Establishment of Knowledge, Wellbeing and Innovation City (KWIN City) of Sector-2 of Phase-2, Doddaballapura & Nelamangala Taluk, Bengaluru Rural District

To qualify for award of this contract, each Tenderer his name/company/firm should have in the last five years period 2020-21 to 2024-25. (Updated to 2025-26 Price level) The Tenderer should have satisfactorily completed (at least 90% of the contract value) as a prime contractor for at least one similar nature of work such as formation / establishment of industrial layout/ Formation or establishment of residential layout including roads (flexible/rigid), RCC drain, providing and laying distribution network for water supply, Sewer network, including electrical infra works, as per the scope work, of value not less than Rs.143.50 Crores. (Work executed and work done certificates issued under Joint Venture shall not be considered)

Executed in any one financial year, the following minimum quantities of work (80% of the peak annual rate of construction): Certificates of proof shall be issued from competent authority not below the rank of Executive Engineer in Government/Public Sectors/ Government Undertaking Organizations only will be considered for bid evaluation. (Quantities executed and work done certificates/work quantity certificates issued under private firms/private organizations /private individuals shall not be considered for bid evaluation) For Civil Works: (1) Earthwork Excavation / Embankment / Sub grade: 617414 Cum, (2) Granular Sub Base / Wet Mix Macadam: 87448 Cum, (3) PCC / RCC: 52610 Cum, (4) TMT Steel Reinforcement/ HYSD Steel/Structural Steel: 4030 MT, (5) Bituminous Macadam / Dense Bituminous macadam / Bituminous concrete / Semi Dense bituminous concrete: 18125 Cum, For Electrical Works: (1) 11KV(E) XLPE HT UG Cable not less than 3core 240 sqmm: 28.80 Km, (2) RMU: 22 No, (3) 1.1 kV, XLPE 3 core 16sqmm & above LTUG Cable: 33.60 Km

The Tenderer or his identified sub-contractor should possess required valid electrical license for executing electrical works and should have executed similar electrical works totaling Rs.16.00 Crores (usually not less than 50% of the electrical works) in any one year

Each Tenderer should further demonstrate: Availability by owning at least 50% of the required / specified key and critical equipment for this work. The remaining 50% can be deployed on lease / hire basis for all works provided, the relevant documents (commitment agreements etc.,) for availability for this work are furnished : (Furnish details of plant / machinery / equipment etc.,)

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity: (AxNx1.5 - B), where, A: Maximum value of Civil engineering works executed in any one year during the last five years (updated to 2025-26 price level) taking into account the completed as well as works in progress. N: Number of years prescribed for completion of the works for which tenders are invited. B: Value, at 2025-26 price level, of existing commitments and on-going works to be completed during the next 24 Months. (Period of completion of the works which tenders are invited)

Achieved in at least two financial years a minimum financial turnover of Rs.287.00 Crores (in all cases of Civil Engineering construction works only)

Each Tenderer should further demonstrate: liquid assets and /or availability of credit facilities of not less than Rs.86.00 Crores (Credit lines/ letter of credit/ certificates from Public sector banks/ Nationalized Banks (as per RBI guidelines) not less than 30% of the amount put to tender for meeting the fund requirement etc).
