2. GENERAL INSTRUCTIONS
1) Bidders who wish to participate in this selection process will have to register on
Nprocure Portal. Bidders can download the tender document from the Nprocure
website. Technical and Financial Bids shall be uploaded on Nprocure website. Bidder
should be responsible for registering his company at Nprocure website and seeking
all necessary approvals required to upload the bid.
2) The Bid is to be uploaded on two bids basis i.e. Technical Bid and Financial Bid.
3) It is the responsibility of the Bidder to ensure that the bids are uploaded in time by
the deadline through Nprocure website.
4) Bidders have to submit Price bid in Electronic form only on Nprocure till the Last
Date and time for submission. The interested bidders should upload their bids along
with duly signed scanned copies of all the relevant certificates, documents etc. in
support of their technical and price bids on the Nprocure as per Bid Number.
Financial Bid Offers in physical form will not be accepted in any case.
5) Offline submission of technical bid: All documents must be submitted online as well
as in physical form along with undertaking for submission of online tender
(Appendix- 1), EMD in the form of demand draft/FD, Profile of Bidder (Appendix-2)
and self-attested documents as per check list uploaded on Nprocure website.
Technical Bid consisting of all documents including EMD of Rs.20000/- (Rupees
Twenty Thousand) Demand draft of any Nationalized Bank/ Scheduled Bank in a
separate sealed envelope superscripted with the ‘Bid Number’ and Project Name as

INSTITUTE, , VALSAD, ” must be sent to the Dy. Conservator of Forests , Valsad North Forest
Division, Valsad on or before the last date of the Physical Submission of Technical Bid
through RPAD/Speed post/Courier/In person.
6) Online documents shall be considered as authentic for evaluation purpose.
7) Financial bid must not be sent in Physical form and is to be submitted online only on
Nprocure website.
8) The bidders are required to quote the rate strictly as per the terms and conditions
mentioned in the Tender document. The conditional tender will not be entertained
and shall be liable for outright rejection.
9) It is desirable that the bidders visit the site prior to bidding.
10) The competent authority of Valsad North Forest Division reserves the right to reject
any or all the tenders without assigning any reason thereof.
3. INVITATION FOR BIDS (IFB)
Realising the importance of region specific Anti Venom , Government of Gujarat
proposed to establish a world class Snake Research Institute (SRI) in Valsad District with
state of the art facilities.
To fulfill the vision, the SRI has listed infrastructural requirements, buildings including
snake housing for taking up on priority basis. For establishment of the same a detailed
Master Plan, DPR, designs of all facilities including plans and estimates are to be prepared
for execution of these facilities in a time bound manner. Selected consultant/Consultancy
firm is required in the initial phase to prepare detailed Master Plan, DPR, designs of
buildings, snake housing enclosures, Fencing, Gates, landscaping and other Facilities Related
to SRI. Thereafter to prepare detailed estimates in the later phase. The approvals/ consent
of the competent authority is to be obtained for Master Plan and DPR initially and then
subsequently for all the designs prior to preparation of detailed estimate.
Architects /Zoo Consultant/s, Zoo Consultancy Firm/s” preferably having professional
experience with Large/ Medium category Zoo/Wild Animal Enclosures in India or
Government institution building in India and a good track record about rendering
Consultancy Services is proposed to be engaged to prepare Master Plan, DPR, designs, plans
and estimates of various facilities of SRI
The Deputy Conservator of Forests, Valsad North Forest Division, invites bid for
“Architect cum PMC (Project Management Consultants)” from amongst competent
individuals/Institutions/Agencies/ Organisations/ Firms to modify master plan as per
approval of competent authority, preparation of DPR and to prepare designs, plans and
estimates of various facilities Related to SRI as per Master Layout Plan & Detailed Project
Report approved by competent authority.
Bidding Procedure: The complete set of Bid documents for work can be obtained from
address “Office of the Deputy Conservator of Forests, Valsad North Forest Division, Valsad”
during working hours.
Alternatively, the Bid document can be downloaded from the Nprocure Individuals/
Institutions/ Agencies/ Organisations/ Firms/ having sufficient technical competence,
expertise and experience in the field and willing to undertake the above work, shall submit
the bids through the Nprocure portal.

4. INSTRUCTIONS TO THE BIDDERS
4.1 : DEFINITIONS
In this document, unless the context specifies otherwise, the following words and phrases
shall mean and include:
a) “Agreement” means the document signed by the Director SRI and Dy. Conservator of
Forests, Valsad North Forest Division, Valsad and the successful bidder that incorporates
any final corrections or modification to the tender and is the legal document binding
both the parties to all terms and conditions for the award of the Contract.
b) “Authority” shall mean the Dy. Conservator of Forests, Valsad North Forest Division,
Valsad and/or its nominated officer.
c) “Bid” means the complete bidding document submitted by the bidders to the Dy.
Conservator of Forests, Valsad North Forest Division, Valsad and shall include any
corrections, addenda and modifications made therein.
d) “Bidder” shall mean any firm in the form of Company, Partnership, Proprietor, eligible to
participate in the tendering process and shall include the successful bidder during the
currency of the Contract.
e) “Contract” shall cover the whole terms and conditions of this Bid documents within time
limits specified for which the Bidder shall be paid in accordance with the terms and
conditions, terms of reference of the Agreement.
f) “Contract Period” shall mean entire term of the contract as indicated in the Clause 9.1 of
Special Terms of Contract of this tender document.
g) “Corrupt Practice” means the offering, giving, receiving or soliciting of anything of value,
pressurizing to influence the action of a public official in the process of bidder selection
and Contract execution.
h) “Government” shall mean the Government of Gujarat.
i) “Month” means calendar month is one of the twelve months of the year. A period from
a specified day in one month to the day numerically corresponding to that day in the
following month, less one.
j) “Technically Eligible Bidder” means bidder fulfilling eligibility criteria as per Clause 4.2 of
the Instructions to the Bidders.
k) “Shortlisted Bidder” means technically eligible bidder who has quoted lowest contract value
and invited for further process.
4.2 : DESIRABLE CRITERIA FOR BIDDERS
The bidder should fulfill the following conditions and must also submit documentary evidence in
support of fulfilment of these conditions while submitting the technical bid. Bids without
documentary evidence will not be considered for further evaluation.

