COMPREHENSIVE MAINTENANCE AND UPKEEPING THE SCADA SYSTEM INSTALLED UNDER GE(U-II) VISAKHAPATNAM

Comprehensive maintenance of SCADA based water supply pumping and distribution system [SCADA system of PLC -Make 'Mitsubishi', SCADA software of 'Factory talk view' built by Rockwell Automation] by carrying out repairs, preventive maintenance, servicing for smooth and efficient functioning of Master Control Station and all PLC panels including all connected circuit and accessories as recommended by the OEM/ manufacturer and as directed by the Engineer-in-Charge for all the modernised water supply infrastructure as described below by authorised and well trained and qualified technicians capable to maintain the SCADA system round the clock at the following locations all as specified and as directed:- (a) Master Control Station at 104 Area (b) Nausakti Nagar/ Megadripeta all areas (c) Meghadrigedda Water Filtration plant (d) BPH Pipeline Junction and Circars Areas (e) Naval Coastal Batteries (f) NAD Pump House (g) INS Eksilla Pump House (h) Nausenabaug (i) Naval Park (j) Dolphin Hill all sectors. (k) INS Dega

The rate quoted for item No. 01 of this BOQ/ Schedule 'A' shall also include the following:- [a] Repairs and replacement of defective components/ spare parts of SCADA based water supply pumping and distribution system at Master Control Station and PLC based control panels including all accessories installed at various pump houses and locations, OHTs, etc. for smooth functioning of the system. (b) Repair/ maintenance/ servicing of all motorized and solenoid valves, Pressure Transmitters, Ultrasonic and magnetic level sensors etc by disconnecting, cleaning, greasing for wear and tear, lathing/ metaling if required, re-installing, testing and commissioning as directed by Engr-in-Charge complete as required at site. (c) Replacement of unserviceable spare parts as required at site all as specified and directed by Engineer in charge. (d) Attending and completion of break downs within the specified time frame (i.e. within 4 hours of reporting) & submitting records showing the date & time of reporting and completion. (e) Establishing communication between the PLC based Panel and the SCADA Control center and submission of reqisite certificates accordingly. (f) Uploading and downloading of ladder logic based programs and Manual / Remote operation from the PLC based Panel / SCADA software for smooth and efficient working of the system. (g) Submission of passwords, operator's manual, trouble shooting manual circuit diagram, schematic diagram and layout plan related to SCADA system required for smooth functioning & all as per Manufacturer's instructions.

(h) Carrying out any changes to be made to the Programmable Logic Controller (PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of items covered under this AMC) (j) Carrying out any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys, (limited to the scope of items covered under this AMC) (k) Preparing and submission of SCADA reports related to all the systems to the concerned AGE / JE on every week in respect of break downs reported/ attended/ completed, servicing and replacement of spare parts carried out, improvement / changes made to the SCADA system of PLC and software, etc. (l) Payment of charges for the communications, i.e. 02 Nos. of BSNL FTTH/ broad band connection with the existing Static IP at SCADA room and GPRS enabled data cards / OFC used in all PLC based panel (2 Nos. of SIM per panel X 150 Panels) including cost of replacement of non functional data cards related to the scope of work at master control room at 104 Area and sub monitoring unit at all other areas and submission of payment Receipts of all the communication based network by the contractor to Engineer in Charge every month. (m) Carrying out repair, maintenance and servicing of SCADA server [Make : HP], monitor [Make : Samsung], Printer [Make : HP Laser Jet P1108] including necessary updating, providing antivirus software, etc to upkeep the service during the contract period. (n) Any stationary required i.e HP printer cartriage/paper for printing is deemed to be included.

Notes for item No. 01 of BOQ/ Schedule 'A':- [a] The contractor shall carryout the comprehensive maintenance of the SCADA based water supply pumping and distribution system catered under subject work through the Original Equipment Manufacturer of that system or through their accredited / authorised service provider of the OEM only. The lowest bidder shall submit MoU from the Original Equipment Manufacturer or from their accredited / authorised agencies to provide technical support, trained persons for maintenance & testing and spares before commencement of the work to GE. The spares shall be of the make as per existing or as per the OEM as directed by the Engineer-in-charge. [b] MINIMUM MANPOWER TO BE EMPLOYED: Contractor shall employ minimum 01 No. of qualified Engineer, 3 Nos. of trained Technicians and 1 No. of Helper for comprehensive maintenance of Master Control Station and all PLC panels including all connected circuit and accessories including monitoring the breakdowns and preventive maintenance. [c](i) Engineer for master control room, shall be a qualified diploma holder in electronics and communication with minimum 03 years experience in maintenance of SCADA based water supply distribution system. (ii) Technicians with minimum qualification of ITI on relevant field (Fitter/Electrician) with minimum 03 years experience in maintenance of SCADA based water supply distribution system. [d] All the manpower employed shall report to Office of AGE [E/M] for day to day maintenance and efficient functioning of SCADA based water supply pumping and distribution system.

[e] The rate quoted shall be deemed to be inclusive of supplying, installing, testing and commissioning of all Major and Minor Spares viz. Mechanical / Electrical / Electronic etc. except cost of components/ Spare parts catered vide Serial Item No. 2 to 59 of BoQ as and when required for trouble free and smooth functioning of SCADA based water supply pumping and distribution system complete all as directed by the Engineer-in-Charge. [e] The labour charges for taking down the existing unserviceable components/ spare parts and fixing of new components/ spare parts in respect of items catered at supply only rates [item No. 2 to 59 of this BOQ] shall be deemed to be included in the rate quoted for item No. 01 of this BOQ/ Schedule 'A'. [e] Conveyance and communication system like mobile phone etc. shall be provided by the contractor to all Technicians and Helpers and the rate quoted shall be deemed to include for the same and nothing extra shall be payable to the contractor on this account. [f] The contractor shall abide by the latest Labour Rules and Minimum Wages Act. [g] Wages paid by the contractor to the manpower employed shall not be less than the minimum wages fixed by State / Central Government from time to time whichever is higher. The contractor shall also insure the workmen employed on the job.
