MAINTENANCE AND OPERATION OF LIFTS AND DG SETS AT CHITRALEKHA COMPLEX AND MRS AT POCKET E UNDER GE AF TRIVANDRUM

Outsourcing of services required for maintenance and operation and attending breakdown calls of following lifts with one service provider in one shift of 8 hours, including Sunday and holidays at AF Station, Trivandrum complete all as specified and directed.

Electrically operated Lift; 2 Nos of Bharat Bijlee Make, 884 Kgs capacity controlled by two speed induction motor with 6 landing (Ground + 5 floors) installed at 20 Md Offrs Accn, Arjan Tower (Bldg No P/49)

Electrically operated lift; 1 No of Olympus make, 544 Kgs capacity (for 8 passengers) controlled by two speed induction motor with 5 landings (Ground + 4 Floors) installed at Krishna Tower (Bldg No P/140)

Electrically operated lift; 1 No of Olympus make, 544 Kgs capacity (for 8 passengers) controlled by two speed induction motor with 5 landings (Ground + 4 Floors) installed at Bhima Tower (Bldg No P/144)

Notes: (i) The lift service provider/ technician should be Govt ITI holder having 4 years experience or 12th pass with 5 years experience and should be available during shift time and attend the emergency rescue operations in case of breakdown calls. (ii) Lift installations should be kept clean and tidy. The rate quoted shall be deemed to include for services and material for the same.

Outsourcing of services required for maintenance and operation of pump house - 5 pumps, chlorination plant, pumps at RWH sump/ pump house for gardening, operation of well including DG sets of capacity 250 KVA at Pocket 'E' HQ SAC Power House and 200 KVA & 30 KVA at pump house with services required in three shifts of 8 hours each (First Shift: 0600 hrs to 1400 hrs, Second Shift: 1400 hrs to 2200 hrs and Third Shift: 2200 hrs to 0600 hrs) including Sunday and holidays complete all as specified and directed. (one operator in each shift)

Notes (i) Engine oil and diesel at required level shall be checked by the service provider / contractor and informed to JE/AGE E/M for any deficiency / top up which will be supplied by the department. (ii) The service provider/contractor shall check and maintain the level of distilled water in the battery and water in the radiator. Cost of these serices shall be included in the rate quoted. The contractor shall ensure that the service provider shall ensure the operation of DG set within 1 minute of power failure. (iii) Fuel oil will be provided and accounted by the department. (iv) Installation shall be kept neat and clean by the contractor and rates are deemed to be inclusive of quoted rates. (v) The cost of repair / replacement of minor parts for DG set of above capacity like battery terminals, clamps, distilled water, petroleum jelly, fuse wire etc shall be deemed to be included in the unit rate quoted by the tenderer.

(vi) The service provider on duty shall maintain necessary log sheet for operation of DG Set and pump set. The cost of the same shall be deemed to be included in the rate quoted by the contractor. (vii) The service provider shall be technically qualified and should be well conversant with the operation and normal repair of water supply installations (viii) Periodical inspection and cleaning of water supply fittings such as valves and valve pits etc. in water supply installations shall be included in the item. (ix) Periodical inspection for any leakage, breakage of pipe lines shall be carried out and JE E/M shall be informed for repairs/ normal operation. (x) Provision of consumables of normal wear and tear like washers, rubber packings and other minor parts shall be provided by the contractor and unit rate quoted shall be deemed to cover the same. (xi) The quoted rate shall be inclusive of stationary for log books, plant running records, registers etc.

Ousourcing of services required for maintainence and operation of Main Receiving Station (MRS) by recording readings/ maintaining log sheets and attending minor Electrical complaint / maintenance and attending breakdown on 11KV HT over head line/ structures to the HT terminal of transformer & LT distribution panels for smooth trouble free power supply operating of LT/ HT switchgears, switching ON/OFF of street lights, checking of any loose contacts, heating up of terminals, overloading of feeders etc with 01 service provider (ITI holder with 4 year experience or 12th pass with 5 years experience) per shift for two shifts of 8 hrs per day ( ie. 0600 hrs to 1400 hrs & 1400 hrs to 2200 hrs ) including Sunday and holidays with all necessary tools, protective equipment and consumable items like insulation tape, cotton waste, screws, fuse wire, binding wire, petroleum jelly, etc. for Pkt ‘E’ area of HQ SAC(U) complete all as specified and directed.

