Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of https://kppp.karnataka.gov.in due to internet connectivity issues and technical glitches at bidders end.

Amount put tender is Minimum wage rates are exclusive of GST, labour cess, contractor profit, & overhead expenses but inclusive of weekly rest. Hence, Manpower estimates shall be added with 10% OH & 10% CP as additionalities to arrive at final cost (excluding GST) Negative percentage is not allowed.

If the agency quotes for Negative percentage for service charges tender will be rejected.

The agency should quote the rate in Percentage equal /above the amount put to tender or else tender will be rejected.

If there are more than 01 number of eligible L1 bidder then bidder selection will be done by lottery process at Division office level and decision of the tender inviting authority is final in this regard.

The GST will be levied as per the prevailing Tax structure, Amount put to tender is exclusive of GST.

Any violation of Labour department rules and norms the agency is hold responsible.

As per the availability of above posts Executive Engineer will have the power or reduction of the Manpower labours without any notice.

The Agency should comply with the Govt of Karnataka circular No C A SU E 137 A E S Dated 19.05.2022 enclosed herewith.

Mandatory contribution of EPF and ESIC by the agencies in timely manner.

The service provider/contractor shall be responsible for paying wages to contract labour at rates not less than the minimum wages as noticed by the Appropriate Government.

The service provider/contractor shall not make any unauthorized deductions from the wages of the contract labour.

As per the Contract Labour (Regulation and Abolition) Act, 1970 the service provider/contractor shall be responsible for ensuring that wages are paid to the contract labour on time. The principal employer/buyer shall ensure that the wages are paid on time to the contract labour by the service provider/contractor. In case the service provider/contractor fails to pay the wages on time or makes short payment the principal employer/buyer shall be liable to pay the wages to the contract labour directly and recover the amount from the service provider/contractor

The service provider/contractor shall be responsible for paying bonus to contract labour in the manner prescribed by the Payment of Bonus Act, 1965 & shall get reimbursed from the buyer.

The service provider/contractor shall be responsible for paying proportionate gratuity to contract labour who have rendered continuous service as per the provisions of the Payment of Gratuity Act,1972.

The Tenderer should submit every months Electronic Challan cum recipt (ECR) of EPF, ESI bills/challan along with bills.

The agency should make the payment to the manpower employees supplied every month and submit the bills for reimbursement in the first week of every month of manpower employee.

The Agency should comply with the Govt of Karnataka circular No E JA SAM E 59 SE A 2023 Dated 18.07.2023 enclosed herewith

I.T Return for the Assessment Year 2025-26

The intending bidder should have in the last 5 years, achieved in at least two financial years a Minimum financial of Rs. 24.08 Lakhs (Usually not less than the estimated annual Payments under this contract). Audited balance sheet certified by the chartered Accountant of two financial years in which required turnover is achieved along with IT returns filed for the said years are to be uploaded. An additional weightage of 10% per year will be added to bring it to the present price level. All documents/certificates issued by Chartered Accountant (CA) should have a UDIN-Unique Document Identification Number generated through the ICAI portal. Any such certificates without UDIN will be treated as an invalid document.

The intending bidder should have satisfactorily completed (at least 90% of the Contract Value) as a prime contractor at least one similar nature of work such as Supply of manpower service. Costing not less than Rs.12.04 Lakhs (usually not less than 50% of estimated value of contract) here value of contract implies final cost of work executed as per contract during last 5 years. An additional weight of 10% each year will be added to the cost of work done to bring it to the present price level. The work done certificate should be obtained from the competent authority, not below the rank of Executive Engineer of the concerned division.