5. GENERAL TERMS AND CONDITIONS
5.1 : CHECKLIST OF DOCUMENTS COMPRISING THE BID

e) Bidder should not be blacklisted/ banned/ disqualified/ declared ineligible / declared
having dissatisfactory performance by any government /quasi-government authority in
India for supply of manpower/materials/ carrying out operations and maintenance work.
f) A copy of GST Registration.
g) Legal status (Individual, Proprietary firm, Partnership firm, Limited Company or
Corporation) of the company along with statutory details (PAN No., COA, Shop
Establishment and other required valid licenses).
h) General power of attorney/ Board of Directors resolution/ Deed of Authority contract
and all correspondences/ documents thereof. (if applicable) Format for General Power of
Attorney is given at Form-4.
i) Income Tax Returns for last Three years along CA certified Balance sheet and Income
statement duly signed by the statutory auditors and authorized signatory/ies of the
Bidder for the years 2023-24, 2024-25 and 2025-26.
j) GST Return of Last 3 Months
5.2 : BIDDING DOCUMENT
Bidder is expected to examine all instructions, forms, terms and specifications in bidding
documents. Failure to furnish all information required by bidding documents or submitting a
bid not substantially responsive to the bidding documents in every respect may result in the
rejection of the Bid.
5.3 : CLARIFICATION ON BIDDING DOCUMENTS
Bidders can seek written clarifications before the date of pre-bid meet of the tender, to the
email address: [email protected] In the prescribed format as per Form-8. The
clarification shall be issued by the Director SRI and Dy. Conservator of Forests, Valsad North
Forests Division, V a l s a d during the pre-bid meeting.
The prospector bidder or official representative (maximum 2) are invited to attend the pre
5.4 : AMENDMENT OF BIDDING DOCUMENTS
5.4.1 At any time prior to the deadline for submission of bids, Authority for any reason,
may modify the bidding documents by amendment.
5.4.2 All prospective bidders may be notified of the amendment and such modifications
will be binding on them. The same shall also be put up on the Nprocure website.
5.4.3 In order to allow prospective bidders a reasonable time to take the amendment into
account in preparing their bids, Director SRI and Dy. Conservator of Forests, Valsad North
Forests Division, V a l s a d at its own discretion, may extend the deadline for the
submission of bids.
5.5 : LANGUAGE OF BID
The bid prepared by the bidder, as well as all correspondence and documents relating to
the bid exchanged by the bidder and authority shall be in English. Supporting documents
and printed literature furnished by the bidder may be in another language (Except in Hindi
and Gujarati) provided they are accompanied by an accurate translation of the relevant
pages in English. For purposes of interpretation of the bid, the translation shall govern.
5.6 : COST OF BIDDING
Bidder shall bear all costs associated with the preparation and submission of the bid and
Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d will in no case be
responsible for those costs, regardless of the conduct or outcome of the bidding process.
5.7 : BID FORMS
5.7.1 Wherever a specific form is prescribed in the tender document the bidder shall use the
Form (Form-1 to Form-8) to provide relevant information. If the form does not
provide space for any required information, space at the end of the form or additional
sheets shall be used to convey the said information.
5.7.2 For all other cases, the bidder shall design a form to hold the required information.
5.7.3 Authority shall not be bound by any printed conditions or provisions in the bidder's bid
5.8 : FRAUDULENT AND CORRUPT PRACTICE
5.8.1 Fraudulent practice means a misrepresentation of facts in order to influence a
procurement process or the execution of a Contract and includes collusive practice
among bidders (prior to or after Bid submission) designed to establish bid prices at
artificial on-competitive levels and to deprive the Authority of the benefits of free and
open competition.
5.8.2 Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d will reject a proposal for
award if it determines that the bidder recommended for award has engaged in
corrupt or fraudulent practices in competing for, or in executing, contract(s).
5.9 : LACK OF INFORMATION TO BIDDER
Bidder shall be deemed to have carefully examined all contract documents / this bid
document to his entire satisfaction. Any lack of information shall not in any way relieve the
Bidder of his responsibility to fulfill his obligation under the Contract. Also, bidder is required
to make his own estimates regarding all costs associated with the Project. Dy. Conservator of
Forests, Valsad North Forests Division, V a l s a d shall not entertain any disputes in this regard
after the bids have been submitted. Dy. Conservator of Forests, Valsad North Forests Division,
V a l s a d retains the right to ask for any missing information and documents during the
evaluation process.
5.10 : CONTRACT OBLIGATIONS
If after the award of the contract the bidder does not sign the Agreement (as provided as
Form-7) or fails to furnish the Performance Guarantee within the time limit prescribed by the
Authority, Authority reserves the right to cancel the Contract and apply all remedies available
to him under the terms and conditions of this document.
5.11 : BID PRICE
5.11.1 The Price should be submitted online only and strict compliance with the following
stipulation in respect of their offer.
a) Any effort by a Bidder or Bidder's agent/consultant or representative howsoever
described to influence the Dy. Conservator of Forests, Valsad North Forests Division,
V a l s a d in any way concerning scrutiny/ consideration/ evaluation/ comparison of the
bid or decision concerning award of contract shall entail rejection of the bid.
b) Bids should be submitted directly by the bidder.
c) Bidder qualifying in QCBS selection process as mentioned in the Tender Document shall
be preferred bidder for award of consultancy work mentioned in Tender.
d) Price Bids (Online) of only qualified bidders as per eligibility criteria shall be opened.
e) Rates indicated in the Price Bid are including of all taxes and are applicable for the
Contract Period. There will be no change and remain firm till the end of the whole
contract period.
f) Bidders have personally visited actual locations in order to satisfy himself with the
requirements of the Contract and rates are quoted accordingly. No change in price shall
be made in future for any misunderstanding or oversight of any expense/s by the

