(i) Provision of grid connected roof top solar PV system over Amrit Bharat station over SEE Divn. (ii) Provision of roof top solar plant at different location over Sonpur Division.

Contractor should have to be registered with Employee Provident Fund Organization (EPFO). It is mandatory for contractor to submit PF code provided by EPFO with their tender offer. Also each contractor has to submit "UAN" of their worker with their offer and have to mention in tender document. It is mandatory. Otherwise offer will not be considered for further action and your offer will summarily be rejected.

Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of 'V/N'or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

As per CE/Works/HJP's letter no. ECR-HQ0ENGG(CONT)/0009/2025, dated 18.11.2025 "The balance sheet and all other financial documents attested/certified by the Chartered Accountant (CA) to substantiate fulfillment of Financial Eligibility Criteria should be with UDIN, failing which the offer shall be considered as incomplete and will be summarily rejected without any further reference."

The tenderer shall posses the valid Electrical Contractor's license and Supervisory License issued by any State/Central Govt. licensing board for the required voltage level or above with their tender paper. Tenders without valid electrical contractor's license & Supervisory license will summarily be rejected.

"ELIGIBILITY CRITERIA:- Document required to be submitted in support of Technical Eligibility Criteria: Tenderer should have completed at least one similar single work. The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or One similar work costing not less than the amount equal to 60% of advertised value of the tender. Similar nature of works (as defined and approved by competent authority) for " (i) Provision of grid connected roof top solar PV system over Amrit Bharat station over SEE Divn. (ii) Provision of roof top solar plant at different location over Sonpur Division." is (i) Supply and installation of solar plant of any nature. OR (ii) Supply and installation of Roof top Solar Plant of any capacity.

The tenderers whether sole proprietor , a limited company or a partnership firm he/they should submit authentic proof in terms of partnership deed, proprietorship documents etc. along with the tender. If he/they want to act through agent or individual partners should submit a power of attorney duly stamped and authenticated by Notary Public or by Magistrate in favour of specific person whether he/she/they are partners of the firm or any other person specifically authorizing him/her name to submit the tender, sign the agreement , receive money, witness measurements, sign measurement books , compromise, settie, relinquish any claims, preferred by firm and also sign No Claim Certificate and refer all or any disputes arbitration.

You are also instructed to submit monthly payment challan to the person/labour engaged for execution of the work having valid UAN no with bill. This is to be followed strictly as per GCC & as per instruction of labour enforcement officer under Govt of India.

Inclusion of 'Letter of Credit' as Mode of Payment in Works Tenders or Service Tenders as per Railway Board's letter no. 2018/CE-I/CT/9 dated 04.06.2016 remarks from Tenderer required.

Eligibility criteria for works tender in respect of partnership firms:-

in case the tenderer is a partnership firm s , the experience, solvency and turn over shall be in the name and style of the firm only.

If the tenderer is a partnership firm, all the partners shall be jointly and severally liable for successful completion of the work and no request for change on the certification of the firm shall be entertained.

During the currency of the contract, no partner of the firm shall be permitted to withdraw from partnership business and in such and event it shall be treated as breach of trust and abandonment of the contract.

JOINT VENTURE will not be permitted for the tenders.

Any Conditional offer will be summarily rejected.

Rates are inclusive of all taxes/GST, license fee, royalty charges etc. legally leviable by State, Central Govt. and/or any other local authority.

Railway Administration reserves the right to change/Alter/Cancel the tender without any notice.
