Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders.

The departments shall not be responsible for non accessibility of KPP-Portal due to internet connectivity issues and technical glitches at bidders end

The bidder should furnish the details in the formats attached with bid document (KC-4) and upload the same.

The bidder should upload required documents as per terms & conditions of RFP KC-4 uploaded in the KPP-Portal.

Schedule of completion of tasks is 90(Ninety) days

The Consultant shall express the price of their services in Indian Rupees. The Bidder should quote their total Consultancy Fees to provide services as per the Terms Of Reference of this RFP (KC-4). The price quoted shall be inclusive of all applicable Taxes. (inclusive GST)

The turn over certificate shall have UDIN generated through ICAI Portal. Turn over certificate without UDIN shall not be considered and treated as invalid. The confirmation letter issued by Chartered Accountant shall also have UDIN generated through ICAI Portal. The current Income Tax Clearance Certificate issued by concerned Charted Accountant with UDIN Number

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2021-22, 2022-23, 2023-24, 2024-25 &2025-26.Achieved in at least two financial years a minimum financial turnover from the Consultancy Services in Nature i.e. 15.00 lakhs

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2021-22, 2022-23, 2023-24, 2024-25 &2025-26. Consultancy Services of minimum Road Length of 1.00 Kms of Preparing Detailed Project Reports (DPRs) for Construction of By-Pass road to National Highways/State Highways/Major District Roads in District &Taluka Head Quarters.

The Work Done Certificate shall have invariably bearingWork Indent Number issued by the Officer not below the rank of Executive Engineer. If the Work Done Certificate does not bear the Work Indent Number, the same will not be considered. If the Employer desires, physical verification will be carried out for previous work completed

Shall be a registered firm before the FY 2021-22 & Shall have minimum 5 years of experience in consultancy service. Credentials obtained from the client not below the rank of Executive Engineer shall be furnished indicating the work done and the consultancy fee obtained for such projects.

Shall have on their Payroll Highway & Structural Design Engineers and necessary staff for Preparation of DPR

Shall have valid & Licensed Highway Design Software, Auto CAD latest version, Required Printers & Plotters and other office equipments necessary for Preparation of DPR.

Shall not have been Black listed or Terminated in any of their Previous Projects

Shall not have any Litigation History in any of their Previous Projects.

Shall have valid GST Registration and other Statutory Registrations.

For Consultant services Joint Venture (JV) is not allowed

The Consultant shall have a Full Fledged NABL Accredited Laboratory or should have a MOU with the NABL Accredited Laboratory or OWN Laboratory having with all the relevant equipments with necessary qualified staff to conduct all the laboratory tests of the road project as per the MoRTH Specifications IRC Guidelines IS Codes

The Consultants shall mandatorily pay a flying visit to 100% length of the Project Roads and submit Brief Reports

The Technical Proposal should provide the information using the attached Standard Forms (Section 3)
