Design, manufacture, supply, installation, testing, commissioning and maintenance of heavy duty elevator of machine room less and gearless type 13 no. passenger capacity with a speed of 1.0 m/s. center opening/telescopic(as per site condition) sliding door double door type with three stops and three openings as per RDSO specification no: RDSO/2013/EM/SPEC/0016 (Rev-2) - 2025 or latest with a warranty of two years and comprehensive annual maintenance contract for a period of 10 years after completion of warranty period of two years(Rate for comprehensive annual maintenance contract shall be quoted separately). The elevator shall be with lift working/failure information through GPRS enabled SMS alert system CCTV inside the lift car connecting to security systems through wireless/wifi and audio announcement features. The elevator shall be suitable to be continued to IR- NIYANTRAC software (Web based lift monitoring system). Warranty- 2 years after successful commissioning and acceptance of the elevators.

The lift manufacturer shall comply with BIS Standards, duly certified by the manufacturer itself

a) Technical Eligibility Criteria: i. The Tenderer, must have successfully completed any of the following during last 07 (seven)years, ending of month previous to the one in which tender is invited:- Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or, Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, Or, One similar work each costing not less than the amount equal to 60% of advertised value of the tender. The similar work here shall be defined as, " Design, manufacture, supply, installation and commissioning of passenger Elevators with or without AMC at Railway stations or Metro stations or Airports or in any Office/Service buildings or Hospitals of Central Govt./ State Govt./PSUs of Central or State Govt. " ii. Tenderer has to upload attested supporting documents/certificates from the organization with whom they have satisfactorily completed the works. iii. The Firm must be an original equipment manufacturer (OEM) of Elevator. The firm should have Electrical Contractor license & Electrical supervisor license as per IE rules 1956 clause 45 in their own name or in the name of their representative involved in execution of the work. iv. The Tenderer should have successfully carried out AMC Work of any capacity passenger Elevators in a completed work or in a running Contract in last 7 Years ending of month previous to the one in which tender is invited comprising either of the following: " Three AMC works for at least three years period each consisting of 30% of number of Elevators of the tender, or, Two AMC works for at least three years period each consisting of 40% of number of Elevators of the tender, Or, One AMC work for at least three years period consisting of 60% of number of Elevators of the tender Or total 30% of Elevator Years of the Tender (Here in this case 2 Elevators are to be maintained under AMC for 10 Years so total Elevator Years involved are 20 as such 30% of 20 = 6 Elevator Years) at Railway stations or Metro stations or Airports or any other Central/State Govt. controlled/owned Public Transport or Railway service buildings or in any office buildings/Hospitals of Central Govt./State Govt./PSUs of Central or State Govt. " The bidder should submit proof of successful completion of AMC in form of certificate from the organization where AMC was successfully carried out. " b) Financial Eligibility Criteria:

The tenderer must have received contractual payments in the previous three financial years and the current financial year up to the date of opening of tender, at least 150 percent of the advertised value of the tender. The tenderers shall submit Certificates to this effect which may be an attested Certificate from the concerned department / client and/or Audited Balance Sheet duly certified by the Chartered Accountant etc. The manufacturer shall furnish an undertaking regarding availability of spares for the entire expected life of the lift i.e. 20 years.

The manufacturer(OEM) shall furnish an undertaking that the complete lift installation including its components, safety devices, various types of controls etc., testing, inspection, operation & maintenance shall conform to relevant Codes, Standards, code of practices, guidelines, safety rules, inspection manual(s), rules issued by Bureau of Indian Standards, as amended up to the last date of receipt of tenders.

Quality standards shall conform to latest IS/ISO-9001:2015.

The manufacturer(OEM) shall furnish an undertaking that the down time of installed lifts being maintained by the manufacturer shall not be more than 8 hours (average) in case of minor faults and 7 days (average) in case of major faults during the last one financial year.

Packing to be done as per specification

Marking as per Governing specification, if not specified therein then, Firms have to supply the material duly embossing/engraving/stenciling the name of manufacturer/supplier and year of manufacture at place which is preferably visible and shall not get worn out during service. If none of the above is possible the same to be marked on packing

Tenderer to note that the consignee may consists of more than one consignee at that location. The stores to be delivered to each of them directly. The complete address and quantities to be delivered to each of the consignee in that location will be given in the Purchase Order. Railways reserves the right for change of locations, however change of location may be made by Railways for locations as per site conditions. Any change of location shall be intimated to the Contractor su%uE046ciently in advance and before the approval of GAD.