Valsad North Forests Division, V a l s a d o n p r o d u c t i o n o f C h a l l a n i s s u e d b y t h e
Technical Sanction granting authority.
h) The approximate project cost pertaining to the works mentioned in this tender
document is estimated to be Rs.10 crores. It may vary depending upon the availability of
funds and instructions from Government.
5.11.2 Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d reserves the right to seek
clarification/ justification from the Bidder on the bid price in case Dy. Conservator of
Forests, Valsad North Forests Division, V a l s a d deems it necessary. Based on the
justification provided by the Bidder, if Dy. Conservator of Forests, Valsad North Forests
Division, V a l s a d feels that the price is unrealistic/ unfeasible in order to execute a
project of this nature, Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d
reserves the right to reject the said bid. The Bidders shall be governed by the decision of
Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d .
5.12 : BID CURRENCY
For the services required in the Tender, the prices shall be quoted in Indian Rupees (INR)
Payment for such services as shall be made in Indian Rupees only.
5.13 : EARNEST MONEY DEPOSIT (EMD)
5.13.1. The bidder shall furnish, as part of the Bid, a EMD for the amount of Rs 20000/- (Rupees
Twenty Thousand only) as stated in Notice Inviting Online Tenders by DD/FD in favour of
“Deputy Conservator of Forests Valsad North Forest Division” payable at Valsad issued
by any of the Nationalized/ Schedule Bank in a separate envelope along with Physical
Technical Bid. Only after the confirmation of valid EMD, the Technical Bid will be
5.13.2. No interest shall be paid on EMD.
5.13.3. EMD of Bidders not short-listed will be refunded within 30 days from the date of
declaration of Short-listed Bidders. If the Bidder is short-listed then the EMD will be
refunded within 30 days from the date of signing of the Agreement.
5.13.4. The successful bidder's EMD will be discharged upon the Bidder signing the contract/
Agreement, and furnishing the Performance Guarantee.
5.13.5. The EMD may be forfeited either in full or in part, at the discretion of Dy. Conservator of
Forests, Valsad North Forests Division, V a l s a d on account of one or more of the following
a) Bidder withdraws its Bid during the period of Bid validity as stated in Clause 5.14 below.
b) Bidder does not respond to requests for clarification of their Bid.
c) Bidder fails to co-operate in the Bid evaluation process, and
d) In case of a successful Bidder, the said Bidder fails:
to sign the Agreement in time; or
to furnish Performance Guarantee
5.14 : PERIOD OF VALIDITY OF BIDS
5.14.1. Bids shall remain valid for 365 days after the date of Bid opening prescribed by
Authority. A Bid valid for a shorter period shall be rejected as non-responsive.
5.14.2. If required, the Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d may solicit
Bidder's consent to an extension of the period of validity. The request and the responses
thereto shall be made in writing. The EMD shall also be suitably extended. A Bidder
granting the request is not required nor permitted to modify the Bid.
5.15 : FORMAT AND SIGNING OF BID
5.15.1. The original and copy of the bid shall be typed or written in indelible ink and shall be
signed by the Bidder or a person duly authorized to bind the Bidder to the Contract. All
pages of the bid shall be initialed by the person or persons signing the bid.
5.15.2. The complete bid shall be without alteration or erasures, except those to accord with
instruction issued by the Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d
or as necessary to correct errors made by the Bidder, in which case such corrections
shall be initiated by the person or persons signing the bid.
5.16 : SEALING AND MARKING OF BID
5.16.1. The Physical Technical Bid along with EMD will be submitted in an envelope indicating
the name and address of the Bidder to enable the bid to be returned unopened in cases
it is declared `late'. If the envelope is not sealed and marked as required, the Dy.
Conservator of Forests, Valsad North Forests Division, V a l s a d will assume no responsibility
for the bid's misplacement or premature opening.
5.16.2. If these envelopes are not sealed and marked as required, the Dy. Conservator of Forests,
Valsad North Forests Division, V a l s a d will assume no responsibility for the bid's
misplacement or premature opening and rejection.
5.17 : BID DUE DATE
5.17.1. Bid must be received by the Dy. Conservator of Forests, Valsad North Forests Division,
V a l s a d at the address specified in the Tender Document not later than the time and
date specified in the bid.
5.17.2. Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d may, at its discretion, on
giving reasonable notice by written communication to all prospective Bidders who have
been issued the Tender documents, extend the bid due date, in which case all rights and
obligations of the Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d and the
Bidders, previously subject to the bid due date, shall thereafter be subject to the new
bid due date as extended.
5.18 : CONDITIONAL BID
5.18.1. Any bid indicating conditions beyond those indicated in this Tender Document i.e.
conditional bid shall be rejected.
5.19 : OPENING OF BIDS BY THE AUTHORITY
5.19.1. Bids will be opened in the presence of Bidder's representatives, who choose to attend.
The Bidder's representatives who are present shall sign a register evidencing their
5.19.2. The Bidder's names, bid modifications or withdrawals and the presence or absence of
relevant EMD and such other details as the Authority at his/her discretion, may consider
appropriate, will be announced at the opening.
5.19.3. At the pre-decided time, the Authority contact person shall open the Technical Bids and
list them for further evaluation. Any participating Bidder may depute a representative to
witness these procedures.
5.20 : CONTACTING THE AUTHORITY
5.20.1. Bidder shall not approach the Valsad North Forest Division officers outside of office
hours and/ or outside the premises, from the time of the Bid opening to the time the
Contract is awarded.
5.20.2. Any effort by a Bidder to influence the Snake Research Institute officers in the decisions
on Bid evaluation bid comparison or contract award may result in rejection of the
Bidder's offer. If the Bidder wishes to bring additional information to the notice of the
Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d it should do so in writing.
5.21 : AUTHORITY’S RIGHT TO VARY SCOPE AT TIME OF AWARD
If any change in Scope of the Contract causes an increase or decrease in the cost of, or the time
required for, the Bidder performance of any part of the work under the Contract, an equitable
adjustment shall be made in the Contract Price or schedule of implementation, or both, and the
Contract shall accordingly be amended. Any claims by the Bidder for adjustment under this
Para must be asserted within ten (10) days from the date of the Bidder receipt of the Authority
5.22 : AUTHORITY’S RIGHT TO ACCEPT AND TO REJECT ANY/ ALL BIDS
Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d reserves the right to reject
any Bid and to annul the bidding process and reject all bids at any time prior to award of
Contract without thereby incurring any liability to the affected Bidder(s) or any obligation to
inform the affected Bidder(s) of the grounds for such decision.
5.23 : NOTIFICATION OF AWARD AND SIGNING OF CONTRACT
5.23.1 Prior to expiry of the period of Bid validity, the Authority will notify the successful Bidder
in writing that its Bid has been accepted and send the successful Bidder the Contract
Form as mentioned in Form-7.
5.23.2 Within 10 days of receipt of the Contract Form, the successful Bidder shall sign and date
the contract and return it to the Authority. If the successful Bidder thus selected fails to
sign the contract as stipulated, the Authority reserves the right to offer the contract to
the next lowest Bidder.
5.24 : SECURITY DEPOSIT
5.24.1. The contract Security Deposit has to be submitted within TEN days of receipt of
contract/ agreement/ work order. The security deposit shall be 5% of order Value which
shall be valid for duration of 365 days beyond the expiry of contract period.
5.24.2. If the successful Bidder fails to remit the security deposit within the time stated for the
submission of the same by the Authority, the EMD remitted by him will be forfeited by
the Authority and his bid will be held void.
5.24.3. Upon the successful Bidder's furnishing of security deposit and signing of contractual
documents, the Authority will promptly notify all short-listed Bidders and will refund
5.24.4. The security deposit of the successful Bidder shall be refunded within two months from
the expiry of the contract period and on satisfaction of the Authority for execution of
the work/ settlement of disputes, if any.
5.25 : PATENT RIGHTS
The Bidder shall indemnify the Authority against all third-party claims of infringement of
patent, trademark/ copyright arising from the use of services or any part thereof.
5.26 : AUTHORITY’S RIGHT TO AWARD CONTRACT TO ONE OR MORE BIDDERS
Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d reserves the right to award the
Contract to one or more Bidders and split the order among different Bidders.
5.27 : FORCE MAEJURE
Force Majeure shall mean such an event or circumstance or combination of events and
circumstances which are beyond the reasonable control of the affected party and which the
affected party could not have prevented by Good Industry Practice or by the exercise of
reasonable skills and care for the purpose of discharging its obligations under the Contract. The
Force Majeure will tend to have material adverse effect on the performance of- such affected

