Operation and Comprehensive Maintenance of Fire Fighting systems available at the following TTD Buildings in Tirumala including Monobloc Booster pumps, various dias of MS pipes, Butterfly valves, Internal / External Hydrant valves, hose cabinet, 63 mm dia CP Hose pipe, Electrical control panel etc., complete. The rates are exclusive GST but including all other taxes.

Note1 :- a) Operation, servicing, repairs and replacement of spares for the said Pumps / equipments shall be carried out as per the conditions mentioned in the agreement.
Note 2 : b) The rate per month is for Operation and Comprehensive Maintenance for the set of machinery listed above including replacing of all spare parts.The rate shall be exclusive GST but inclusive of all other taxes.
Note :The above list of equipment is indicative only. Any equipment / device / wiring / panel etc. which is / are not indicated in the above list, but forms part of the overall system, shall be deemed to have been be included in the "Scope of Work". Apart from it, if TTD shall undergo the process of up-gradation of Fire- fighting Systems / Equipment as well as the Plumbing System in the above TTD Buildings in next 1-2 years and the systems/equipment repaired/installed/replaced during this process shall be maintained by the Contractor of this tender. The Contractor shall inspect the building / premises thoroughly, before quoting for the work. The Contractor should physically inspect the entire systems that are to be covered under contract and also to make an assessment of the average consumption of consumables/spares etc. Further , the contractor while physically inspecting the site, should also check if any elements or components of the existng system are missing for proper functioning of the existing fire fighting system, considering the rates of the said elements , the rate should be quoted accordingly.
Routine Preventive Maintenance Schedule: The Contractor shall also prepare a Preventive Maintenance Schedule of all the systems in compliance with the manufacturers‟ recommendations and consultation with Addl.Dist. Fire Officer,TTD, Tirumala. Brief schedule may be modified to improve further. The Contractor shall also maintain Fire Fighting system history card giving full details of equipment and frequency of check and overhaul. The Contractor should follow and carry out maintenance schedule briefed below in order to keep the system healthy for operation along with their connected equipment and accessories round the clock.
a) Regular Maintenance: The Contractor shall ensure Fire-Main System works within the specified limits (as per industry standard) at all the times. The Contractor shall carry out regular maintenance of Pumps, Motors, and other equipment and connected accessories. Monitoring of Fire Pumps and electrical parameters. All the valves & fittings to be checked at regular intervals. Attending to general complaints related to firefighting system and replacement of unserviceable items.
Daily Operation & Routine Check-Up
1.Operating and keeping all equipment, accessories, safety/protection devices etc in healthy condition at all times including cleaning on daily basis 2.Testing/calibration of various mounted meters 3. Attending to breakdowns, failures, faults in the equipment/system, replacement/repair etc and restoration of operation within the shortest possible time 4. Repair of faulty spares/items as required 5. Procurement of spares in time so that operation and maintenance is not held-up for want of spares 6. Procurement of consumables in time so that operation and maintenance is not held- up for want of consumables 7. Preventive Maintenance of equipment including planning, drawing-up PM Schedules etc. This would include all checks/works, servicing/overhauling as per manufactures’ manuals. 8. Co-ordination with other agencies operating at site, statutory authorities etc., for carrying out the work including arrangement for shut-downs etc . 9. Maintaining daily logbook of events, complaint registers/files, spares consumption registers/files etc . 10.Checking vibration / over-heating of pumps and motors.
11.Checking fire hydrant accessories located in different locations and floors and rectify as required 12.Checking the exposed pipe-network with all accessories for any leakage 13.Routine maintenance of all electrical control systems including keeping them clean and in operative condition 14.Checking for over-heating / abnormalities of bearings, terminals connection, cables of all motors, starters, panels etc. 15.Checking battery voltage for diesel engine and control panels 16.Checking and replacement of defective parts like relays, fuses, single-phase preventers, indicating lights, switches, burnt wires etc. 17.Checking water level, specific gravity of batteries for Diesel Engine and refilling water, charging of batteries as and when required. 18.Checking of fire tracer tube in electrical panels 19. Checking operation of smoke / heat detectors through the test buttons by creating artificial heat / smoke in one place 20.Checking foot valves installed in tanks for proper functioning
21.Checking of all Safety Control, operation and also set points of all controls 22.Checking and cleaning of contact points of starters 23.Overhauling of pumps, motors, starters and other equipment 24.Any other work required for efficient O&M of the Systems not mentioned above or as directed by the competent authority ( TTD) 25.It shall be entirely the responsibility of the Agency engaged to keep all the equipment/extinguishers in working condition and to operate during any fire hazards.