EARNEST MONEY DEPOSIT (EMD) shall be deposited by all vendors for tenders with estimated value above Rs.10 Lakhs subject to the applicable exemptions. (i) EMD shall normally not be called against tenders with estimated value up to Rs.25 lakhs (including single tenders, global limited tenders) except cases where competent authority incorporates the condition to call for EMD. ii) Public Sector Undertakings(PSUs) a. PSUs owned by Ministry of Railways and b. PSUs for the group of items that are manufactured by them. iii) MSEs REGISTERED UNDER UDYAM REGISTRATION SHALL BE ELIGIBLE FOR EXEMPTION FROM PAYMENT OF EMD irrespective of relevance of product Category for which they are registered with UDYAM. However, traders/distributors/sole agent/works contract are not exempted from payment of EMD as they are excluded from the purview of the policy. iv) Other Railways, Indian Ordinance factories and Govt. departments.v) In exceptional cases, where EMD exemption is specifically incorporated in tender conditions. vi) Vendors registered with SC Railway for the trade Group/trade groups of the tendered item. vii) Regular and development vendors appearing on the approved vendor lists of RDSO/PUs/CORE etc., for those specific item for which they are on the approved list, subject to approval status being valid on the date of tender closing. viii) Vendors registered with Railways for supply of medicine, medical equipments and consumables shall be exempted from submission of EMD for these items. ix) In tenders issued against PAC, OEM in whose favour PAC has been issued shall be exempted from submitting EMD. KVIC and ACASH shall be exempted from EMD for items supplied by them.

Successful tenderer has to submit SD amount equivalent to 5% of the contract value rounded of to nearest Rs.10/- within 21 days of issue of LOA. For exemption and further details tenderers are advised to refer to Instructions to tenderers paragraph 14.0.

The Inter-se position of offers would be determined consignee-wise based on the sum of cost of the equipment, the cost towards CAMC for 10 years ( duly taking discounting factor, as per tender document) after a free warranty period of 2 years. The firm should quote the rates in respective columns for all the items failing which the offers will be summarily rejected.

Loading and unloading of the machine with good packing condition should be done by supplier at consignees location

Each tenderer should clearly specify essential technical and commercial parameters in a transparent manner. No deviation to such Essential Technical & Commercial conditions shall be permitted to the vendors in the electronic bid form. Offers with deviations in respect of any condition for responsiveness of offer shall be declared as Ineligible for award of contract.

Guarantee/ warranty shall be as per governing specification. If there is no governing specs or nothing is specified in Governing Specs then warranty Guarantee will be as per IRS conditions of contract.

The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] Special Conditions and [or] other Conditions specified/attached with the tender.

l/we hereby understand and accept that if l/ we withdraw or modify my/ our bids during the period of validity, or if l/ we are awarded the contract and on being called upon to submit the performance security/ Security Deposit, fail to submit the performance security/ Security Deposit before the deadline defined in the request for bid document/ Notice Inviting Tender, l/we shall be debarred from exemption of submitting Bid Security/ Earnest Money Deposit and performance security/ Security Deposit for a period of 6 (six)months, from the date l/ we are declared disqualified from exemption from submission of EMD/SD, for all tenders for procurement of goods issued by any unit of Indian Railways published during this period.

The following undertaking to be confirmed by bidder while submitting the bid. I/we hereby certify that none of our allied/sister concerns/affiliated firms have/had participated other than the current bid in this tender for item wise-consignee wise evaluation. I/we understand that as per IRS clause 2500, the involvement of the bidding firm or any of its affiliates in more than one bid for the same item/consignee in the procurement is considered a conflict of interest and a violation of the code of integrity. I/we have read and understood the special condition related to IRS clause 2500 in the tender document. If I am/we are found to violate the said clause, I/we understand that I am/we are liable to face penalties as stipulated in IRS clause 2505, which includes rejection and exclusion from the tender process, apart from other penalties.

The Proposed site is having SOD (Schedule of Dimensions) Restrictions due to which Lift should be customized as per the site conditions hence there needs to be a constant co-ordination with the Engineering and other departments from initial planning stage to final commissioning stage for successful erection of the lift as per the SOD Norms and Divyangjan Norms.