Act of War (whether declared or undeclared), invasion, armed conflict or act of foreign enemy,
blockade, revolution, riots, insurrection, civil commotion, act of terrorism, or sabotage. The
expropriation or compulsory acquisition or seizure of the assets of the Agency by any
Governmental Instrumentality, provided that this clause shall not apply where such Act
constitutes a remedy or sanction lawfully exercised as a result of a breach by the Agency of any
Indian law or Indian Directive but excluding any change in law.
Act of God epidemic, lightning earthquake, cyclone, whirlwind, flood, tempest, storm, drought,
lack of water or other unusual or extreme adverse weather or environmental conditions, action
of the elements, meteorites, fire or explosion to the extent generated from the source external
to the Agency or his assets due to reasons other than, those caused by negligence of the
Parties, chemical or radioactive contamination or ionizing radiation.
Procedure for Calling Force Majeure: The affected party shall notify to the other party in
writing of the occurrence of the Force Majeure as soon as reasonably practicable, and in any
event within 24 hours (Twenty-Four hours) after the Affected Party knew, or ought reasonably
to have known, of its occurrence and that the Force Majeure would be likely to have a material
impact on the performance of its obligations under the Contract.
The notice shall include full particulars of the nature of Force Majeure event, the effect it is
likely to have on the Affected Party's performance of its obligations and the measures which
the Affected Party is taking, or proposes to alleviate the impact of the Force Majeure Event and
restore the performance of its obligations. When the affected Party is able to resume
performance of its obligations under this Contract, it shall promptly give the other party written
notice to that effect provided that in no event shall the suspension of performance be of
greater scope and of longer duration than is necessitated by Force Majeure.
The rights and obligations of the Affected Party shall be suspended to the extent they are
affected by the Force Majeure. Authority shall not be liable to make any payments to the
Agency for it being affected on account of Force Majeure.
Authority reserves the right to terminate the contract if the Force Majeure continues for more
than 15 (Fifteen) days at a stretch.
6. SCOPE OF WORK
The successful Architectural cum PMC Service providing Agency/Firm should have to perform
WORK as per the stages and activities mentioned hereunder:
6.1. CONCEPT DESIGN:
1. Preparation of overall layout Map including layout maps of services like waterlines, electricity,
drainage, sewage treatment plant, water purification plant and any other activities as required
by the site/or as directed by the competent authority.
2. Carry out site analysis and furnish a site appraisal report with regard to the potential of the site
vis-à-vis activities.
3. Prepare Design (3D Layout) and drawings for the activities mentioned below: (Structural
drawings, Working drawings, Plumbing and Electrification drawings, Sewage disposal plan
drawings and other necessary drawings as directed and required by the competent authority),
Landscape designing and planning.
4. Furnish preliminary scheme for site planning.
5. Assist the authority in obtaining approval for master layout plan, services plan and animal
enclosure designs submitted to the competent authority.
6. Design of structures and lab as per applicable safety standards notified by Government of India or
Scientific institutions working under GOI
6.2 Scope of Services
1. The Consultant is expected to be primarily a Institutional Building/Wild Animal Housing/Zoo Design Expert.
2. The Consultant shall, be responsible as the Lead Consultant for the preparation of Master Plan,
DPR, design of enclosures and other facilities and its improvement as per the existing master plan
(which contains the details on each facilities) and apply necessary modifications to the same
based on the instructions of Competent authority, their guidelines & other statutory provisions,
and as per Director SRI and Dy. Conservator of Forests, Valsad North Forests Division, V a l s a d
directives if found required. In addition, the Consultant shall also design support facilities as

