SCHEDULE 'A' PART - I (OUTSOURCING SERVICES)

Providing services in Operation of centralised air conditioning plant 25 ton capacity of Make :- Voltas ( in 1 x 25 TR) installed at MTRDC main building, ductable type air conditioners 3 x 5 TR at HV lab, 2 x 8.3 TR and 6 x 5.5TR at JC bose building for smooth and efficient performance as required to achieve optimum/desired room temperature condition with following manpower from 8.30 to 16.30 hours per day excluding sundays and holidays (Plant Operator (Semi Skilled) - 1 No, Helper (Unskilled) - 1 No) all as specified and as directed.:-

Notes for Sl Item No 1.00 to 2.02 (including Sub Items) Contd., (i) Absent from duty of technician is not permissible as E&M services essential in nature. However, the absence will invite penalty as described in Sch 'A' notes and recovery from bill shall be done through recovery statement.The tenderer will have no claim whatsoever on this account and decision of Accepting officer in this regard will be final and binding. (ii) Details of equipment/services to be maintained are indicated as appendices in PS. (iii) Tenderer shall arrange insurance to his work-men and relevant proofs of the same shall be submitted to the department as and when demanded, the cost for the same is deemed to be included in the rate quoted. Responsibility of compliance of labour regulations in force lies with the tenderer. The provision of statutory laws relating to minimum wages, EPF, EDLI, ESIC, Bonus, GST, Cess & other levies payable shall be strictly adhered to by the contractor. The Contractor shall produce proof of wages, EPF, ESIC, Bonus paid against the respective workmen while claiming payments. (iv) The rates quoted by the Contractor / firm shall not be less than minimum wages as notified by Govt Of India / State Govt / Local body whichever is higher, including taxes as applicable. (v) Bidders are advised to follow the websites/ notifications of respective Department/ Organization regularly, and ensure that any changes in minimum fair wages/ contributions, Taxes are accounted by them and revise their quoted rates accordingly before end date of submission of Bid. No claim of not aware of new Notifications / Circulars will be entertained after bids are closed on account of revisions. vi) Tenderer shall work out and quote the rates under Col 5, Col 7, Col 9, Col 11 & Col 13 for each item / sub items. Rate quoted under Col 9 (overheads and Profits) shall also deemed to include for consumable items, uniforms, stationery charges, etc., required for proper operation and maintenance of equipments.

Notes for Sl Item No 1.00 to 2.02 (including Sub Items) Contd., vii) Bid submitted by Tenderer under following stipulations shall be treated as non - bonafide / invalid / disqualified and such bids will not be considered for acceptance and in such case the lowest bidder shall be determined from amongst the valid / bonafide bids only :- a) Quoting wages under Col 5 against any item / sub-items of BOQ shall not be less than the prevailing minimum rates of wages payable as notified by Govt. of India/ Concerned State Govt / Local body whichever is higher. b) Quoted rate under Col 7 i.e., Bonus, shall not be less than Minimum payable (8.33%) and shall be based on actual payment basis. c) Quoted % under col 9 i.e., for “OH&P, consumable items, uniforms, stationary, etc., should not be “Nil”/”Zero” consideration, d) ESIC % under Column 13 is @ 3.25% subject to Salary less than 21,000/- as per instructions in vogue vii) In case Contractor is liable to pay EPF, % quote under Column 11 shall not be less than % applicable as per EPF & MP Act and its latest notifications / amendments. viii) Quoted rates shall deemed to be inclusive of all taxes, cess, levies as applicable including GST. ix) Any Govt / statutory variations in minimum wages, liability of EPF, ESIC, EDLI, BONUS, LWC, GST shall be adjusted from re-imbursement / recovery as specified in Special Conditions here-in-after. The prevailing wages / Contribution prevailing on the bid submission end date shall be base for adjustment / re-imbursement as specified here-in-after. x) Exemptions / limiatations, if any shall not be considered while quoting rates, EPF, ESIC, BONUS, LWC as the same shall be calculated during actual contribution payable depending upon the salary of the individual based on the number of days engaged in the work.

