PROVISION OF SMART METERS WITH PAYMENT MODE AT DEHRADUN STATION AND PROVISION OF PREPAID METER FOR JCOS/ OR MD ACCN AT ANARWALA UNDER GE DEHRADUN

Phase-I: Taking down carefully, after noting meter reading, by disconnecting and unscrewing from boards /outlets boxes, electric meters of any size, rating, of any locations and depositing and handover to E & M stores as per bldg inventory and making good the disturbed surfaces after installation of new meters complete all as directed.

Design, installation, testing and commissioning, integrate and maintain the Advanced Metering infrastructure (AMI) comprising of following:- (a) Supply, installation, testing and commissioning of Smart Meters of different makes (not more than 33 % of a particular make to ensure interchangeability at a later date as per BIS 16444 with communication technology including GPRS/RF/Hybrid (RF+GPRS)/ Any other advanced technology as per CEA/ TRAI regulations alongwith polycarbonate meter box. (i) Single phase 1833 Nos. (ii) Three phase 15 Nos (b) Supply/ Planning/ Setup/ Tuning of RF Communication infrastructure inclidng Network Management (NMS) & Head End System (HES) for the project area AMI software and associated equipments should be capable of handling at least 6646 Numbers of Meters of different makes as per BIS 16444. (c) Supply and set up of Meter Data Management (MDM) system. Contd..

(d) Integration of different devices of different makes/ equipment/ software covered in scope of this project with each other as per functional requirements, including water charges, furnitrue and license fees. (e) Integration/ Interfaces of the AMI system with application system like metering/ billing/ collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems. (f) Hosting the system to Government community cloud server for hosting and management of supplied software application with standby server. (g) Planning, deployment & tuning of communication system incliding cellular network (if required) to meet the performance requirements. (h) Business intelligence, Analytics and Reporting. (j) Return of Dismantled materials to MES store. (k) Training and knowledge transfer. (l) All expenditure including periodic charges of telecom operator form installation till completion.

Note : (i) The defect liability period will be 2 years from the date of completion of Phase-I. (ii) Any variaiton in quantity of Smart Prepaid Meter (AMI) will be paid and deducted as per the supplementary rate for single and 3 phase smart meter beyond the qunatity mentioned here-in-before as per rates given below:- (a) Single Phase meter - Rs 6838/- per meter. (b) Three phase meter - Rs 8135/- per meter. (iii) The rent and water supply bill and any other charges or levy will be included in software as directed by GE.

Supply, installation two broadband connections for Dehradun and Anarwala area with high speed internet connection for two years complete all as directed.(Two connection in the name of Garrison Engineer Dehradun).

Provision of wireless Report Printer with 12 pages per minute capacity, 600 x 600 dpi REt, 1200 dpi effective output quality (600 x 600 x 2 dpi with REt, with duty cycle 3,000 single-sided pages per month for report printing complete as required, Make: HP LaserJet 1020 or equivalent in Canon, Epson and Samsung printer all as specified.

Provision of computer PC desktop with processor i-7- 12700 , 9 Generation, 8-GB RAM, hard disk 1TB, 4-USB Port including 18.5" monitor of same make, keyboard, mouse, Make-HP/DELL/IBM/ with licensed Operating system (Windows 10), along with UPS backup of minimum one hour but capacity not less than 1KVA.

Supply and install hi wall five star rated split units indoor/outdoor complete with cordless remote control unit and with in built Heating and Cooling arrangement and Digital Inverter of capacity 1.5 TR complete all as directed.

Supply and fix Voltage stabilizer for automatic operation, single phase naturally air cooled indoor type & designed for input variation between 170 V to 250 V with output voltage stabilized at 230 V with accuracy of ± 2.5% and of capacity 4 KVA

MISC ITEMS

Material & labour for sub main wiring with 1100 volt grade two single core PVC insulated and unsheathed cable with stranded copper conductor (FRLSH) of following sizes drawn into and including electrical grade PVC conduit not less than 25 mm dia with all accessories fixed concealed including chase cutting in brick/ stone masonry for fixing conduit and making good the disturb surfaces of wall as per existing including multi - stranded copper conductor as earth wire in green colour complete all as specified and directed.

(a) 2 run of 4.0 Sqmm cable and 1 run of 4.0 sqmm cable connected to common earth dolly ( Note:- Two runs of 4.0 Sqmm copper cable and one run of 4 Sqmm copper earth wire and one run of PVC non metallic conduit shall be measured as one unit length.

(b) 2 run of 6.0 Sqmm cable and 1 run of 6.0 sqmm cable connected to common earth dolly ( Note:- Two runs of 6.0 Sqmm copper cable and one run of 6 Sqmm copper earth wire and one run of PVC non metallic conduit shall be measured as one unit length.

(c) 4 run of 6.0 Sqmm cable and 2 run of 6.0 sqmm cable connected to common earth dolly ( Note:- four runs of 4.0 Sqmm copper cable and Two run of 4 Sqmm copper earth wire and one run of PVC non metallic conduit shall be measured as one unit length.

(d) 2 run of 10.0 Sqmm cable and 1 run of 10.0 sqmm cable connected to common earth dolly ( Note:- Two runs of 10.0 Sqmm copper cable and one run of 10 Sqmm copper earth wire and one run of PVC non metallic conduit shall be measured as one unit length.

Phase-II: Provision for comprehensive operation including periodic charges of telecom operator, smart meter billing from completion of work till the completion of defect liability period of 2 years complete all as specified and directed.

Phase-III: Comprehensive operation and maintenance of system including Project implementation & management, all expenditure including periodic charges of telecom operator, smart meter billing and maintenance, after completion of defect liability period till completion for 08 years extendable to further 2 years after mutual agreement complete all as specified and directed."

Note for item No 16 & 17: Penalty Clause:- (a) Any defect/ malfunctioning in meter will have to be resolved within 24 hours failing which payment for that particular meter for concerned month shall not be made to the contractor. (b) In case issue is not resolved for 48 hours, penal recovery double rate quoted shall be made from contractor's due. (c) Contractor shall maintain a total reserve of 18 Nos Single Phase and 02 Nos Three Phase meter in MES store held with respective GEs as decided by the CWE. (d) Two separate teams to be detailed each for Garhi Cantt and Anarwala locations.

Material and labour for integration of additional single/ three phase smart electric meters (as per IS-16444) in the AMI being provided in this contract complete complete all as directed. Note: This item will be executed in all three phases as per site requirement. Payemnt to contractor for this item for number of meters mentioned in Sl item No. 2 will be considered in final bill of Phase-I. For integration of meters during Phase-II & III, amount will be booked in the respective jobs and payment will be released accordingly.