Note (i) The Contractor shall ensure that necessary safety protection and procedure as per IE Rules are followed during working in electrical distribution systems. (ii) The work shall include switching on/off streetlights on all days in Pocket 'E' Area. (iii) The work shall include periodical checking of earth value of earthing, submitting the report and watering as required. (iv) The contractor shall ensure that the surroundings of the electrical distrbution system / panels/HT-LT yard are clean without vegetation and the quoted rate shall be deemed to be inclusive of the same.

Note for item No 1 to 3

(i) The service provider on duty shall wear uniform as approved by Engineer-in-Charge. The rate quoted shall be deemed to be inclusive of the same. (ii) Contractor shall pay wages to his workmen in their Aadhar linked bank account and statement of bank account or certificate/ receipt from the firm alongwith undertaking by the concerned workmen asking for payment other than cheque/ crediting to Bank account shall be submitted through Engineer-in-Charge while claiming RAR payment, for verification. No payment shall be made to contractor if required details are not submitted alongwith RAR,

(iii) While providing services for maintenance and operation of installation, the contractor shall ensure technically qualified workmen (Govt ITI holder with 4 years experience or 12th pass with 5 years experience) who is well conversant with the operation and normal repair of installations/ equipments. (iv) Payment to service provider shall be made on 7th day of each calender month. (v) No tradsmen shall be employed continuously for the same nature of work to avoid litigation at later stage. (vi) Reliever for service provider for National Holiday/ Sunday shall be provided by the contractor at his own cost.

(vii) Any damages to switch gears and other equipments due to negligence of service provider such as loose connections/ improper routine check up/ maintenance etc, contractor shall be held fully responsible to repair/replace the damaged or burnt out switchgear etc at his own cost.

(viii) Contractor/firm shall submit a certificate with the undertaking on stamp paper of Rs 100 duly notorised along with RARs certifying that full payment of the employees/ service providers have been credited in the bank account as per minimum fair wages for skilled personnel including ESI, EPF, GST, Labour Cess etc as fixed by the Government of India /State Government / Union Territory whichever is higher. These documents and wages detail shall be verified by the Engineer-in-Charge from the skilled persons personally and Engineer-in-Charge shall render a certificate for the same alongwith RARs.

IX The rate quoted shall be inclusive of all spares required during comprehenssive maintenance period. Rate quoted shall be exclusive of refinishing, repair or replacement of the following:- (a) Elevator car enclosure (b) Elevator car and landing door panels, gates (c) LED Bulbs (15W) and alarm buzzer/bell (d) Cabin fans (e) Main switch in the machine room and incoming electrical wiring to main switch (f) Dry cell, batteries and LCDs (g) Decorative items likes mirror and hand rails.

(X) The Above maintenance includes complete maitenance of exsisting lift & Bio composting machine by regularly and systemmatically examining adjusting fabricating as require for smooth and efficent functioning of the equipment / lift. Cost of all spares items are deemed to be included in the quoted tares. Any item that is not included in OEM AMC schedule but required at site for smooth operation of lift shall be paid to contrcator on this account (XI) The Maintenance of lift shall be done through (OEM) the tenderer has to submit intent of MOU from OEM the tenderer has to submit intent of MOU from OEM within fifteen days of acceptance of tender failing which the contract will be liable to be cancelled and work shall be excuted at risk & cost of the contractor. Contractor shall conclude AMC with OEM and copy of the agreement will be submitted to Enginr-in-charge and GE before commencement of AMC, no payment shall be made to contractor without submission of valid AMC agreement. (d) The contractor /OEM shall provide mechanic and this mechanic shall be available round the clock i,e. 24 hrs for emergency break down attendance and rescue of trapped persons all as directed by Enginr-in-charge.

(XII) The contractor shall obtain signature of Authorized Representative of GE and in token of satisfactory completion of defects. Any minor complaint requiring no spare part shall be rectified within 2 hour & if requiring minor parts, shall be re ctified wihin 4 hrs. Any major complaint requiring major spare part/repair, shall be rectified within 48 hours. In case delay in rectification of any minor complaint, a panel recovery @ Rs 100/- per hour shall be imposed upon the Contractor & in case of delay in major repair of the lifts for more than 48 hours & up to 10 (Ten) days, penalty on the Contractor for a sum of Rs 2000/- per lift per day