Notes for Sl Item No 1.00 to 2.02 (including Sub Items) Contd., xi) Contractor’s attention is invited to Labour Wages Act with regards to payment of wages to the individuals engaged under this work. Contractor shall make the payments to their staff / employees by Cheque or through NEFT in their Bank Account, and the particulars of same shall be submitted to the department while claiming any payment. No payments will be made, unless proof of payment of wages through bank account is submitted by the Contractor/firm while claiming bills. xii) The wages paid, contribution towards EPF, EDLI, ESIC, Bonus, GST shall be paid by the GE in RAR / Final bill only after submission of valid and authentic document in support of proof of payment / contribution of requisite amount to the workmen by the Contractor. In case, the Contractor fails to submit proof of payment made to Workmen, no payment will be made by Department. xiii) Payment in respect of any item / sub-item of BoQ in RAR / Final bill towards the wages, EPF, EDLI, ESIC, Bonus shall be made on the actual amount paid to the Workmen by the Contractor, subject to maxium of the rate quoted under respective heads, plus his quoted OH&P & LWC and no extra claim by the Contractor shall be admissible in this account. In case, Contractor pays less than quoted rates, payments will be made on the actual amount paid by the Contractor plus his quoted OH&P & LWC and nothing extra over and above his quoted rates is payable by the Department except revisions by Govt. Any violation of Acts rests with Contractor and Contractor shall be solely responsible for same.

Comprehensive maintenance of Central Airconditioning plant of 25 ton capacity 1 x 25 TR of make Voltas installed at MTRDC main building, Including replacement of worn out / defective parts and components, gas filling all as required for smooth and effecient functioning of AC plant to achieve desired cooling conditions and carrying out the complete checks as per manufacture's instructions comprising of motors, condensers, chilling unit, Air handling unit, supply and return through air ducts, control panels, safety devices etc., complete all as specified and as directed by the Engineer-in-charge.

Carrying out servicing of cassette/ split/ window type AC’s 1.5 Ton / 2 Ton / 3 Ton capacity of any type and make, in position, comprising of cleaning to free from dust, cleaning the evaporator, air filters, condenser coil with cleaning agent and water, tightening all electrical contacts, bolts, nuts etc., greasing / oiling blower motor, testing the serviceability, replacement of worn out rubber bushes, connector, clips, bolts, nuts, washers etc., including replacement of spares and attending to complaints on call in a day as and when required complete all as specified and as directed.. Note :- Supply of Spares / major repair jobs shall be measured and paid separately under relevant items of this schedule.

Removing the cassette/ split/ window type AC of 1.5 ton / 2 ton/ 3 ton capacity working on 230 Volts, single phase, / 440 Volts, 3 phase complete including indoor and out door unit and reinstall at any place (with in the same lab area) at height up to 10 mtr above from floor level, replacement of refrigerant tubing up to 7.5 mtrs length and provision of drain pipe and pipe insulation, connecting with existing power socket and testing the unit for smooth functioning including making good of all disturbed surfaces complete all as specified and as directed.

Taking down cassette/ split/ window type AC 1.5 / 2 / 3 ton capacity, flushing the refrigeration system with CO2, supply and charging refrigerant R-22, re-fixing in position, testing and commissioning complete all as specified and as directed.

Taking down cassette/ split/ window type AC of 1.5 / 2 and 3 Ton capacity for carrying out repairs, re-fixing in position, testing for efficient cooling temperature and satisfactory working conditions and commissioning after completion of repairs by replacing necessary spares complete all as specified and as directed.. NOTE:- Spares and major repair jobs shall be measured and paid separately under relevant items of this schedule.

Re-winding of fan motor with standard gauge super enameled copper wire including replacement of bushes, complete servicing and overhauling the motor and re-fixing for out door unit of split type AC’s 1.5 / 2 Ton capacity all as directed.