26.Testing and running of all pumps 27.Any other related work as assigned from time to time. 28.Fire drill to be conducted thrice in a month and as per direction of competent authority. 29.Free replacement of small spares viz. gasket-packing rubber/neoprene seating of hydrant valve/Gate valve pumps water of batteries, minor electronic components of the control panel, battery charging panel and zonal fire detection panels at different locations. 30.Checking diesel/mobil level in Diesel Engine and bringing to the notice of TTD authorities for refilling of diesel/mobil as and when necessary. 31.Ensuring positive suction condition for instant starting of pump sets. 32.Checking of relays/contacts etc. in electrical panels, control panels and battery charger.
b) Monthly Maintenance: The Contractor shall carry out thorough internal checking/ cleaning of Panels, Pumps, Alarms, Valves & NRV‟s etc. and confirming the proper functioning of the system. To check motors mounting bolts for proper tightness. To check motor & pumps for alignment and to rectify them in case of misalignment. To repair pump gaskets and valve gland packing, gaskets, etc., as required. To lubricate and grease motors/ pumps bearings as and when required. To replace tyre-coupling of pump sets in case of its break down or as and when required.
c) Quarterly Maintenance: The Contractor should carry out servicing of Pumps, Panels, Fire Alarm Panels, Valves, NRVs etc. Merger testing and other parameter checks as required for the electrical installations like electrical Panel & Motors and other electrical installations. The Contractor should maintain proper records of tests. Oiling/ greasing of motors, etc. Testing and draining out of the system.
The Contractor shall maintain adequate stock of frequently required spares/ consumables for rectification works so as to ensure that the faults are rectified immediately without any down-time. It shall be the responsibility of the Contractor to provide special tools, always in readiness, so that break downs are attended immediately on their occurrence. All routine, preventive maintenance, overhauling, breakdown maintenance etc. are included in the "Scope of Work". The Contractor shall also supply and maintain Electric Arc Welding Machine, sufficient stock of electrodes and safety equipment for the Welder at all the times during the tenure of the Contract.
Regular servicing/maintenance and replacement of accessories such as hoses, nozzles, valves and hydrants of all the hose boxes. Any water leakage in any pipe lines etc. are to be plugged immediately by welding or any other means. Replacement of pipeline if not repairable, is also covered under the contract. The Contractor should report defects, if any, in firefighting system, connected equipment, accessories immediately to TTD and get it rectified immediately.
The Contractor should organize necessary training to the staff deputed in TTD as per directions of TTD. The Contractor will also organize the evacuation drill, basics of firefighting etc. in co-ordination with A.P.Fire Services for TTD Staff/Tenants as & when directed by TTD.
The Contractor shall assist TTD in maintaining liaison with Andhra Pradesh Fire Services Department or any statutory body from time to time. The Contractor shall assist in fulfilment of statutory compliances on behalf of TTD viz., obtaining NOC and Permission/License for TTD or for any other reason from Andhra Pradesh Fire Services Department.
The Contractor shall ensure that in emergency cases the reported fault/support request is to be attended promptly and in any case within six hours from the reporting time and rectification thereof and defects/faults of general or not of serious nature have to be ensured within 48 hours of the reporting and until such period standby equipment shall be provided by the Contractor on immediate basis to ensure smooth functioning of the system/equipment.
Periodical cleaning of all the fire water storage tanks, both overhead and underground, is covered in this contract for which no extra payment shall be made
Painting of entire Fighting System and related systems/equipment or part thereof in TTD buildings should be done once in an year as per direction of TTD Officials.
The Contractor shall also be responsible for supplying various fire safety signages /posters/boards/drawings as and when directed by TTD.
All systems/equipment shall be operated as per mutually agreed programs. The Contractor shall maintain proper entry and upkeep of relevant log books/registers as per statutory obligations in physical and shall also maintain complaints register, and work done/carried out reports to the satisfaction of TTD. The same can also be maintained in soft (CD format).
All the systems / equipment shall be operated and maintained by the selected Contractor. Due to any wrong operation or improper maintenance of any equipment, if any breakdown occurs in the system (s) or damage to the machinery (ies), the Contractor has to repair/replace the damage equipment(s) for smooth operation of the systems.
The Contractor shall be responsible to carry out any specific work/installation of additional equipment/accessories/up-gradation/modernization/replacement, as per requirement, which is not covered under the contract, on competitive prevailing market rates after taking prior approval from TTD. Payment will be made separately on submission of bills for the said work.
If the up-gradation of the firefighting systems and equipment or part thereof is undertaken by any other/external agency, the Contractor shall be responsible for monitoring/supervising the work and maintenance of the same after completion. The Contractor shall extend full co-operation to TTD and to the Consultant/Vendor executing such works.
Registers and Forms: The Contractor shall maintain the following records and log books during the contract period: a) Necessary records of the services\work carried out will be maintained and the same has to be countersigned by the officer-in-charge of TTD whenever asked by TTD. b) The Contractor shall be responsible to maintain the registers/forms as required under the prevalent labour laws in force from time to time. The Contractor shall maintain the above neatly, completely and legibly for inspection by various statutory authorities and the company officials even at short notice.
