Special Eligibility Criteria

   The bidder shall be: a) The Original Equipment Manufacturer (OEM) or b) An authorized dealer/authorized representative of the OEM holding valid authorization for the tender. In case the bidder participates as an authorized representative, the credentials of the OEM shall be considered for evaluation. Only manufacturers or their authorised dealers need to quote with tender specific authorisation from the manufacturers. The firm should submit documentary evidence of OEM/dealer along with their offer. Bidders to provide authorization of OEM with offer, then no back reference shall be made and offer is liable to be rejected. Bidders to upload; self-certification in case they are OEM or OEM Authorisation certificate as a supporting document as proof of OEM of subject item- if the bidder is participating as an authorized representative of the OEM.

   Technical Compliance : : The bidder shall upload a duly filled, signed and stamped Compliance Sheet indicating compliance against all technical requirements, specifications and performance parameters stipulated in the Technical Data Sheet attached with the tender.

   Past Experience/Technical Capability Evaluation : a.The bidder/OEM shall have successfully supplied, installed and commissioned at least five similar or higher capacity EOT Crane to any Zonal Railways / PUs /CORE during the last 05 financial years & the current financial year to be reckoned from the date of tender opening either directly or through EPC/Turnkey mode. b. For the purpose of evaluation of the past performance the bidder shall upload :- i. Commissioning certificate of at least 05 (Five) number of such EOT Cranes (which are counted for the purpose of meeting qualifying criteria) supplied in the last 05 (Five) years & the current financial year duly issued with clear signature and address of the purchaser/Consignee using the machine where it is installed and commissioned. i i . Performance certificate of at least 01(one) number of such machine(s) (which are counted for the purpose of meeting qualifying criteria supplied in the last 05 (Five) years duly & the current financial year issued with clear signature and address of the Purchaser/Consignee using the machine as mentioned in 3. b (i) where it is installed and commissioned. The period of performance should be at least 24 months or warranty period whichever is earlier from date of commissioning. In case the tenderer fails to submit the above requisite documents with their e-offer, the offer will be summarily rejected. c . For the purpose of evaluation of the Technical Capability the bidder may submit requisite documents in support of satisfactory past performance of supply i.e Receipt Notes/CRN of railways/CRAC of GEM /Inspection certificate along with proof of acceptance by consignee, capacity & capability credential, M&P required for manufacturing tendered item, T&P, Technical manpower, in house testing facilities, MSE credentials, financial credential PAN no/ ITCC etc.) along with their e-offer. Note - In case tenderer participates as an authorized agent, then the Performance as required above shall be that of principal authorizing the agent. It may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal.

   Definition of Similar Machine: : For the purpose of eligibility, similar machine shall mean: "Supply Installation Testing and Commissioning of EOT Crane of capacity 10 ton or more". The bidder shall upload document checklist as per format attached with tender duly signed along with the offer:

   False Declaration: : Furnishing of false declaration or submission of false / forged documents shall render the contract liable for termination and shall invite further action as per the applicable terms and conditions of contract. In case the tenderer does not submit the requisite documents as detailed above along with the offer, the tender shall be dealt with as per extant Railway rules and no back reference shall be made in this regard.

Dt.20.07.2026 (Uploaded on Dt. 20.07.2026 attached). along with the bid for compliance of OM dated 23.07.2020 of Department of Expenditure, Ministry of Finance. If such a certificate given by a bidder whose bid is accepted is found to be false, this would be a ground for immediate termination and further legal action in accordance with law."

   EMD- The offers not accompanied by requisite EMD as given in para 5.0 of Instructions to tenderers & General Conditions of tenders for supply contract version_25 Pdf. Dt.20.07.2026 (Uploaded on Dt.20.07.2026 attached). will be summarily rejected, unless falling in exempted category. The firm claiming exemption from EMD should clearly indicate valid reasons for such claim duly attaching a signed bid securing declaration as per ANNEXURE- 16 (Attached) of Instructions to tenderers & General Conditions of tenders for supply contract along with scanned copies of relevant documents with their e-offers. Exemption from submission of EMD by MSEs shall also be governed by para 3.0 of Instructions to tenders and General conditions of tenders for supply contact. Special attention be taken of para 3.0 (B) (d) [Traders and agents are not eligible to avail the benefits extended under the Public Procurement Policy for MSEs.] and para 3.0 (B) (f) [In case, the tendered item is restricted for placement of bulk orders on approved sources, then the criteria for placement of orders on MSEs under the Public Procurement Policy for MSEs will additionally require that the MSE firms are one of the valid approved sources for the tendered item.]

If two or more bidders are found to be sister concerns or affiliates (having common partner/director/promoter/ owner/holding company decision control etc.) the offers of all such sister concerns are liable to be rejected as per relevant provisions of Tender conditions.
