2022.In case of a Consortium, the combined financial capacity of all Consortium members shall satisfy 100% of the prescribed AACT requirement, and the Lead Member shall satisfy at least 51% of the prescribed AACT requirement.

Similar Work means:Execution of SAP S/4 HANA Implementation / SAP S/4 HANA Migration / SAP S/4 HANA Upgrade along with SAP Infrastructure Services in Government / PSU / Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year as per 10.1 of Indian Railways Standard General Conditions of Contract (GCC) for works - April 2022.In addition, the following conditions shall be satisfied:- Executed in an organization with minimum 100 SAP users- At least one SAP S/4HANA migration / upgrade project, involvingo SAP ERP SAP S/4HANA or SAP S/4HANA version upgrade.- Use of tools such as SUM with DMO or equivalent.- Deployed on SAP S4 HANA certified infrastructure.- Successfully completed (Go-Live achieved).

Technical eligibility shall be governed by Indian Railways Standard General Conditions of Contract (GCC) for works - April 2022.The tenderer must have successfully completed or substantially completed any one of the following categories of works during the last seven (07) years, ending on the last day of the month previous to the month in which the tender is invited and shall satisfy the similar work criteria described below.Component-I SAP Infrastructure & Extended AMC: Similar work shall mean supply, installation, testing, commissioning, augmentation, maintenance, support and warranty services of SAP HANA-certified infrastructure, enterprise servers, storage systems, virtualization platforms, backup solutions, SAP support, data Centre infrastructure or equivalent IT infrastructure. Advertised value: Rs. 6,83,82,996.56/-.The bidder shall have successfully completed either(i) three similar works each costing not less than 30% (Rs. 2,05,14,898.97/-), or (ii) two similar works each costing not less than 40% (Rs. 2,73,53,198.63), or(iii) one similar work costing not less than 60% (Rs. 4,10,29,797.94/-) of the advertised value of Component-I.

Advertised value: Rs. 1,40,42,000/-. The bidder shall have successfully completed either(i) three similar works each costing not less than 30% (Rs. 42,12,600/-), or(ii) two similar works each costing not less than 40% (Rs. 56,16,800/-), or(iii) one similar work costing not less than 60% (Rs. 84,25,200/-) of the advertised value of Component-II.

Composite Work : - This tender is for a Composite Work comprising the following major components :- (i) SAP Infrastructure: Supply, installation, commissioning and testing of SAP HANA Certified Infrastructure and associated system software, including warranty and support services, estimated value at Rs.6,83,82,996.56/-.(ii) SAP S/4HANA Services: SAP S/4HANA implementation, SAP S/4HANA migration, SAP S/4HANA upgrade, SAP ECC to S/4HANA conversion, SAP landscape migration, testing, cutover, Go-Live, stabilization, Hyper Care Support, warranty support including extended SAP support up to the year 2032 or till SAP support is available for the proposed SAP S/4HANA 2025 version, whichever is later, and post- implementation support services, estimated value at Rs.1,40,42,000/-.

Participation through Individual Bidder / Joint Venture / Consortium : - Participation in the tender is permitted through (i) an individual eligible bidder, (ii) Joint Venture (JV), or (iii) Consortium, subject to fulfilment of the eligibility and other conditions stipulated in this tender document.Participation through Consortium is permitted. The Consortium shall comply with the Consortium-specific conditions stipulated in the special condition, including those relating to its constitution, Lead Member, eligibility, responsibilities, distribution of scope, submission of Consortium Agreement, joint and several liability and other applicable requirements.The provisions relating to Joint Venture shall be governed by the GCC
