Comprehensive Annual Maintenance Contract of Electronic Interlocking Systems (M/s Siemens Rail Automation Pvt. Ltd) installed in Sonpur division of East central railway for a period of two years.

Since the work is a single tender with OEM or authorized dealer of OEM, no technical criteria are required.

The firm should be OEM or OEM authorized dealer for the manufacturing, commissioning, servicing and maintenance of M/s Siemens make Electronic Interlocking system.

I/we the tenderer (s) am/are signing this document after carefully reading the contents.

I/We the tenderer(s) also accept all the conditions of the tender and have signed all the pages in confirmation thereof.

I/we hereby declare that I/we have downloaded the tender documents from Indian Railway website www.ireps.gov.in . I/we have verified the content of the document from the website and there is no addition, no deletion or no alteration to the content of the tender document. In case of any discrepancy noticed at any stage i.e. evaluation of tenders, execution of work or final payment of the contract, the master copy available with the railway Administration shall be final and binding upon me/us.

I/we declare and certify that I/we have not made any misleading or false representation in the forms, statements and attachments in proof of the qualification requirements.

I/We also understand that my/our offer will be evaluated based on the documents/credentials submitted along with the offer and same shall be binding upon me/us.

I/We declare that the information and documents submitted along with the tender by me/us are correct and I/we are fully responsible for the correctness of the information and documents, submitted by us.

I/we certify that I/we the tenderer(s) is/are not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of submission of bids, either in individual capacity or as a HUF/ member of the partnership firm/LLP/JV/Society/Trust.

I/we understand that if the contents of the certificate submitted by us are found to be forged/false at any time during process for evaluation of tenders, it shall lead to forfeiture of the Bid Security and may also lead to any other action provided in the contract including banning of business for a period of upto two year. Further, I/we and all my/our constituents understand that my/our offer shall be summarily rejected.

I/we also understand that if the contents of the certificate submitted by us are found to be false/forged at any time after the award of the contract, it will lead to termination of the contract, along with forfeiture of Bid Security/Security Deposit and Performance guarantee and may also lead to any other action provided in the contract including banning of business for a period of upto two year.

I/We have read the clause regarding restriction on procurement from a bidder of a country which shares a land border with India and certify that I am/We are not from such a country or, if from such a country, have been registered with the competent Authority. I/We hereby certify that I/we fulfil all the requirements in this regard and am/are eligible to be considered (evidence of valid registration by the competent authority is enclosed)

The following documents should be specified for submission along with tender:

A. List of Personnel, Organization available on hand and proposed to be engaged for the subject work

B. List of plant Machinery available on hand own and proposed to be inducted own hired to be given separately for the subject work.

C. List of Work completed in the last three financial years giving description of work, organization for whom executed, approximate value of contract at the time of award, date of award and date of scheduled completion of work, Date of actual start, actual completion and final value of contract should also be given.

D. List of works on hand indicating description of work, contract value, and approximate value of balance work yet to be done and date of award.

The tenderers whether sole proprietor, a limited company or a partnership firm he/they should submit authentic proof in terms of partnership deed, proprietorship etc. along with the tender. If he/they want to act through agent or individual partners should submit a power of attorney duly stamped and authenticated by notary Public or by Magistrate in favour of specific person whether he/she/they are partners of the firm or any other person specifically authorizing him/her name to submit the tender, sign the agreement, receive money, witness measurements, sign measurement books, compromise, settie, relinquish any claims, preferred by firm and also sign No Claim Certified and refer all any disputes arbitration.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

For those conditions for which standard formats have been given in the uploaded titled-Formats for uploading of various format. The information should only be submitted in these standard formats.

Rates are inclusive of all taxes/octroi, license fee, royalty charges etc. legally leviable by State , Central Govt. and any other local authority.

GST shall be applicable as per extant instruction on the subject.

Eligibility criteria for works tender in respect of partnership firms.

In case the tenderer is a partnership firms, the experience, solvency and turn over shall be in the name and style of the firm only.

If the tenderer is a partnership firm, all the partners shall be jointly and severally liable for successful completion of the work and no request for change on the certification of the firm shall be entertained.

During the currency of the contract, no partner of the firm shall be permitted to withdraw from partnership business and in such and event it shall be treated as branch of trust and abandonment if the contract.

JOINT VENTURE will not be permitted for the tenders.

For standard Finance criteria and standard Technical - Tenderers are required to submitted authenticated certificate along with the tenders from officers of government or semi - government/public sector under takings under whom the work has been executed indicating there in the name of work executed, value of works/payment details and period during which completed. Such certificate should have signature and seal of the concerned officer. In the absence of such certificate the tender may not be considered.

Earnest Money and Tender Document Cost: Payment of Earnest Money deposit (EMD) & Tender Document Cost (TDC) in respect of e-tendering, should be accepted through net banking or payment gateway only

Deposit Receipts, Pay Orders, Demand Drafts and Guarantee Bonds. These form of Performance Guarantee could be either of the State Bank of India or of any of the Nationalized Banks.

BOOKS OF REFERENCE : These tender documents are to be read with the followings books with versions updated/corrected/modified up to the date tender opening:1) Standard General Conditions of Contract July 2022 as amended by updated correction slips termed GCC 2022.

In case of items C. and D. of Commercial Compliance, supportive documents/certificates from the organizations with whom they worked/are working should be enclosed.

The above rates are inclusive of all taxes, royalty charge, license fee legally livable etc, if any

In addition to general condition of contract, additional condition as per attached sheet shall also apply

Under the existing condition of work, nothing extra other than the quoted rate shall be payable to the contactor