the Snake Research Institute.
• Landscape Architecture inside the park.
• Civil / Structural Engineering
• MEP Engineering (including ICT and ELV) Building Management Systems (BMS)
• Cost Consultant
• Survey, Soil Investigation / Geotechnical Studies
• Fire & Life Safety
• Sustainability (at least GBCI / IGBC green certification)
• Waste Management
• Rain water harvesting
8. Organize procedures for the timely exchange of information between project stakeholders with
reference to the services stated above.
9. Establish a Time Schedule (Program) and Work Plan for management and control of the Project,
based on the outline Program in RFP, which shall represent a realistic coordinated plan for the
integration of design elements of the Project and the time needed for them. The Program shall
identify dates when the design inputs of the several Consultants and specialist sub- Consultants
undertaking design are required to enable the design to be completed in accordance with the
Design Program. In addition, the Consultant shall identify all statutory / regulatory permissions,
consents and no objections (NOCs) to be obtained both at State level and National level.
10. Monitor and update the Program and Project Control Plan as necessary throughout the course
of the Project.

Providing Transaction Advisory (T.A.) Services for Tender preparation, Identifying and finalization of
the Agency for execution of the Project in r/o facilities approved by Client in Phase
Phase 3- Monitoring of the Development of B u i l d i n g s a n d i n f r a s t r u c t u r e of Snake
Research Institution during construction and DLP (Defects Liability Period) stage. The
Consultant should undertake Periodical inspection & evaluation of work at site and provide
Construction Monitoring and Supervision Services i.e. support and guidance during
Construction and DLP (Defects Liability Period) stages till completion of Project and Defects
Liability Period. All Scope of Services shall be undertaken in accordance with the terms of
the Agreement; and in coordination and collaboration with the Deputy Conservator of
Forest, Valsad North Forest Division,Valsad for the development of the Snake Research
6.4. Schedule of Services
I. Preparation of Master Plan by modifying the existing Master Plan on the basis of suggestions
and instructions of competent authority and to obtain Approval of competent authority.
II. Preparation of Detailed Project Report as per the guidelines of competent authority and other
rules and regulations in force.
III. Design of various Enclosures, Fencing, Gates, and other facilities related to snake housing, office
a. Prepare the conceptual design for each enclosure.
b. Modify / detail the selected conceptual design incorporating required changes, if any suggested by
competent authority and Prepare full set of drawings facilities.
c. Approval of all Designs from the competent authority is mandatory.
d. All designs with their specification in hard copy and soft copy (raw files and pdf) to be submitted to
the Director SRI and Deputy Conservator of Forest, Valsad North Forest Division, Valsad after curing
observations of competent authority from time to time till those are finally approved by
competent authority.
e. Consultant/s shall provide at least 6 (six) hard copies in a presentation report form and the high
resolution soft copy (raw files and pdf) of designs.
IV. Plan & Estimates
a. Prepare the plan and estimate for the approved design as per current regional SOR (Schedule of
Rates). And Get them Technically sanctioned from competent authority.
b. The Plan and Estimates for the approved designs with their specification in hard and soft copy to
be submitted to the Director SRI and Deputy Conservator of Forest, Valsad North Forest
Division,Valsad.
V. Deliverables
a. 3 D renderings & walkthrough to explain the designs.
b. Final Designs of and their specification with calculation, Plan and estimates for all facilities (as per
regional SOR, market rate analysis and relevant rules & regulations)
c. Representative images and rendering and presentations whenever required.
VI. Monitoring of the Development of buildings and infrastructure of SRI
a) Periodical site visits to ensure execution & quality of work as per drawings and instructions.
b) Attend and participate in any design conferences, workshops and design review meetings, as
suggested by the Director SRI and Deputy Conservator of Forest, Valsad North Forest
Division,Valsad.
c) Support and guidance will have to continue during Construction and DLP (Defects Liability
Period) stages till completion of Project and Defects Liability Period.
VII. Special Conditions
a. All drawings/estimates to be delivered in hard and soft copies (CAD & PDF or any other format as
asked by the Department)
b. All renderings to be submitted in Hard and Soft (Jpg & PSD)
c. Consultant is expected to maintain a timeline to be decided mutually at the time of signing
d. Consultant will have to certify the bills submitted by the Contractor executing the construction work and
the entries made in Measurement Book.
6.5 List of Activities