The bidder should physically inspect the entire systems which are to be covered under contract and also to make an assessment of the average consumption of consumables/spares etc., before quoting their rates.
Shut Downs: No routine shut down shall be permitted during office hours. The Contractor shall be at liberty to carry out maintenance on holidays and after office hours but with prior permission of TTD.
In case of any damage/ theft / injury to TTD‟s people /tenants /premises/property/assets/ installations due to negligence of his workers for which Contractor is accountable, the Contractor will be liable to pay the compensation to TTD as decided and advised by TTD.
Drawing & Design: The Contractor may be asked to prepare drawings viz., Fire Plan, or Integrated Fire Alarm System, Scheme drawing or any other related drawing in AutoCAD as per existing fire-fighting systems and equipment in the building, or if any changes take place due to repair/up- gradation /modernization /replacement of the system/equipment during the period of contract as and when asked by TTD to do so. The Contractor shall submit the drawings in Hard as well in soft to TTD for its reference, as and when asked by TTD.
After completion of the said contract period, it will be the responsibility of the Contractor to depute his representative for a minimum period of 30 days to Handover the Charge or to explain about the duties/responsibilities of TTD Site (s) to the new Contractor/agency.
TTD at its discretion can ask the Contractor to arrange for carrying out third party inspection at the end of each year of the contract of the equipment maintained by the Contractor during the period of the contract. Contractor will be responsible for carrying out third party inspection by the vendor/agency/firm of the similar type. The Contractor has to submit the names of at-least two firms/Vendors for third party inspection upon submission of which TTD will decide the name of final vendor for third party inspection. The cost of third party inspection shall be borne by Contractor. TTD may also arrange third party inspection of the fire systems/equipment at its own, if it is felt to do so, at the expense of the Contractor.
Deployment of Manpower: The appointed Contractor will have to deploy manpower as under:
Deployment Type Group - 1 Building : KKC & Shopping complex
Group - 2 Buildings: MTVNAC, Nandakam & Mathrusri Vekuladevi Rest House Group-3 Building: S.V.Museum & S.V.Vedapatasala Group-4 Sevasadan-I & II, PAC-V (New Building ) Group-5 PAC-I, II, III & Vakulamatha kitch block Group-6 - Asthanamandapam & SV High School balance buildings
Fire Supervisor of Skilled Category : should monitor in above 6 groups round the clock.
Fireman of semi- skilled category: Should work in 3 shifts round the clock in above six groups individully/separately.
Pump Operator of Un- Skilled category : Should work in 3 shifts round the clock in above separately.
Note: Categories are defined for the purpose of taking Minimum Wages into consideration, as notified by the Govt. of Andhra Pradesh/NCT from time to time that are to be paid to the workers deployed by the Contractor at TTD buildings. However, for the Staff falling under 'Above Skilled Category' and having Managerial/Specialized role at TTD Site, the bidders may consider wages as per industry standards.
1) The contractor should employ Hindus only and they should have faith in Lord Venkateswara. 2) If the Engineer-In-Charge asks the contractor to remove a person who is a member of contractor’s staff or his work force stating the reasons, the contractor shall ensure that the person leaves the site forthwith and has no further connection with the work in the contract. 3) If the deployed work force is observed as less for effective O & M of work the TTD will ask for additional deployment with reasons and the contractor shall comply forthwith. This additional deployment of required personnel will also be at the cost of contractor only. No extra amount whatsoever will be paid by TTD.
Working hours for Operation & Maintenance of Fire Fighting System/equipment will be round the clock, seven days a week, 365 days an year including Sundays, Festivals, National Holidays/ Holidays. Adequate number of personnel as per tender document shall be deployed by the Contractor in suitable shift duties. Exact working hours will be fixed by the Addl.Dist. Fire Officer,TTD, Tirumala. The Contractor shall abide by all the Statutory Laws while deputing personnel in TTD premises. The personnel deployed by the Contractor should be duly qualified and trained having requisite experience of Fire Safety Systems/ Equipment and the safety standards of high-rise buildings. The following minimum criteria are to be adhered to for deployment of Fire Staff for carrying out the duties/works as per requirement:
a) Fire Supervisor: He should at-least 10th standard pass and should have gone firefighting training for at-least two (02) months at a recognized institute. He should have a minimum of 1 year experience as Fire Supervisor or 3 years‟ experience as Fire Tender in high-rise buildings or in an industry equipped with latest intelligent firefighting system/equipment. Fire Supervisor (s) must be willing to work in any shift and should have clear understanding of firefighting systems, equipment and evacuation procedure etc.
b) Fire Men cum pump Operator: Firemen should be 10th class passed and should have qualified certificate course in fire-fighting from a recognized institute. They should have minimum 3 years‟ of experience in a high-rise building equipped with latest intelligent firefighting system/equipment.
