Tenderers should have at least 3 (2023-24, 2024-25 and 2025-26) years of experience in providing staffing services as a Human Resource Outsourcing/Private Agency and should submit certificates from the concerned departments/organizations. Should have experience of providing at least 150 staff per year.

Submit attested copies of GST Registration Certificate and GSTR-3B returns for the year 2025-26 and the previous month.

Submit a copy of the code number obtained under the EPF Act, registration certificate and EPF payment challans for the year 2025-26, attested and certified

Submit a copy of the ESI, registration certificate code number details and the challans paid for the year 2025-26, attested and certified

Submit the professional tax registration certificate of the organization. Form-3 and Form-4 should be submitted. And submit a certified copy of the professional tax paid challans for the year 2025-26 and 03 years of professional tax clearance and annual return (Form 5) (2023-24, 2024-25 2 2025-26)

A copy of Form-C of the Labor Department should be submitted.

Contract Labour License Certificate (Licenses Under Act 1970) covering at least 150 employees

Affidavit obtained from the Department of Labor stating that there is no case against the agency.

Submission of ISO 9001-2015 certificate (certificate should be attached)

Experience confirmation letters from the organizations regarding satisfactory service rendered by the staff to Government/Semi-Government and Government approved departments as an External Resource Agency in the years 2023-24, 2024-25 and 2025-26 (not work orders)

Tenderers should provide a written statement on a stamped paper worth Rs. 100/- regarding dissatisfaction with the outsourcing service by any department/not being blacklisted against the organization.

Submit a certificate on a stamped paper of Rs. 100/- stating that you have not been a defaulter in any previous contract with any organization.

If unnecessary additional documents and incorrect documents are uploaded or duplicate documents are submitted, the tender will be rejected. By agreeing to this condition, submit the tender along with the documents along with the documents by submitting a certified copy of Rs. 100/- on a stamped paper.

Provide a copy of the income tax return for lines 2023-24, 2024-25 and 2025-26 and the PAN card in the name of the organization

Annual turnover certificate certified by Chartered Accountants for the years 2022-23, 2023-24 and 2024-25, the annual turnover for each year should be at least Rs. 250.00 lakhs

Tenderers should be financially sound. In this regard, a bank solvency certificate for 5% of the tender amount i.e. Rs. 16,54,066/- should be submitted for the same purpose in the name of District Backward Classes Welfare Officer, Bangalore Rural District