water source as approved in Master Layout Plan and as directed by the competent

(B) Other works related to Snake Research Institute
Planning and designing for electrification network in entire Snake Research Institute with
modern latest technology.
(C) Note: It is to be noted that the final design will be considered as final and submitted only
when all the layout, drawings and designs are approved by the competent authority.
6.6. COMPLETION:
Prepare and submit final certificate of completion of the work including drawings, designs
as per the scope of work along with No Dues Certificate from the concerned officer of Snake
Research Institute, Valsad.
7. BID EVALUATION
Preliminary scrutiny will be based on the compliance to all the terms and conditions of the Bid.
The Bidders who do not fulfill the eligibility criteria shall be straight away rejected. All eligible
Bids will be considered for further evaluation subject to compliance of the following:
1. Bidders will have to submit the Bid Documents online as well as physically along with all
the supporting documents.
2. Bidders will have to submit EMD in form of Demand draft / FD online as well as
physically. The decision of the Committee will be final in this regard.
7.1 BID EVALUATION COMMITTEE
The evaluation shall be done by an Evaluation Committee decided by the Deputy Conservator of
Forest, Valsad North Forest Division,Valsad. The Committee shall determine the approach and
methodologies for the issues, which may arise during above referred evaluation exercise and
have not been addressed in this Tender Document. The decision of the Committee shall be final
and binding on all the Bidders. Bid evaluation will be carried out on L1 Based Evaluation.
Evaluation shall be carried out based on the selected evaluation parameters and the data and
documents provided by the bidders in support of their claims. The Evaluation Committee shall
have the right to verify the claims made by the bidder, in whichever way it deems fit.
7.2. TECHNICAL EVALUATION
The technical proposals will be opened on the mentioned date in this Bid Document. The
Technical Bid will be examined by the committee formed for the purpose, on the basis of
responsiveness to the scope of work and other details as mentioned herein the document.
Technical Presentations: Authority will invite the eligible bidders for detailed technical
presentation on proposal (which may be in person or online). Bidders will be informed at least
3 days prior to the scheduled presentation date (to be scheduled during evaluation process of
bids). The purpose of such presentations is to allow the bidders to present their proposed
approach to the key points in their proposals.
Evaluation of Technical Proposal
The evaluation committee shall evaluate the Technical Proposals on the basis of their
responsiveness to the Terms of Reference/Technical-Qualification Criteria, applying the
evaluation criteria, sub criteria, and point system specified in the Data Sheet. Each responsive
Proposal will be given a technical score (St).
A Proposal shall be rejected at this stage if it does not respond to important aspects of the
Tender Documents.

7.3 FINANCIAL BID EVALUATION
After the technical evaluation is completed the Consultancy Evaluation Committee shall
prepare a list of pre- qualified and short listed bidders for opening of their Financial Proposals.
A date, Time and Venue for Technical evaluation is mentioned in notice inviting online tender.
A date, Time and Venue for Financial evaluation shall be informed to the technically qualified
bidders. All Bidders will be notified if certain change is made in said schedule in case of
unavoidable circumstances, if any.
Deputy Conservator of Forest, Valsad North Forest Division,Valsad will not entertain any query
or clarifications from Applicant who fail to qualify at any stage of the selection process.
Instruction regarding filling Financial Proposal online:
Amount to be paid as remuneration to consultancy (as specified in the bid) to be quoted in
terms of percentage (%) of the total value of Plan Estimates (in INR) approved by the
competent authority, which is inclusive of all taxes excluding GST, against submission of

tender papers, tender evaluation, cost of resources, site office, printing, preparation of
models etc, which may be requiresh for providing services for this Project.
The maximum upper limit for Financial Bid (Financial Proposal) is 5%.
7.4 OVERALL EVALUATION OF BID
The financial bid of only those bidders who have scored more than 70 Marks out of
100 Marks in Technical Evaluation shall be opened. The said work shall be awarded to the L1
Bidder only. (In case of agency submitting same financial bid, the work will be assigned to
agency securing more marks in the Technical Evaluation).
Even if there is a tie, ‘draw of lots’ will be resorted to arrive at the recommended bidder.
Authorities shall have the right to reject any/ all bids submitted unconditionally.
8. PAYMENT TERMS
Payment to the Successful Bidder shall be made as follows:

8.1.2 Deputy Conservator of Forest, Valsad North Forest Division,Valsad shall not be responsible
for providing any financial support except as the payment Schedule aforementioned.
Any other expenditure like travelling, staying, communication, boarding and lodging etc.
for the consulting team stationed at the place of assignment shall be borne by the chief
consultant/Firm.
8.1.3 The payment will be preceded by a performance evaluation by Consultancy Evaluation
Committee (CEC) consisting of designated officers of Snake Research Institute constituted
for this purpose. The performance evaluation will be based on a set of criteria mutually
agreed upon at the time of executing the Agreement.
8.1.4 Any delay in agreed stage wise time limits will invite penalty @ 5% of consultancy fee
for delay on per month basis which will be deducted from the subsequent payment.
8.2 : TAXES, DUTIES ETC.
(a) The Agency/Firm/Bidder agrees to and does hereby accept full and exclusive liability
for all contributions and taxes for unemployment compensation, insurance and old
age pensions or annuities now or hereafter imposed by any Central or State
Government authorities which are imposed with respect to or covered by the wages,
salaries, or other compensations paid to the persons employed by the
Agency/Firm/Bidder and the firm shall be responsible for the compliance with all
applicable Central, State, Municipal and local laws and regulations, and requirement of
any Central, State or local Government agency or authority.
(b) Agency/Firm/Bidder further agrees to defend, indemnify and hold Deputy Conservator
of Forest, Valsad North Forest Division, Valsad harmless from any liability or penalty, which
may be imposed by the Central, State or Local authorities by reason of any violation by
firm of such laws, suits or proceedings that may be brought against the Corporation
arising under, growing out of, or by reason of the work provided for by this Contract,
by third parties, or by Central or State Government authority or any administrative
sub-division thereof.
(c) Tax deductions from the payments made to the Agency/Firm/Bidder will be made by
the Deputy Conservator of Forest, Valsad North Forest Division, Valsad as per the rules and
regulations in force in accordance with acts prevailing from time to time.
(d) Payment shall be released after applicable tax deductions at source and other
statutory taxes as per rule sand acts in force during the tenancy of the contract.
9. SPECIAL TERMS AND CONDITIONS OF CONTRACT
9.1 CONTRACT PERIOD
Normally the Contract Period will be for 2 Years however a Mid Term Review of the services will
be done after 1 year to make any modification in the duration of the services. The contract may
be extended further beyond 2 years with the approval of the competent authority. The terms
and conditions for extension of the contract shall remain unchanged.
9.2 : BIDDER’S OBLIGATION
a) The Bidder shall appoint at least 1 authorized person not lower than the rank of Senior
Manager as “Coordinator” to co-ordinate with the Authority in all matters related to
contract for the successful implementation and operation of the project and to be
responsible for all necessary exchange of information.
b) The Bidder shall provide all assistance to the Authority representative/s as they may
reasonably require for the performance of their duties and services.
c) The Bidder shall be responsible for all statutory obligations/ liabilities like Salary, ESI, PF,
Personnel Insurance, etc. The Bidder shall abide by all rules and regulation from time to time
such as Minimum Wages Act, Labour Laws etc. for the manpower employed by it.
d) The Bidder shall employ at their own cost and expenses sufficient and competent staff with
adequate background training and experience as may be reasonably required for the
fulfilment of the Bidder’s obligations under the agreement and shall give their professional
expert guidance and supervision to the work. If in the opinion of the Authority any staff or
manpower of Bidder is found unsuitable, the Bidder shall be liable to change the staff/
supervisor forthwith.
e) The Bidder shall indemnify Authority against all the losses, injuries and any kind of damage
arrived due to its activities.
f) The Bidder should comply with all rules and regulations applicable for the fulfilment of the
proposed services.
g) The Bidder should provide services uninterrupted and the manpower deployed should
follow the instructions given by Authority.
h) The Bidder shall intimate the Authority about blacklisting of their firm by any Central/State
government body during the contract period due to any reason.
9.3 : AUTHORITY'S OBLIGATIONS
a) Accord in timely manner all such approvals, permissions and authorizations which the
Bidder may require or is obliged to seek from in connection with implementation of the

timely manner, after satisfying itself of all the project-related, statutory and accounting
aspects, so as to enable the Bidder to satisfactorily perform its obligations.
c) The Deputy Conservator of Forest, Valsad North Forest Division,Valsad shall appoint, an
authorized person as ‘Coordinator – Valsad North Forest Division, Valsad’ to coordinate
with the Bidder in all matters required for the successful implementation of the project and
to be responsible for all necessary exchange of information required.
d) Deputy Conservator of Forest, Valsad North Forest Division, Valsad would constitute an
appropriate committee to oversee the functioning of the work.
e) During the performance of the contract, the quantity of the project may be increased or
decreased, due to change in estimated quantity of the project due to change in project
phase modifications, revision in drawings, data sheets, documents or due to policy of the
Government etc whatsoever reasons. As used herein, the estimated quantity may be
increases or decrease. In this case, the quoted rate of the project cost for work will be
remained firm till the completion of this project. No price escalation will be considered
beyond the quoted rate in any conditions/situations arises during the performance of the
9.4 : TERMINATION OF THE CONTRACT
At any time during the Contract Period, Deputy Conservator of Forest, Valsad North Forest
Division,Valsad has the right to cancel the Contract after giving a notice of one month, if the
Bidder commits breach of any or all conditions of the contract and fails to remedy the breach
within the time frame by the Deputy Conservator of Forest, Valsad North Forest Division,Valsad
Breach of Contract includes, but not limited to, the following:
a) The Bidder stops work and such stoppage has not been authorised by the Deputy Conservator of
Forest, Valsad North Forest Division,Valsad.
b) The Bidder may become bankrupt or goes into liquidation other than for project or
c) Deputy Conservator of Forest, Valsad North Forest Division,Valsad gives notice to correct a particular
defect/ irregularity and the Bidder fails to correct such defects/ irregularity within a reasonable
period of time determined by the Authority.
d) The Bidder is found to act in selfish interest and not in interest of the beneficiaries.
e) Serious misconduct/ accident on part of the Bidder.
f) The registration of the Bidder with The Institute of Chartered Accountants of India or The
Institute of Company Secretaries of India gets cancelled due to any reason.
g) Failure of Bidder in intimating the authority of its blacklisting by any central/state government
body, the authority reserves the right to terminate the contract.
If the contract is terminated by the Deputy Conservator of Forest, Valsad North Forest
Division,Valsad unilaterally, the Deputy Conservator of Forest, Valsad North Forest
Division,Valsad will pay to the Bidder remaining amount, if any, for the payment for service
charges for the period for which the service has been rendered and all other claims through
mutually agreeable settlement.
The Deputy Conservator of Forest, Valsad North Forest Division,Valsad reserves the right to
terminate the contract from their side after giving one-month notice period without assigning
any reasons at its discretion.
9.5 : “NO CLAIM” CERTIFICATE
The Bidder shall not be entitled to make any claim, whatsoever, against the Authority, under or
by virtue of or arising out of this Contract, nor shall the Authority entertain or consider any
such claim, if made by the Bidder and the Bidder shall have signed a “No Claim” Certificate in
favour of the Authority in such forms as shall be required by him after the works are finally
9.6 : SUSPENSION
Authority may, by a written notice of suspension to the Bidder, suspend the Contract if the
Bidder fails to perform any of its obligations under this Contract (including the carrying out of
the services) provided that such notice of suspension:
1) Shall specify the nature of the failure and
2) Shall request the Bidder to make good such failure within a specified period from the date
of receipt of such notice of suspension by the Bidder.
9.7 : OWNERSHIP OF DATABASE AND ASSET
The ownership of database as and when created in the course of the execution of the work
under this tender during the contract period without any liability will be automatically vested
with the Authority. None of the physical facility and manpower created under this tender shall
be transferred to Authority at the end of the Contract Period, except the capital expenditure
made by the Authority.
The Bidder shall keep the details of the contract, records of offices, reports and any type of
information as private and confidential. Also, any type of data, information, documents will not
be allowed to bring outside of the office premises. The Bidder shall treat the details of the
contract as private and confidential, save in so far as may be necessary for the purposes
thereof, and shall not publish or disclose the same or any particulars thereof in any trade or
technical paper or elsewhere without the previous consent in writing of the Authority. If any
dispute arises as to the necessity of any publication or disclosure for the purpose of the
Contract the same shall be referred to the Authority whose decision shall be final.
9.8.1 The Bidder or his representative should neither disclose the data of project nor sell the
data or use it for commercial exploitation or research work without the written
permission of the Authority. In this case contract will be terminate on immediate basis
and necessary legal action will be taken by the authority on the firm.
9.9 : TRANSFER OF RIGHTS
The Bidder shall not transfer the Contract to anybody except with the prior permission of the
9.10 : IMPLEMENTATION SCHEDULE
The Bidder is required to commence operations as per scope of activities from the date of
signing of Work Order/ Letter of Acceptance.
9.11 : REGARDING CONTRACT LABOUR LAW:
9.11.1 The Agency/Firm/Bidder will be solely responsible to disbursed wages to their staff
through Bank and they will strictly follow the Minimum Wages Act 1948. Furthermore,
the agency will be solely responsible to their employees’ “Bonus” as well as any violation
of the provision of Minimum Wages Act shall render the contract liable for termination.
9.11.2 The Approved Agency/Firm/Bidder shall be responsible for all injuries and accidents to
their employee.
9.11.3 The Approved Agency/Firm/Bidder shall comply with all statutory requirements existing
as well as those rules, orders and notifications promulgated from time to time, viz. the