The Contractor will provide all-inclusive comprehensive maintenance services and will carry out day to day operations, repairs and maintenance of the entire systems/equipment, including supplying, fixing, installing of spare parts/ materials/ consumables cabling, pipes, refilling/testing/replacement (as per fire standard norms) of all types of fire extinguishers etc., to ensure smooth, trouble free disruption free functioning of all the systems as well as the systems/equipment installed during tenure of the contract. All the routine, preventive maintenance, overhaul, breakdown maintenance, repair, maintenance, replacements of parts/equipment etc. are included in the „Scope of Work‟. All spares/ consumables etc. must be of standard make and conforming to ISI/BIS specifications. Further services of firemen and related services should be in accordance with the A.P. Fire Service requirements for high rise building. Contractor should keep ready of necessary spare parts of the total system, may required during operation in his own stock, for replacement if required. If an event during any emergency, if the contractor fails to supply such necessary spare parts or items, in such condition TTD will supply the same and the cost for that will recover from the security deposit of the contractor.
Duty allocation and roaster control shall be the Contractor‟s responsibility. Exact working hours will be fixed in consultation with EAddl.Dist. Fire Officer,TTD, Tirumala of TTD. TTD reserves the right to advise replacement/change in the manpower deployed by the Contractor, if his service is not found satisfactory.
The Contractor has to provide proper uniform with his organization‟s name/logo, shoe, raincoat, umbrella and I-card etc. to the manpower deployed at TTD.
2. Contractor’s Risks: All risks of loss of or damage to physical property and of personal injury and death, which arise during and in consequence of the performance of the contract are the responsibility of the contractor.
3. Insurance: The contractor shall maintain at his own cost personal accident insurance for his own staff as considered satisfactory by the TTD to cover any risk arising from the work and services to be performed under the agreement.
4. Accident or Injury to the operating personnel: The contractor shall be solely liable for any accident or injury that may happen to any of the personnel engaged by him in connection with the contract work according to respective contracts. The TTD shall not be liable for or in respect of any damage or compensation payable at law in respect of or in consequence of any accident or injury to any personnel in the employment of the contractor and the contractor shall indemnify and keep indemnify the TTD against all such claims, damages, compensations and proceedings. The contractor shall forthwith report to departmental officer, all cases of accidents to any of the personnel/operating personnel and shall make every arrangement to render all possible assistance and aid to the victims of accident.
5. Employees Provident Fund Act: The contractor shall comply with provisions of the “Employees” Provident Fund Act 1952, and the scheme framed there under in so far as they are applicable to his establishment. The contractor is further required to indemnify the TTD against any loss or damage, whatsoever that may be suffered by the TTD in compliance on his part with provisions of the aforesaid act and scheme framed there under. The contracting agency / person should pay his part of E.P.F contribution along with wages every month. It is the responsibility of the contractor / agency to pay the E.P.F contribution along with the contribution of his employees to the commissioner of E.P.F Evidence of payment by the contractor.
6. The contractor shall provide the following insurance only through block insurance scheme to cover their men, machinery, and equipment.
1.Operating personnel’s compensation Insurance for the contractor’s labour. 2. Group personal accident policy.
7. Care of Work: From the commencement of the work to the completion of the work, the contractor shall take full responsibility for the care of TTD property and equipment. In case any damage or loss shall happen to TTD property and equipment from any cause whatsoever, the contractor at his own cost replace and make good the same.
Note: 1) The contractor has to maintain one cell phone at each TTD Buildings at his own cost for better interaction on running of machinery and for informing the authorities about the stage of action regularly as and when required by the department.
2) (i) The Income tax @ 2% or as in force will be deducted from the running bills of the contractor.
(ii) The rates are exclusive of GST and inclusive of all other taxes.
4) The contractor has to procure the required machinery for repairing such as welding machine,cutting machine, grinding machine etc., at his own cost.
5) No escalation of rates on whatsoever reasons will be paid during the period of contract.
6) If the deployed work force is observed as less for effective O & M of work the TTD will ask for additional deployment with reasons and the contractor shall comply forthwith. This additional deployment of required personnel will also be at the cost of contractor only. No extra amount whatsoever will be paid by TTD.
7)The rates are exclusive of GST but inclusive of all other taxes.No reimbursement whatsoever will be made by TTD for taxes (EXCEPT GST) recovered by TTD from the contractor or taxes paid by the contractor.
8)After cessation of the Agreement period the contractor should handover the entire system in good working condition to the succeeding agency.
NOTE (E) Further the original copy of the break-up duly signed in all pages shall also be submitted within 3 days in the office of the officer competent , TTD, Tirupati so that the declaration of L1 will be published, failing which the tender will not be considered and EMD will be forfeited.
