The agency submitting the tender shall have to produce documentary evidence for full filling of pre-

qualification criteria mentioned in the technical bid. Failing which bid of such agency shall be consider

as Non-responsive & stands to cancelled.

After opening of online Technical Bid, the procedure for the pre-qualification shall be adopted and the e-

Experience Criteria.

4) Agency should have completed minimum one work of similar nature work of at least 40% value

(i.e. Rs.24.00 lacs) of proposed contract in any financial year during last Seven financial years

with any Govt. or semi-Govt. organization in a single work order. (Similar nature of work i.e.,

Municipal services like Operation & Maintenance works of Water supply pumping station &

Sewage Treatment Plant, Water treatment plant, Swimming pool, Head works, Annual

Mechanical & Electrical maintenance rate contracts.

5) The experience will be taken into consideration only for completed works carried out either

Government or Semi- Government or Municipal Corporations/Urban Development/Public

Sector Undertaking Authority as a main contractor in period of last seven years.

6) Experience certificate of competent authorities should be submitted.

Availability of tools, plant, & manpower.

Bidder should have enough machinery and experienced personnel to supervise the whole work.

The agency should have adequate number of tools & plant along with adequate numbers of

experienced staff carrying out the work.

(Details of staff & tools with agency must be submitted in tech bid with physical certified

certificate copy of the staff.)

Certified copy of Registration certificates/documents as followed must be submit with authorized

sign & stamp on each page of price & tech bid document.

 The bidder should provide accurate information on any litigation history or arbitration resulting

from contracts completed or under execution by him over the last ten years. This should also

include such cases, which are in process/progress. A consistent history of awards against the

bidder may result in failure of the bid. In case the bidder has not provided such information and

has come to the notice of the authority, the tender will be rejected at what so ever stage and in

such case all the losses that will arise out of this issue will be recovered from the tenderer/bidder

and he will not have any defense for the same.

General terms, condition and detail of works:

The bid is percentage rate bid for “Operation and Preventive Maintenance of

1. The rates and prices shall be submitted in the formats given in the online Price

Schedules. Rates and prices received in any other formats will be rejected and the

13. The prices shall have to be quoted firm & fix including all the taxes & duties without

any statutory variation. RMC will not consider any statutory variation as well as the

price rise in the market and if any, those shall be on account of contractor.

14. The work contract tax will be borne by the agency.

15. The Contractor shall employ all the required staff as mentioned in tender however

before that contractor has to optimize this requirement considering the availability of

sewage and plant condition with RMC official and must be approved staff

optimization by RMC within 07 days of award of the contract, otherwise payment

will not be made. In such case for excessive staff member, the commencement of the

Contract Period and payment thereof shall be reckoned only from the date of

1. The work is to be done in shifts of 8 hours. Manpower shift agreement is as per instructed by

Engineer in-charge and the timing of each shift will be as under:

First Shift : 06:00 to 14:00 hours

Second shift : 14:00 to 22:00 hours

Third Shift : 22:00 to 06:00 hours

General Shift : 08:00 to 16:00 Hours

2. If there will absence of man power or less man power found in any shift during checking, penalty

will be charged to contractor. Amount of penalty will be imposed as per the penalty clause.

3. Concern RMC In charge Engineer may change above shift arrangement as per filter plant’s

operation requirement. Contractor is bound to arrange same as per requirement.

4. In Case of Shut down or non-working of WTP/Pumping station for Maintenance/modification

purpose or any Other Circumstances, the agency shall be bound to deploy to increase/decrease

manpower as per site requirement. Regarding the matter of manpower, decision shall be made by

Engineer in-Charge and payment shall be made accordingly.

5. Providing the printed Log Sheet (Register) and (any other register required for RMC) by contractor

& Maintaining the Log sheet as per given instruction of Engineer in charge.