9.12 : DISPUTE SETTLEMENT:
Deputy Conservator of Forest, Valsad North Forest Division,Valsad and Agency/Firm/Bidder
shall make every effort to amicably resolve by direct informal negotiations any disagreement or
dispute arising between them under or in connection with the contract.
In any dispute or difference of any kind arising out of this Contract (and whether before or after
the termination or breach of this Contract) parties hereto shall promptly and in good faith
negotiate with a view to its amicable resolution and settlement. In the event of no amicable
resolution or settlement reaching within a period of 30 days from the date on which dispute or
difference arose, all disputes arising out of this contract shall be referred to the sole arbitration
of the Deputy Conservator of Forest, Valsad North Forest Division,Valsad and his/her award
shall be final and binding on the parties to the dispute. The venue of arbitration shall be office
of DCF Valsad North Forest Division, Valsad
10. PENALTY AND LIQUIDATED DAMAGES
Valsad North Forest Division may levy penalty in case the Agency/Firm/Bidder fails to provide
the services specified by the Dy. Conservator of Forests in the Scope of Work and other
conditions of this tender document. The amount of penalty shall be commensurate with the
nature of the breach/ defect/ deviation/ fault and as decided by Valsad North Forest Division.
Agency/Firm/Bidder will be liable to pay at the discretion of the client, a liquidated damages to
the client of 0.5% per week on the contract price subject to maximum of 10% reckoned on the
contract value. Fraction of a week will be considered as a full week for the purpose of
liquidated damages calculations. Such an amount payable by the Agency/Firm/Bidder shall be
final and binding and shall not exceed 10% of the Total Accepted Tender Value of the Service to
be rendered for the period after the said commencement date, until acceptance without
prejudice to other remedies under the contract. On the Bidder repeatedly failing to rectify the
faults within the time period as stated by the Valsad North Forest Division the Dy. Conservator
of Forests is free to cancel / terminate the Contract by giving one-month notice period.
Performance obligations: Agency/Firm/Bidder shall have to be responsible for the soundness of
services rendered. In the event of any deficiency in these services, Agency/Firm/Bidder firm shall
promptly re-do/remedy without any additional cost to the Deputy Conservator of Forest, Valsad
North Forest Division,Valsad and to carry out such modifications and /or rectification as may be

The Valsad North Forest Division, Valsad reserves the right to cancel the tender at any time
without any notice or the reasons thereof. Bidders will have no right to claim for any
compensation / damages / losses, whatsoever, on account of such cancellation of tender.
The Bidders shall specifically note that any overwriting or corrections or manuscript in the
bid shall be ignored and will not be considered authentic unless same are signed and
Bidder's Stamp / Seal is affixed.
In case of any doubt or interpretation of the terms and condition, the decision of the Deputy
Conservator of Forest, Valsad North Forest Division,Valsad will be final and binding upon the
Bidders and no dispute in this regard will be entertained.
Valsad North Forest Division reserves the right to accept any bid or reject any or all Tenders
or cancel / withdraw or re invitation to bid without assigning any reason. Such decision of
the Valsad North Forest Division shall not be subject to question by any Bidders and the
Valsad North Forest Division shall bear no liability whatsoever for such decision.
12. JURISDICTION OF COURTS
The laws applicable to the Tender shall be the laws in force in India. The courts of Valsad
limits shall have exclusive jurisdiction in all matters arising under this contract.

Forest Division that he has the required professional and technical skills and
resources and has agreed to provide the Services on the terms and conditions set
forth in this contract.
